 Background:

ADD's programs Sudan have a strategic focus on provision of humanitarian assistance (FSL, WASH, Health, Nutrition, etc.) and resilience centered programming with a key focus on livelihoods and food security. The resilience framework continues to strive to enable ADD's programs to enable conflict-affected communities to better recover from shocks and changes in their context and also allows them to prepare for future scenarios. ADD places a high value on ensuring the specific needs of women, men, boys and girls are met through a gender sensitive approach that seeks transformative outcomes. 

 

The Food Security and Livelihoods (FSL) and MPCT  Coordinator will be responsible for overseeing the planning, implementation, monitoring, and evaluation of FSL and MPCT projects. The Coordinator will ensure that these projects are executed effectively and efficiently, meeting the objectives and contributing to the overall mission of improving food security and livelihoods for vulnerable populations.



 
 Duties and responsibilities:

Program design, management and implementation:

  1. Lead regular market analyses and adjust programmes accordingly, with the ultimate goal of supporting local markets to the greatest extent possible, in line with global best practices; 
  2. Monitor need and engage with financial and market service providers to determine capacity and appropriate forms of assistance including development of use of new technologies in Blue Nile 
  3. Identify gaps and opportunities for further programming, design and support needs assessments and gap analyses, and have responsibility for programmatic contributions to FSL donor reporting, in cooperation with the Grants and program Manager
  4. Ensure the implementation of activities defined by the Program Manager in coordination with the  field area manager, operation  and Finance Departments
  5. Plan activities according to the expected progress of the project
  6. Evaluate and update project needs (HR, financing, logistics)
  7. Engage in the planning of needs and resources with the Logistic and Finance Departments.
  8. Develop appropriate follow up tools
  9. Identify and inform the field area manager, Program manager of any problems or constraints
  10. Propose solutions or improvements to ensure the smooth running of the project
  11. Liaise with base security focal points for planning of the activities and ensuring they are conducted in accordance with SOPs & other security instructions Ensure security incidents or relevant contextual information is reported to the security officer and field coordinator
  12. Coordinate activities and sensitize local partners in the field
  13. Ensure the relevance and implementation of technically-sound beneficiary selection criteria and approaches; 

Staff management and capacity building ;-

  1. Participate in the staff recruitment process, new staff on-boarding and induction process, capacity building, and performance appraisal of FSL & MPCTstaff
  2. Invest heavily in the skills and competencies of national field teams – the FSL & MPCT Coordinator will provide hands-on coaching, guidance and technical support to programme staff, ensuring clarity over programme plans and priorities Develop training topics
  3. Organize the work of the team to optimize the capacity of each team member..
  4. With the security officer & other security focal points, ensure that the security rules and plans are known and followed by the team
  5. Conduct Team Member appraisals and ensure the team is appraised before the end of each project and at least once yearly
  6. Ensure HR policies are followed, including completion of regular Performance Management Meetings, with all FSL & MPCTstaff;
  7. Ensure familiarity with ADD’s Operational Handbook; 
  8.  Proactively seek training from the Support Services Department on operational policies and processes for FSL & MPCTteam should gaps in understanding be apparent

Information sharing and coordination

  1. Represent ADD  in FSL & MPCT Clusters and other humanitarian coordination bodies (ensure minutes of meetings when necessary)
  2. Ensure the reporting to authorities or external partners when necessary
  3. Propose new project directions or improvements for the FSL & MPCT department
  4. In consultation with Area Manager and Program manager , engage with other humanitarian actors, donors, UN, and civil authorities on cash/livelihoods issues
  5.  In consultation with Program manager, coordinate with national, local and international actors and participate in working groups and other sector meetings on FSL & MPCT related issues; 
  6. Stay abreast of developments in Sudan and provide timely analysis on key issues on a regular basis 

MPCTRelated Tasks :

  1. Support the consolidation and enhancement of cash-based interventions and market-based approaches within FLS responses, especially in areas where market support could enable the most vulnerable to address their food and livelihood-related needs.
  2. Lead the collection, harmonization or development of Sudan programme MPCT standard operating procedures, related tools, and risk management analysis.
  3. Conduct joint field visits with partner and finance service providers to monitor and evaluate program implementation and recommend necessary corrective actions.
  4. Plan and manage implementation systems, including participating in due diligence processes and drafting contracts for selecting financial service providers and partners, determining the selection criteria for beneficiaries, and creating payment lists.
  5. Oversee payment instruments, ensuring appropriate controls and compliance with donor and ADD standards.
  6. Develop beneficiary awareness strategies in line with the accountability framework for affected populations.
  7. Conduct periodic partner capacity assessments to inform capacity-strengthening needs and training.  
  8. Network and collaborate with different actors (clusters, INGOs, CSOs, private sector) to ensure value addition from the MPCTresponse towards improving the food security and livelihood of communities living in the ongoing conflict crisis in Blue Nile

Monitoring, evaluation, accountability and learning:-

  1. Monitoring implementation of the Livelihoods program with the support of the field area manager and Program Manager taking into account the logical framework of the program, the budget, and the logistical and administrative processes of ADD.
  2. Conduct timely routine activity quality monitoring activities, including field-site and post-distribution monitoring – ensure data is shared in a timely fashion with the M&E team . 
  3. Lead the development of technical FSL assessments, with support from the Grants and M&E Manager;
  4. Support ADD offices in strengthening information management, including standardized databases for implementation tracking and monitoring purposes. 
  5. Ensuring the processes and deadlines for beneficiaries’ identification, selection and registration are respected
  6. Implementing technical recommendations concerning his/her project, including identifying the technical constraints associated with the implementation of the projects and proposing solutions in response to such constraints.
  7. Follow the project’s progress and write relevant reports
  8. Supervise his/her programs, by means of external and internal reports (e.g. APRs) relating to his/her projects, as well as regular presence in the field, monthly review of the budget follow-up, etc...
  9. Accountability for the management of FSL programme budgets (budget holder), with support from the Finance Manager and program manager 
  10. Ensure FSL Team raised Purchase Requests (PRs) in a timely manner, in-line with ADD standards, and follow-up procurement processed with the Operation  Manager;
  11. Provide accurate and timely briefings for donors and stakeholders, as needed

 
 Minimum Qualification, Skills and Experience Required:

  1. Minimum 2 to 3 years of experience on a similar program management position with an international NGO
  2. Team Management and Team Supervision experience required,
  3. Training experience an asset
  4. Good Knowledge and understanding   of humanitarian crises issues – Command of project cycle management Analytical capacity – Good communication with others – Training experience  –  Advanced skills in at least one of the key FSL areas: Socio-economy (income-generating activity, Business grants, Support for agricultural cooperatives..), Food assistance (money, coupon, food aid..), Cash for Work, Food and nutrition surveillance, Natural resources management/ environment
  5. Complementary skills in Community approach and Logistical and administrative procedures considered an asset
