 Background:

The Protection, NFIs and CBI Coordinator position is expected to provide full support to the project and the Blue Nile Emergency Assistance and Recovery program (BNEARP) sectors in  Urban and rural areas. The support will include but not limited to the; overall responsibility of field level sector of Protection, NFIs and CBI including Technical Quality, Program Management, Coordination & Representation, data collection, analysis and reporting, review program indicators and track the outcome and impact achieved. The position is also responsible of delivering support to the project in terms of develop/review the monitoring plans and ensures that the project objectives are well tracked based on the donor requirements and regulations. The position is in addition to this is required to demonstrate good initiatives that foster program quality and being able to give continuous technical back stopping and document lesson learned and provide strong recommendations that direct the interventions to words achieving the overall goal. In all the urban and rural sectors ADD is using the approach of community participation where the grass roots of the community are fully engaged, this position is supposed to be able to ensure close coordination with the community-based structure and deliver the required support for them to ensure sustainability. 



 
 Duties and responsibilities:

Program Management and Technical Quality :-

  1. Oversee the implementation of all programmes operating in Protection, NFIs and CBI, ensuring that programs are delivered according to awards agreement requirements, humanitarian standards and ADD standards.
  2. Contribute to the quality of ADD's community outreach approach by effectively identifying and coordinating with community mobilizers, community-based protection networks (CBPNs) and other community focal points. 
  3. Ensure that activities are appropriately planned and resourced, with work plans, procurement plans, and phased budgets in place for each project and that progress is systematically monitored on a monthly basis against targets for both budgets and programmatic targets and issues are flagged for support in a timely fashion
  4. Lead in staff weekly/monthly meetings to discuss work plan, log frame and spending including monthly inventory and PR tracking with all protection, NFIs and CBI staffs.
  5. Provide timely notification to the supervisor concerning forthcoming problems and project needs.
  6. Maintain network within the community that pre-empts problems for timely response.
  7. Dedicate at all times within the organization and build a strong sense of responsibility, transparency and accountability. 

Coordination & Representation:-

  1. Build relationships with partners, government, other NGOs, and UN agencies to strengthen effective implementation plan to ensure beneficiaries access services in a timely and confidential manner and enhance multi-agency and multi-sectoral cooperation and coordination.
  2. Coordinate and lead advocacy efforts with other actors and sectors, particularly, WASH, Food and Nutrition, Shelter, Livelihoods, Health; and ensure specific measures are put in place to mitigate risks of GBV among women and girls by these sectors in line with the provision in the Inter-Agency Standing Committee Guideline for response and prevention of protection and GBV in humanitarian settings.
  3. Participate and lead in protection, GBV and NFI/CBI Working group Coordination meeting and forum at field level. 
  4. Representative ADD in all project meeting with donors in the field level in coordination with field area coordinator and technical supervision of HQ technical sector.    
  5. Lead line communication between the filed and HQ. program quality team related to donor routine report to agree on the final version before final submission 
  6. Verify activities’ participants as per sector’s objectives and ensure project impact groups are well targeted.
  7. Ensure quality measurements of the effectiveness and efficiency of the program.
  8. Suggest ways and means of improving the effectiveness of Program Sectors (protection, NFIs and CBI)
  9. Work with the HQ technical sector and Programme Managers to ensure that relevant contingency planning is developed and feed into emergency preparedness initiatives or responses
  10. Organize and deliver M&E trainings and share information with Program staff in the field to ensure timely and quality of the project delivery

Assists with identification of gabs and new projects and proposal development opportunities:-

  1. Closely with the technical sector manager and Area Coordinator contributes ideas and strategies for new projects opportunities to share with HQ. 
  2. Reviews project proposals activities with the (line ministries) in related fields and provide inputs as required.
  3. With inputs from the program sectors officer develops strategies for follow-on projects implementation.
  4. Being a member of program design team, discuss and effectively contribute to design of new proposals.
  5. Assist in applying of lessons learned in the new funding opportunities.
  6. Contribute in generating better understanding of the contexts, the field level realities, critical needs and gaps and how to best improve the program interventions.
  7. Contribute to project design ensuring that new proposals are in line with area strategy, feasible and adequately resourced and support sectoral assessments where necessary

Team support and supervision:-

  1. Do site visits to ensure project activities are on track and identify challenges that require immediate action. Through lessons learned.
  2. In collaboration with the Senior WPE Manager, Facilitate or coordinate trainings that support technical skills of staff and local partners, e.g., how to run effective focus groups discussions, conduct safety assessments, how to conduct referrals and other identified needs. 
  3. Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews and ensure Performance Management Evaluation (PME) documentation for direct reports is in place and followed up regularly.
  4. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

Responsible for effective information gathering, monitoring and reporting

  1. Organize participatory activities to evaluate project implementation and perform monitoring activities to assess progress as per project instructions.
  2. Compile analytical reports on activities and findings as per request.
  3. Keep adequate records of all field activities including: distribution lists (if relevant), community meetings and workshops (including attendance sheets), project activities, and make this available to the supervisor in a timely manner.

 
 Minimum Qualification, Skills and Experience Required:

Required competencies: Excellent organizational skills, ability to work on own initiative and as part of a team, good analytical, strategic and innovative approach, ability to work well under pressure. Good written and oral communication skills.

 

Experience: Minimum of 3 years’ experience in a similar/related position, program implementation /development and conflict resolution skills essential. Should have Knowledge of participatory methodologies and experience in developing and implementing an M&E system. 

  1. Bachelors’ degree in statistics science or related field.
  2. 3 years’ experience in program system, or more or less similar position.
  3. Excellent report-writing and communication skills.
  4. Experienced problem-solver and decision-maker.
  5. Strong staff development, coaching, and mentoring skills.
  6. Ability to interact clearly and effectively with donors and other organizations.
  7. Excellent organizational skills and experience. 

The position will base in Blue Nile but expected to spend 60% of his/her time in the field and must be willing to travel to other areas under very difficult conditions as required. The nature of an NGO job dictates irregular working hours including after hours, week-ends and holidays. Blue Nile is a security sensitive area, and the officer shall comply with, and be facilitated to operate within, the framework of the Blue Nile security protocols.
