 Background:

Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict, and disaster and the host communities that support them, as well as those who remain within their homes and communities. At work today in over 40 countries, we improve outcomes in the areas of health, safety, economic well-being, education, and power. 

The IRC restarted operations in Sudan in November 2019 after operating from 1982 until 2009, successfully obtaining re-registration in Khartoum with the transitional government, and launching initial programs to support displaced populations in urban settings around Khartoum. 

In response to growing needs in recent months, the IRC has scaled up capacity through the emergency response team and expanded humanitarian activities in the east of the country in response to the Tigrayan refugee crisis. The IRC currently has one field base in Gadaref, Blue Nile Region/Damazine, Madani/Aljazeera State, Kosti/White Nile State in addition to the head office in Khartoum, and is looking to expand in program scale, scope, and geographic support over the coming months.

 

 Job Overview/Summary

Under the direct supervision of Snr. MEAL Coordinator, the Sr. M&E technology officer is responsible for developing, implementing, and supporting IRC’s global technology tools in Sudan. This includes CommCare, Microsoft Power BI, and Microsoft SQL Server Azure-based products. Working in partnership with MEAL and program staff at various levels and locations, the M&E Technology Sr. Officer performs a key role in analyzing, developing, and improving tools and processes contributing to the successful rollout of the M&E Technology products in the Country.

Specific tasks include the development of applications in CommCare, dashboard development work in Power BI, software and data quality assurance, technical assistance including issue routing on the helpdesk, second-line support, and participation in setting standards for processes, security, and systems configurations.



 
 Duties and responsibilities:

1. Application Development and Technical Quality:

  • Develop and improve applications to support data collection tools using CommCare, Kobo Collect, and ODK tools as required.
  • Support the development and rollout of organization-wide and sector-specific dashboard products using Excel and Power BI.
  • Support in developing documentation for M&E data collection tools and dashboard products. This includes user guides, setup manuals, training materials, and other communication materials.
  • Work with MEAL Managers and Program staff on developing and updating the Project Indicators Dashboard (PID) monthly, ensuring it aligns with the MEAL framework/IPTT and is ready for presentation at the kick-off meeting for grants implemented in the country.
  • Work with the RO M&E technology team to ensure proper setup and functionality of the dashboards.
  • Support digitalization of developed survey tools using IRC-recommended applications as needed.
  • Support in providing regular analytical reports extracted from technology applications implemented in the country and share with respective staff. 
  • Support standards for data protection, confidentiality, and data security for the MEAL systems and collaborate with key teams in IT security and protection teams for guidance as needed.

2. Research, Learning, and Analysis:

  • Produce fact sheets and other analytical reports for all MEAL assessments, summarizing findings and presenting actionable recommendations to the country program technical coordinators and PMs.
  • Support the dissemination of key findings and recommendations to ensure lessons learned inform program design and implementation.
  • Create and maintain a centralized system for tracking the overall beneficiaries across projects, ensuring real-time updates and accessibility for relevant stakeholders in close collaboration with Coordinators and the MEAL unit. 
  • Ensure monitoring tools are implemented correctly and in a timely manner by sector staff.

3. Technology Support and Quality Assurance:

  • Provide technical support to field staff and users of M&E applications, addressing issues promptly and troubleshooting where needed.
  • Work with the regional M&E technology team to consolidate change requests, report bugs, and suggest feature improvements.
  • Administer helpdesk support, ensuring issues are resolved within the specified service level agreements (SLAs).
  • Conduct quality assurance processes, including designing and executing test plans, ensuring that applications meet user needs and function effectively.
  • Gather and analyze user feedback on M&E tools to inform continuous improvements and product enhancements.
  • Participate in user acceptance testing (UAT) for new tools, ensuring they meet both technical and user requirements.
  • Sharing user feedback with colleagues in IT and other team feedback

 
 Minimum Qualification, Skills and Experience Required:

Required Qualifications, Experience & Skills 

  • University degree in management information systems (MIS). 
  • At least three years of experience in developing and rolling out M&E technology tools using CommCare or similar ODK-based data platforms.
  • At least three years of experience developing, implementing, and supporting M&E analytics and dashboard products using Microsoft Power BI, Tableau, Excel, or similar applications.
  • Ability to effectively communicate in English both in verbal (i.e., day-to-day discussions, team meetings) and written (requirements and design specifications) form, as well as an overall ability to be clear and concise in all communications.
  • Strong analytic curiosity and innovative problem-solving skills using a system thinking approach.
  • Demonstrable ability to work both independently and in a dynamic, cross-functional team structure.
  • Demonstrable ability to establish and maintain working relationships across all departments and levels of the organization.

Preferred Skills

  • Advanced level experience in CommCare application development and Power BI dashboard development.
  • Advanced level experience of MS Excel including developing macros and consolidating data from multiple Excel spreadsheets.
  • Experience working with SQL, DAX, Power Query, and similar Microsoft data transformation and manipulation languages.
  • Experience providing support for enterprise-level platforms with significant numbers of users across global time zones and varying IT infrastructure.
  • Direct experience implementing programs or M&E in an international NGO context.
