The principal objective of the Accountability and Safeguarding Coordinator is to support the Sudan team in Concern’s commitment to accountability and safeguarding with mainstreaming protection as outlined in the Organisational Strategic Plan, and oversee the accountability function of Concern Worldwide Sudan, both within the organisation, partners and the communities we work with. This involves ensuring that standard policies and protocols related to protection and safeguarding staff and those we aim to assist are practiced based on core humanitarian standards, Concern’s Code of Conduct and safeguarding policies. They will provide support to project teams across all sectors and geographic locations to ensure they apply adequate safeguarding and protection protocol. They will also be responsible for ensuring that new team members have adequate knowledge and information about policies, guidelines and protocols related to Accountability and Safeguarding. |

Duties and responsibilities: Role and Responsibility Safeguarding (40%) To act as Safeguarding and Feedback Complaint Response Mechanisms Key Focal Points and Officers to develop and deliver training, support and progress safeguarding action plans. Strengthening capacity and learning to prevent sexual exploitation and abuse and child abuse across Concern programmes. Manage and control project budgets related to safeguarding and protection in coordination with project managers, area coordinator and Programme Director, to ensure specific objectives deliver with adequate financial support. Work with colleagues in the field offices to ensure that programmes are safe for children and communities, identifying risks and mitigation strategies and investigating safeguarding allegations when required. Support the Programme and MEAL departments to establish, monitor, adapt and improve programmes to ensure protection, safeguarding reflects these activities. Advise programme teams on the inclusion and active participation of communities in all phases of the project cycle. Provide input for the inclusion of protection and safeguarding components in new proposals. Report accurate accountability figures and activities as needed for new grant proposals and existing grant reporting. Review and regularly update protection/FSL/Health service mapping in our operational areas with the support of field staff. Represent Concern in Protection and Safeguarding Cluster and Technical Working Groups. Feedback Complaint Response Mechanism (40%) Serve as point of contact and administer various feedback channels (e.g. hotlines, complaint boxes, individual interviews, email). Acknowledge, receive and updated log register feedback/complaints and address on regularly. Inform stakeholders about confidentiality policy, complaint-handling process, and time frames. Categorise and route stakeholder feedback/complaints to responsible staff according to Concern’s policies and standard operating procedures. In coordination with relevant FCRM staff, handle complaints in a timely, fair and appropriate manner that prioritises the safety of the complainant and those affected at all stages. Facilitate communication with complainants about case status and decisions. Throughout the process of intake of complaints/feedback and referrals, ensure applying protection principles for confidentiality of information and safety of beneficiaries. Provide to beneficiaries information on third-party services available in the area. Facilitate training for staff, partners and suppliers on safeguarding, protection and Concern’s FCRM to ensure it is well understood. Consult with field staff and communities in the review, implementation and monitoring of complaints-handling processes. Develop and disseminate communication materials on how the mechanism can be accessed and the scope of issues it can address. Design and conduct internal training on the FCRM to ensure it is well understood by Concern Sudan staff and to promote a culture in which complaints are taken seriously and acted upon. Supervise and manage FCRM officers in field locations and develop periodic workplan based on Concern’s Accountability guidelines, and accountability related project objectives. Manage and control project budgets relevant to Accountability and Safeguarding activities to reach specific objectives in cooperation and collaboration with project managers, area coordinators and the Programme Director. Knowledge Management and Capacity Development (20%) Develop and implement capacity-building initiatives for beneficiaries and staff to strengthen their ability to respond to Feedback and Complaint Response Mechanism. Identify and facilitate training opportunities for staff on relevant topics, such as beneficiary protection, accountability, and gender equality. Provide technical support and capacity building to program teams on safe and accountable programming principles. Facilitate the process of compiling good practices from project experience for better results and cross-teams’ learning. Support the project in conducting partner assessments and in the development of safeguarding capacity building plans with partners. Ensure that beneficiaries are aware of their rights and FCRM mechanisms available to them. Monitor and report any incidents of harm or abuse, and work with appropriate authorities to address them promptly. The above duties and responsibilities are a summary only. Job related experience required Minimum of 5 years hands on experience in working with an International NGO in accountability and gender transformative/equality work in Sudan. Experience in mainstreaming protection and FCRM/Accountability activities Budget management experience Proven experience in working with remote, isolated communities, challenging rural contexts in emergency settings Proven ability to demonstrate working in conflict setting and understand the complexity of the current humanitarian emergency, and its effects on the safeguarding of vulnerable population Familiarity with, and a supportive attitude towards processes of creating a protective environment for staff and communities and project participants to deliver services. Understanding of Core Humanitarian and its integration in humanitarian programming. Report writing and translation skills in English and Arabic. Desirable Ability to work in a challenging environment and in response to changing needs. Experience and understanding of protection sector function in Sudan including child protection and related gender issues (GBV, SGBV, HIV/AIDS etc.) and its integration in humanitarian programming. Ability to organise and analyse data systematically (e.g. FCRM data) and able to suggest modalities to adapt to the context Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders. Excellent interpersonal and communication skills Experience in supervising and training teams.

Concern Code of Conduct and its Associated Policies. Concern has an organisational Code of Conduct (CCoC) with three Associated Policies; the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking in Persons Policy.
