Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.
Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.
Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

Background: Alight is seeking a Food Security and Livelihood (FSL) Advisor to develop and implement its food security and livelihoods programs in Sudan. The FSL Advisor will take overall responsibility in setting the strategic direction, growth, technical support and coordination of ALIGHT’s FSL work which includes Nutrition sensitive & cash and voucher assistance programming, social protection and shock responsive safety nets, economic resilience, adaptation and resilience to climate extremes, and inclusive economic empowerment programming. Responsibilities include leading and overseeing the development and delivery of high quality, conflict-sensitive and cost-effective humanitarian and long-term development programs, resulting in enhancing community’s access to sustainable sources of food and income.

Duties and responsibilities:
Advocacy, Strategic and Policy engagement - Support the analysis of the humanitarian context through high quality field assessments, consultation with stakeholders and collection/analysis of secondary data.
- Develop strategic positioning for the technical department in close consultation with field teams and other technical departments, as appropriate
- Identify, propose and develop new program orientations, strategies and activities.
Technical support and mentorship - Supervise/provide technical support to Program Mangers and undertake regular field visits
- Conduct technical review of internal and external reports to support ALIGHT’s obligations to donors
- Ensure a close and regular coordination with other technical departments for overall program coherence and integration; and the support departments (Operations/logistics, Security, Finances, administration and human resources) in procurement planning and follow-up, cash forecasts and budget follow-ups, human resources planning and overall staff and program management
- Provide technical leadership in Food Security, Social Protection and livelihoods focused studies, documentation and dissemination of innovations and good practices to inform project design, implementation and policy and advocacy efforts in line with the Country Enterprise’s Evidence & Learning Agenda
- Serve as lead on FSL (including General Food Distribution, Cash and Voucher Assistance) proposal development, produce technical and necessary parts of proposals in accordance with donor formats and deadlines, and ensuring close coordination with all the relevant technical and support sectors of ALIGHT and partner organizations.
- Provide technical leadership in responding to emergencies, market-based programming, Climate adaptation, innovation, Social protection, environment and nutrition and gender-sensitive programming in the Food Security and Livelihoods sector
- Ensure harmonization and coherence of program approach and activities across all program bases with the development of project implementation plans and regular follow-up, including the follow-up of Detailed Implementation Plans (DIPs) and analysis of Indicators Trackers data.
- Build staff capacity on new and emerging areas of FSL (including on Cash and Voucher – based assistance)
Business development, partnership, coordination and networking - Collaborate and support the establishment of strategic partnerships with other institutions that can support and amplify ALIGHT’s work and impact
- Ensure that relevant stakeholders have a clear understanding of ALIGHT Essential Human Experience, background, program approaches & objectives and activities in the field
- Networking, collaboration and partnerships with relevant stakeholders in the country, Government ministries, UN agencies, Clusters and civil society organizations, as well as playing a leading role in establishing, maintaining and expanding donor relations to mobilize resources in line with the sector’s strategic ambitions.
- Articulate ALIGHT’s thought leadership in sector through active participation and showcasing of ALIGHT’s evidence-based impact during clusters meetings and in other coordination and decision-making forums.
- Develop high-quality advocacy briefs, concept notes, proposals and donors reports and contribute to fundraising and communications initiatives as required.

Minimum Qualification, Skills and Experience Required:
- Master’s degree in social sciences; rural development; economics; natural resource management or a related field.
- 10 years’ experience in developing, overseeing and delivering high quality and cost-effective humanitarian and long-term development programs (experience in social protection or economic empowerment or climate change/economic resilience preferable)
- Experience in strategic planning, including an ability to prioritize among competing demands and opportunities, and an ability to scan the horizon and manage risks
- Experience working in humanitarian and development contexts as well as recovery and rehabilitation interventions
- Experience of working with local/national governments and capacity building of systems, partners and staff
- Excellent knowledge of technical fields related to Food Security & Livelihoods that includes excellent working knowledge of food security, Market systems and nutrition sensitive resilience-building programming.
- Sound analytical and technical competence in the subject matter of food security and livelihoods
- Field experience in FSL programming, including agro ecology, value chain analysis, income generation, emergency food assistance, Economic empowerment and Financial Inclusion.
- Strong analytical and writing skills is essential.
- Knowledge and experience in assessment and research methods.
- Strong organizational skills and technical review/writing of detailed technical documents.
- Excellent interpersonal skills, ability to work both independently and as a member of a team
- Experience of building, leading and developing staff in a matrix management and remote management environment
- Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures
- Excellent written and verbal English communication skills.
- Capacity to represent the organization in various forum.
