 Background:

The signing of Sudan’s Comprehensive Peace Agreement (CPA) on 9 January 2005 marked the end of Africa’s longest civil war and opened the way for a transition to peace. A key requirement for this is restoring and strengthening security through disarmament, demobilization and, in particular, reintegration into civilian society, of ex-combatants and associates who might otherwise undermine public security and constrain progress towards development and sustainable peace. The post-conflict reintegration of ex-combatants has proven essential to effective demobilization of ex-combatants and sustainable restoration of peace and security in several poor and livelihood-deficit African countries. The CPA provides for a nationally-owned and gender-responsive Disarmament, Demobilization and Reintegration (DDR) process. The Integrated DDR Unit (IUNDDR), comprised of UNMIS, UNDP, UNICEF and UNFPA was mandated by the UN Security Council resolution 1590 (2005) to support the North and Southern Sudan DDR Commissions (N/SSDDRC) to implement DDR. In June 2008, the Government of National Unity (GoNU), the Government of Southern Sudan (GoSS) and UNDP signed the Sudan DDR Programme (SDDRP) document for the reintegration component of DDR. The SDDRP (2009-2012) envisages catering to a total of 180,000 (90,000 in the North and 90,000 in the South) ex-combatants and Women Associated with Armed Froces (WAAF) over several phases. Southern Sudan began demobilizing ex-combatants, starting with ‘special needs groups’ (disabled, elderly and WAAF) on June 10 2009 with an expected phase I caseload of 34,000 persons. Reintegration interventions consist of economic packages and social support. Economic packages are more individual in focus. Participants are offered a choice of agriculture/livestock, vocational training, small business and adult education. Pre-registration data of participants highlights that some 57% of women participants (and 39% of men) would choose small business, 37% of women (and 52% of men) would choose agriculture and 4% of women (6% of men) would choose vocational training. To support social reintegration, various community-based interventions are being piloted in South Sudan. Local CSOs, women’s groups and NGOs are given the opportunity to apply for grants for projects which will assist ex combatants and WAAF with social reintegration, and support their receiving communities. These projects will include facilitation of economic cooperatives as well as other initiatives that promote social inclusion and community development. In addition, ex-combatants receive a civilian training package (CPT) to assist with their social reintegration into civilian communities, this includes literacy and numeracy training and information on public health, HIV, malaria and reproductive health. Supporting social integration requires building the capacity of civil society organizations that will partner with DDR. Civil society groups in South Sudan are often weak and seriously under resourced, relying on the support of volunteers and secondees from the government, rather than full time paid officers. Illiteracy rates amongst women are amongst the highest in the world and those women in South Sudan who are literate have paid jobs within the private sector and government. CBOs and CSOs, particularly those run by women, for women, often lack the capacity to apply for funds to which they are entitled. The IUNDDRU is mandated by UNSC Resolution 1325 to ensure that women, men, girls and boys are all involved in decision making relating to DDR. Furthermore, in order to understand the impact of DDR on the community, the International DDR Standards (IDDRS) stipulate that DDR programs’ must regularly liaise with community representative including, inter alia, women’s groups and other grass roots development organizations.


 
 Duties and responsibilities:

Summary of key functions: Working under the supervision of the Social Reintegration Team Leader, and in partnership with the IUNV NGO Liasion Officer, the Community Outreach and Capacity Development officer will have the following functions: Community Sensitization •Coordinate liaison with the Diosese of South Sudan and other faith based institutions. Lead the development of reconciliation projects. •Coordinate community sensitization programs in all 10 states, working with State Reintegration Officers and their teams to ensure that a wide strata of community members are represented •Coordinate/support SROs in coordinating community leaders forums and town hall meetings in key communities across all 10 states. •Present outputs of community outreach/sensitization programmes to DDR Programme and other partners Civil Society Support •Primary focal point to support CBO liaison across the states, •Support the IUNV Capacity Building Officer to build a South Sudan-wide CBO database •Provide Economic and Social Cooperative support: work closely with CBOs to produce proposals to grants issuing organizations to support social reintegration •General Capacity building and support to NGOs/CBOs to enable them to support DDR •Focus Groups Coordination and translation •The staff member will also be expected to take on other tasks related to the development of social reintegration aspects of the program in South Sudan as directed by the IUNDDRU Social Reintegration Team Leader. 1.Function / Expected Results The National Community Outreach Officer will be responsible for forming the key link between all components of civil society and the DDR programme. The Community Outreach Officer will ensure that the concerns of civil society groups are fed into the Social Reintegration Team. The result of this will be a better 2 way flow of information between grass roots organizations community members and DDR and the creation of a better channel for PI 2.Function / Expected Results The Community Outreach Officer have central ownership of a database of NGOs/CBOs across all 10 States who are available to support social reintegration of Ex Combatants. In assisting SROs and their teams in building this database at a state level, the Community Outreach Officer will ensure key CBOs have a clear understanding of DDR and how they can support the reintegration of vulnerable XCs 3.Function / Expected Results Working with 1-3 chosen NGOs per state, the Community Outreach Officer will work with the Capacity Building Officer to help foster social and economic cooperatives for DDR participants. This will include supporting CBOs with project design, applying for funding and project implementation and public information relating to DDR. The result will be that CBOs are awarded grants to support DDR. IV. Impact of Results 1.UNDP and its partners will be better able to work closely with civil society groups, with the aim of supporting the developing of sustainable grass-roots organizations whom have the potential to provide a significant contribution to the socio economic development of poor rural and urban communities in South Sudan. 2.Civil society concerns will be effectively fed into DDR programme design. Issues of community security and programme impact will be better understood by the programme and community members will feel more ownership of the process of reintegration. V.  Minimum Qualification, Skills and Experience Required:

Education:•Master’s degree in development, poverty reduction,economics,agriculture, business/related subject with 2 years of OR Bachelors degree and substantive experience (4 years minimum) working with grass roots organizations. Experience:•2 to 4 years experience working with NGOs, preferably supporting cooperatives, in South Sudan or other post-conflict recovery setting Language Requirements: • Excellent command of English • Strong knowledge of local languages
