SUMMARY: Under the supervision of the Protection Manager, the Protection Officer will be responsible for leading Protection activities and the team of officers and assistants in the state, working collaboratively with the RI program teams, state ministries of health and social welfare, and locality social welfare departments to ensure proper mainstreaming of child protection, GBV and Protection across all activities being implemented throughout RI project sites. She/he will provide technical support and conduct relevant research, and analysis, support supervision visits, write reports and training activities aimed at providing information and knowledge base and methodologies to national counterparts, planners, policymakers, program managers, and service providers.

Duties and responsibilities:
Roles & Responsibilities: - Provide on job training to seconded and RI staff in health facilities on topics related to child protection, GBV and Protection. Identify the training needs of national partners and staff on Protection and develop a plan for their capacity building through formal training, mentorship, and coaching.
- Support operational research, assessments, and situation analysis to identify challenges of child protection, GBV and Protection and appropriate measures for improvement within RI operational sites.
- Provide technical guidance and support to all project staff on all child protection, GBV and protection-related issues including MHPSS.
- Develop, implement, and monitor community-based protection strategies and ensure systematic application and integration of participatory and community-based approaches in protection and solutions planning, programming, and strategies.
- Support the implementation of Standard Operating Procedures (SOPs) for GBV response as well as other protection/solutions activities.
- Support the provision of comprehensive child protection case management services in line with child protection Guiding Principles.
- Support the establishment of feedback and response systems and the incorporation of feedback received from persons of concern into program design and adaptation.
- Work with relevant stakeholders to develop strategies to increase quality and access to child protection, GBV and Protection Services.
- Ensure implementation of an effective and efficient referral pathway for GBV and Protection cases.
- Support the State Ministries of Health (SMOH) and Social welfare teams in designing and evaluating the provision of GBV and Protection Services.
- Review monthly Protection data and provide feedback to the project managers.
- Ensure gender and protection mainstreaming in all RI activities.
- Build and maintain effective relationships with project partners, SMOH departments, and other stakeholders.
- Work with PMs on ensuring the availability of GBV and Protection related supplies including PEP kits
- Attend the monthly and weekly GBV,CP and Protection TWG and UNFPA meetings and provide feedback to the teams.
- Lead on case management activities and be supervisor in the designated field sites, with support from case workers, including coordinating and sharing data with other service providers using Case Management SOPs, annexes, forms etc.
- Prepare weekly activity plans with line staff as necessary and ensure smooth implementation of these plans.
- Set up/strengthen Child Protection Committees, including training and awareness raising on prevailing child protection issues e.g. child marriages in their communities and linking children to available services.
- Monitor and assess the implementation of the program, ensuring that case workers are using the case management forms consistently and correctly.
- Ensure all data from case management is kept confidential and only shared on a need to know basis and in accordance with case management ISP.
- Adhere to safeguarding policy and report where necessary
- Perform other functions relative to Protection activities and initiatives that may be assigned by Line Manager.
Representation/coordination with external actors - Represent RI at sector working groups, coordination meetings as well during other stakeholder meetings (if relevant), and maintain a positive, continuous and visible presence for RI.
- Ensure RI’s mandate is shared and explained to relevant stakeholders.
- Pro-actively liaise and build rapport with local officials, community representatives, UN agencies, and any other relevant stakeholders.
- Attend coordination meetings including GBV and Protection TWG meeting, physically in the state.
Logistics - Liaise, as necessary, with the programs, procurement and supply chain, logistics and finance staff to ensure child protection, GBV and Protection related items are procured, transported, stored, managed and accounted for correctly.

Minimum Qualification, Skills and Experience Required:
- University degree in social sciences or relevant experience in social work, community development,psychology,mental health and working with children in Child Protection programme
- Minimum 3 years of demonstrated experience in child protection, GBV and Protection work with at least 1 year in INGOs.
- Experience in capacity building of staff, coaching, and mentorship.
- Good communication skills; fluent English and Arabic/local language is required
- Understanding of local civil society organizations’ development.
- Experience in community facilitation and mobilization
- Excellent technical understanding of child protection and community based approaches.
- Good computer knowledge and skills.
- Be able to prioritize tasks and adhere to tight deadlines
- Flexibility and ability to work independently and in a team
- Gender awareness and sensitivity
- Work experience with children and families, especially knowledge of child rights and participation
- Background knowledge in child/ youth protection, education, child rights and emergencies
