Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

 Background:

Alight is seeking a Cash and Voucher Assistance Program Coordinator to develop and implement the CVA component of its food security and livelihoods programs in Sudan. The CVA Program Coordinator will take overall responsibility in the design and implementation of Cash and Voucher Assistance programs both as part of food security and livelihoods and as component of Nutrition-sensitive, Social Protection-oriented or other targeted cash transfer programs, in line with guidelines established by the Cash Working Group. Responsibilities include leading and overseeing the development and delivery of high quality, safe, conflict-sensitive and cost-effective Cash and Voucher Assistance (CVA) programs, resulting in enhancing community’s social protection nets, including access to sustainable sources of food and income.



 
 Duties and responsibilities:

Program planning, coordination and Management

  • Oversee the planning and implementation of ALIGHT’s CVA (including Cash-Based Transfers and Voucher Assistance) in the assigned areas of responsibility in line with ALIGHT’s wider programing policies, the Cash Working Group Standards, and CVA technical guidelines.
  • Provide specialized project management support to the planning and implementation of General Food Distribution (GFD) and Cash-Based Transfers (CBT) interventions, including analyzing the local dynamics to identify conditions for assistance modality shifting from GFD to CBT (or vice versa) when and where necessary;
  • Coordinate with relevant departments for targeting/re-targeting and registration of beneficiaries for CVA (GFD and CBT) Interventions;
  • Contribute to the implementation of Sudan’s integrated food security, livelihood, and resilience strategy, facilitating the beneficiaries’ gradual recovery process and transition from GFD to livelihood and resilience activities.
  • Conduct sector-specific risk analyses (including specific safeguarding risks) and formulate recommendations of proactive prevention / mitigation measures.

 


Coordination, Program Integration and Networking

  • Liaise with internal and external counterparts and relevant government agencies to ensure the effective implementation of CBT and GFD in a close coordination with the Area manager
  • Provide support in integrating nutrition sensitive and gender sensitive aspects to the implementation of CBT in coordination with the nutrition and protection teams;
  • Coordinate with FCRM / M&E team to manage beneficiary data bases and conduct regular joint field monitoring visits to ensure effective delivery of CBT and GFD assistance
  • Coordinate with the FCRM / M&E team to maintain high quality auditable database of beneficiaries and CBT and GFD activities.
  • Regularly coordinate with suppliers and the Area Office operations team to ensure timely deliveries of food commodities at intended distribution sites;
  • Coordinate with the financial service provider and relevant ALIGHT team members to ensure smooth and timely cash distribution to the CBT beneficiaries.

Knowledge production, sectoral leadership and influencing

  • Lead regular market analyses and feasibility analyses to ensure CVAs remain relevant to the context and are aligned with ALIGHT and sectoral requirements including specific guidelines by the Cash Working Group. 
  • Keep track of IDP movements in the region to ensure timely assistance to the IDPs;
  • Contribute to the development of agreements with Partners; keep track of the amendments/addendums impacting the implementation;
  • Coordinate with WFP’s, the Cash Working Group, sectoral partners, local authorities, UN agencies, and other NGOs to perform accurate food and nutrition security analyses and to ensure efficient delivery of CVAs;
  • Contribute to organizational learning and Support capacity building of staff, partners, and the local government within the thematic area of CVAs;
  • Periodically review inclusion criteria in coordination with the FSL Advisor, the Area Manager, the Cash Working Group and partners, providing practical advice and justification for proposed changes.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in social sciences; rural development; economics; natural resource management or a related field
  • 8 years of relevant work experience in Program & Policy, Project/Program Management in a Humanitarian Context, Vulnerability Analysis Mapping (VAM), or other field relevant to international development assistance
  • Experience in strategic planning, including an ability to prioritize among competing demands and opportunities, and an ability to scan the horizon and manage risks
  • Experience working in humanitarian and development contexts as well as recovery and rehabilitation interventions
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Excellent knowledge of technical fields related to CVAs that includes excellent working knowledge of food security, Market systems and nutrition sensitive resilience-building programming.
  • Sound analytical and technical competence in the subject matter of food security and livelihoods
  • Field experience in FSL programming, including rural value chains and food systems, value chain analysis, income generation, emergency food assistance, Economic empowerment and Financial Inclusion.
  • Strong analytical and writing skills is essential.
  • Knowledge and experience in assessment and research methods.
  • Strong organizational skills and technical review/writing of detailed technical documents.
  • Excellent interpersonal skills, ability to work both independently and as a member of a team
  • Experience of building, leading and developing staff in a matrix management and remote management environment
  • Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures
  • Excellent written and verbal English communication skills.
  • Capacity to represent the organization in various fora.
  • Genuine interest in and commitment to the humanitarian principles
