Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

 Background:

Alight is seeking an experienced HR Manager to join and strengthen its country office team. In this strategic role, the HR Manager will drive the alignment of human resources practices with the organization’s mission, goals, and legal framework, fostering a collaborative and equitable work environment.

The HR Manager will lead the development and implementation of HR policies and systems that ensure consistent, transparent, and compliant practices while supporting program teams’ operational needs. Acting as a trusted advisor, the HR Manager will provide expert guidance to field HR teams, ensuring seamless management of HR functions and compliance with labor laws. The role requires a high level of versatility, as the HR Manager will oversee critical HR domains and provide support to other country office team members in their absence, ensuring continuity and adaptability in a challenging environment.



 
 Duties and responsibilities:

Recruitment and Onboarding

  • Oversee the entire recruitment lifecycle, including job advertisement, shortlisting, interviewing, and selection, ensuring all processes are standardized and consistently applied across locations and levels.
  • Collaborate with program teams and the Grants and Business Development department to anticipate staffing needs and ensure timely recruitment for new and ongoing projects.
  • Work closely with hiring managers to define roles, develop job descriptions, and create effective recruitment strategies.
  • Establish and maintain fair, transparent, and timely recruitment practices, ensuring alignment with organizational values.
  • Oversee and continuously improve onboarding processes to effectively integrate new hires into the organization.
  • Design and deliver orientation programs that introduce employees to organizational policies, procedures, and culture, with a specific focus on the code of conduct and values.
  • Conduct regular follow-ups with field HR teams to ensure all new hires have complete and compliant HR files.
  • Ensure the employee handbook and penalty code are consistently updated to reflect organizational policies and local labor laws. Manage approval and submission processes with labor authorities when updates are necessary.
  • Provide expert advice to leadership and management on Sudanese labor laws, employment contracts, and emerging HR legal trends.
  • Monitor changes to labor laws and proactively recommend necessary updates to policies, contracts, and procedures.
  • Act as the organization’s representative for labor disputes, ensuring issues are resolved fairly and in compliance with both legal and organizational standards.
  • Collaborate with legal counsel and labor authorities as required to manage complex HR matters.
  • Develop, update, and implement HR policies and procedures in line with local regulations and global organizational standards.
  • Lead awareness campaigns and training to ensure all employees understand their responsibilities under organizational policies.
  • Establish mechanisms for feedback and continuous improvement of HR policies to reflect evolving needs and challenges.
  • Implement HR programs and initiatives that promote equity, inclusiveness, and alignment with strategic goals.
  • Drive the implementation of the new performance appraisal system, providing training and hands-on support to managers and employees to ensure effective adoption.
  • Collaborate with management to identify training needs, and coordinate capacity-building initiatives for employees across all levels.
  • Promote a culture of continuous feedback, learning, and professional growth, ensuring staff are equipped to meet evolving organizational needs.

Labor Law Compliance and Advisory

Data management and reporting

  • Lead the data management efforts within the department, ensuring accuracy, consistency, and accessibility of all relevant data.
  • Oversee the quality and integrity of reporting processes.
  • Deliver monthly dashboard and quarterly reports to HQ in a timely and accurate manner.
  • Develop and maintain up-to-date organizational charts, ensuring they reflect accurate department structures.
  • Continuously improve data reporting processes to meet organizational standards.
  • Ensure that all reports effectively communicate key insights and support decision-making processes.

 
 Minimum Qualification, Skills and Experience Required:

  • Education: Bachelor’s degree in human resources management, Business Administration, or a related field.
  • Experience: Minimum of 10 years of progressive HR experience, preferably in the NGO or international development sector.
  • Proven experience working as an HR professional in a large organization (more than 500 staff).
  • Knowledge:
    • Strong understanding of local labor laws and employment practices.
    • Familiarity with HR software and tools.
  • Skills:
    • Excellent communication and interpersonal skills.
    • Excellent written and verbal English communication skills.
    • Strong organizational and problem-solving abilities.
    • Ability to handle sensitive and confidential information with discretion.
