Background: Responding to humanitarian emergencies is an essential part of ADD work to fight poverty and injustice and we recognize that emergencies are a cause and effect of both. ADD helps people cope with crises through emergency relief intervention mainly working through local partners with more focus on women and girls The Administration Assistant under the supervision of Operation manager, is responsible to perform Human resources & administrative tasks as mentioned below, that includes document management, to maintain office human resources system, manage vehicle use, facilities contract, and assist the operation manager in general support. &holds itself accountable to accepted international humanitarian principles, standards and codes of conduct, including the Red Cross/Crescent & NGO code of conduct, the Sphere standards.

Duties and responsibilities:
Human Resource : - Ensure HR policies, procedures and forms are in place, and accessible for all staffs.
- Receive the hiring request and ensure request approved by GS
- Lead the advertising approval positions and lead of reviving application process
- Contact the candidates in the short list
- Facilitate the selection committee and preview and take munities
- Monitoring time sheet availability and use on daily bases in all ADD offices
- Monitor staff contract expiry date and inform in advance direct supervisor, and other concerned staff/s, department/s and project/s accordingly.
- Lead and inform staff in advance notice contract expired, termination and renewal
- Lead and coordinate monthly payroll update
- Support Sr finance officer & all staff in opening bank account process
- Lead the calculation of the monthly social insurance and payment process
- Support the selection, negotiation and calculation with health insurance vender and feed staff back
- Lead the coordination of local employment with the authorities in accordance with ADD procedures and processes.
- Maintains Personnel files of employees for each employee
- Maintains database of employees based in Blue Nile
- In collaboration with the managers manage staff annual plan leave.
- Ensure the performance appraisal conduct for all office staff accordingly to the schedule.
- Process and review per-diem accordingly to the policy and complete the process with finance department
- Request, update and monitoring staff ID
Office administration and support - Facilitate and support program staff in training and celebration activities implementation, such as venue booking, meals supplies, participant's transportation/accommodation.... … etc.
- Ensure vehicle management policies, procedures and forms are in place, and accessible for all staffs.
- Manage the ADD fleet (ADD and rented vehicles), and ensure proper usage, movement, routine checks, of vehicles, as well as monitor regular maintenance (lubricants and filters change) and other maintenances upon request and when applicable and keep updated records.
- Manage and monitor ADD and Rented vehicles performance as per the policy, keep proper records and analysis to advice on proper action needed.
- Ensure drivers and vehicle users are well aware of vehicle safety and security requirements, such as seat belt usage, and usage policy.
- Request and Mange Blue Nile office & guesthouse utilize including water, gas and electricity consummation
- Request, manage and monitoring Blue Nile office & guesthouse monthly kitchen refreshment with consummation report
- Request, manage and monitoring Blue Nile office & guesthouse monthly kitchen refreshment with consummation report
- Request, manage and monitoring Blue Nile office stationery
- Follow up, request and finalize the payment of monthly phone bills according to the policy.
- In collaboration with operation manager request and mange the petty cash of Blue Nile office.
- Manage and monitoring all ADD facilities including owner contract
- Maintain lease agreement files, database, payments if made locally, and monitor contract expiry date and inform direct supervisor, and other concerned staff/s, department/s and project/s accordingly.
- Support operation manager and logistic officer in all Permit
- Provide support to the operation manager, in the staff safety and security activities, and plans.
- Maintain and update re-locatable list and share with the operation manager
Undertakes any other assignment as requested and required

Minimum Qualification, Skills and Experience Required:
- Diploma or bachelor's degree Certificate course in relevant field from reputed Institution.
- no less than 3 years in the related job, preferably in National & International agency.
- fluency in Arabic; basic communication in English.
- basic computer knowledge and skilled in word processor, database operation, excel and spreadsheets.
