 Background:

  • Master’s Degree in public health, demography, sociology, epidemiology, biostatistics, psychology, or a related field


 
 Duties and responsibilities:

  • Lead the design and implementation of the project’s MEL activities, including 1) the development and updating of the project’s Activity MEL Plan; 2) development and monitoring of project indicators; 3) implementation of baseline and ongoing project monitoring assessments; 4) oversight of data collection and analysis; 5) synthesis of data findings for reports; and 6) quality assurance and auditing of data
  • Lead the design and implementation of the project’s monitoring, assessment, and evaluation activities, which may include routine data, performance evaluations, surveys, formative research, qualitative studies, and rapid/special studies
  • Ensure that data from the project is collected, cleaned, analyzed, and used among stakeholders for learning and policy development and on-going course correcting
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence
  • Coordinate all research with MIHR core/HQ and ensure research implementation adheres to protocols and human subject protection
  • Supervise and coordinate the work of other MIHR MEL staff in Sudan  
  • Build capacity of staff and partners (including MOH and NGO counterparts) in MEL, data collection and management, and research and learning methods
  • Oversee the dissemination of information on successful and promising approaches, lessons learned, and other project results to local, national, and regional-level intergovernmental bodies, donors, partners and other stakeholders
  • Promote forums that facilitate collaboration, learning, and action because of this information
  • Coordinate and collaborate closely with MEL teams/staff working on other USAID funded health projects
  • Deliver presentations at professional meetings and conferences

 
 Minimum Qualification, Skills and Experience Required:

  • Seven years’ senior-level experience in M&E and research related to large scale FP/RH/MNCH programs
  • Experience working in health, preferably FP/RH and/or MNCH
  • Demonstrated experience and familiarity with a range of qualitative and quantitative monitoring and research methodologies, such as, use of secondary data, behavioral surveillance surveys, etc.
  • Experience in developing, implementing, and disseminating a learning agenda
  • Experience monitoring projects, including setting indicators and tracking indicators against set targets; experience with USAID funded projects desirable
  • Experience conducting quantitative/statistical and qualitative data analysis
  • Experience developing and implementing project monitoring systems in Sudan, preferably in the South Kordofan state
  • Experience in assuring data quality and/or conducting data quality assurance (DQA) reviews
  • Knowledge/skills:
    • Excellent knowledge of data collection protocols for quality data collection and verification
    • Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation
    • Familiarity with USAID reporting requirements, including MEL Plans and Project Monitoring Plans (PMPs)
    • Proven ability to work as an effective team member
    • Excellent oral and written communication skills in English 
    • Ability to work and travel within Sudan
