 Duties and responsibilities:

he Support Services Coordinator will provide

Effective leadership and management of the support services function, ensuring compliance with Plan International’s global policies and procedures and aligning operations with local regulations. The role will ensure the smooth delivery of HR, administration, procurement, logistics, and security functions to support high-quality programming. The position will also focus on developing the support services team, fostering strong partnerships with stakeholders, and contributing to strategic planning and risk management in alignment with Plan International’s mission and values.

 

The position involves overseeing

All support services functions, including procurement systems, asset management, and compliance with health, safety, and security standards. The coordinator will manage risks associated with program delivery, liaise with external stakeholders such as government entities and legal advisors, and provide technical oversight to ensure operational excellence. In addition, the role will include the implementation of corporate systems, training staff on global and local policies, and delivering timely reports with clear recommendations for program improvement.

 

Essential criteria for this role include

A postgraduate degree in Management, Logistics, Industrial Relations, or a related field, with demonstrated experience in similar positions. The ideal candidate will have expertise in operationalizing procurement, logistics, and security in emergency contexts and a strong understanding of support services policies and practices. Exceptional skills in strategic planning, team building, and performance management are required, as well as fluency in written and spoken English.

Dimensions of the Role

  • The SSC is a member of the Area Management Team along with other area managers and is expected to contribute to Plan’s understanding and strategic direction in the States. He or she may be asked to deputize for PAM as required and if needed in relation to external stakeholders.
  • The SSC line manages 03 support services staff in the areas of procurement, administration and logistics/security
  • The SSC reports regularly to the PAM on the management of all risks associated with program delivery including procurement trends, legal compliance, logistics and security.
  • The SSC provides technical oversight and support to Program Area offices in managing risks and remaining compliant in the delivery of cost-effective programs.
  • The SSC prepare and oversight the annual budget for operation support in his/her area and prepare a regular delivery analysis and trends to the PAM and the CMT.
  • Review and follow-up commitments, contracts, grants, leases, disbursements and transfers to third parties.
  • Security: Ensure full compliance and adherence to Plan International Global security protocols, policies and standards; at all operational areas and at all times. Oversees the training and reorientation of staff (old and new). 
  • Loss and Incident reporting: report timely and consistently all losses and incidents, including updates, to the Country Office.
  • Legal and regulatory: Oversees the review of agreements and contracts and ensure compliance with Sudan country laws and regulation, ensure the interface with the legal advisors, timely report all potential legal cases to legal advisor at CO level
  • Liaison with stakeholders: Establish and effective liaison services with Government offices and communicate with government bodies, corporate sector partners as well as UN and INGO stakeholders.
  • Applications and systems support: Ensure the rollout of corporate systems and
  1. Applications including (SAP), Magique, share folders, filing systems, ICT and any other corporate applications at area level; 
  • Global and regional policies and procedures: oversee the rollout, including staff training, of global policies and procedures in the country.
  • In-country policies and procedures: Develop and maintain up to date 
  1. Administrative, ICT, logistics, procurement and security systems, policies, and internal procedures and guidelines to support in-country operations and ensure compliance of Plan’s global standards and donor requirements.
  • Strategic planning: Contribute to the strategic development and management of the country in line with the Country Strategy (CS), ensure that support services are an engaged and effective business partner for Programme departments to carry out quality programmes with excellent support services.
  • Support to programmes: Oversee the planning and delivery of all general services and
  1. logistical requirements of program work in line with established procedures e.g.: procurements, storage, transportation and distribution.
  2. Prepare HAC report mid-term and annual.
  • Assets management: Review and follow up on Plan assets processes to ensure that it is done according to the set guidelines and operational manual.
  1. Prepare assets registers as well as asset disposal plans for projects according to donor’s compliance.
  • Budgeting: Ensure preparation and coordination of all support services budgets, with trend analysis to support program delivery as per the annual planning and budget guidelines.
  • Reporting: Deliver timely quality reports (i.e. monthly, quarterly and annual) with clear analysis, trends and recommendations 


 

 

 
 Minimum Qualification, Skills and Experience Required:

  • A pos graduate degree in Management, Logistics, Industrial Relations or related field
  • A professional qualification and membership of recognized corporate services institution desired. 
  • Experience in Work Force Planning, Staff training and Performance management 
  • Clear exposure to Emergency contexts.
  • Demonstrated relevant progressive experience in similar posts 
  • Deeper understanding of the various Support Services Policies, Procedures and Practices
  • Excellent technical knowledge on general support services areas as indicated by the duties above
  • Knowledge of operationalizing security, procurement, logistics, administration, ICT in volatile emergency conditions is an advantage
  • Knowledge of operations management to support a changing program an advantage
  • First-hand experience and knowledge of working in corporate support functions

  • Excellent written and spoken English skills
  • Proven skills in the full range of general support services needs including analysis, procurement, market analysis, logistics, fixed assets management, procurement, value for money, ICT4D, administration and office management, etc.
  • Skills in supporting strategic planning and support services resourcing requirements
  • Communication – excellent negotiation and influencing skills in multi-cultural contexts
