2. ROLES & RESPONSIBILITIES
2.1 Â Financial Accounting and Reporting
• Ensures that all transaction supporting documents are complete, reviewed and approved before processing for payment and filed accordingly for audit trail.
• Ensures that all payments are processed within corporate deadlines and follow up on any outstanding payments with team and Shared Service Center (SSC) ASAP.
• Oversees the daily management of financial transactions; assists the Country Finance Manager in the monitoring and follow up of project finances in the country.
• Performs monthly petty cash count as well as petty cash spot checks.
• Reviews all petty cash expenditures and replenishment requests.
• Responsible for elaboration, maintenance, and reconciliation of cashbooks in all field offices.
• Records all financial transactions into the accounting system timely and accurately.
• Produces monthly bank reconciliation statements and consolidates them for review by the CFM.
• Responsible for budget follow up and the checking of correct use of codes
• Assists the Country Finance Manager in the preparation of financial reports and cash forecasts.
2.2 Financial Implementation and Compliance
• Produces regular financial reports upon request.
• Timely review of the field Activity Financial Reports (verifying the coding, arithmetical accuracy, documentation, authorization) and subsequent feedback to ensure timely submission to FM.
• Support in coordinating internal compliance checks.
• Ensure staff and partners adhere to CI and donor financial policy and procedures frameworks and are in place to guide the Organisation's financial decision making.
• Ensures that she/he is abreast with the emerging issues on donor restricted grants.
• Supports CFM on staff trainings on CARE International’s (CI) and donor rules, policies and procedures and donor requirements.
• Supports CFM to ensure that partners are aware and adhering to partnership manuals procedures.
• Follow up with Partners including field visits and ensure that all their reports, supporting documents are according to CI and donor policies and procedures.
• Stays abreast on program priorities and makes occasional field trips to monitor finance related issues and procedures.
• Stays abreast on the latest development in tax and other related statutory laws in the country; ensures that CI complies with all Government statutory regulations including licensing payment of taxes and social security fund; ensures timely submissions of such deductions to the relevant authorities.
• Ensures all financial files are complete and up to date including National Social Insurance (NSI), Zakat and Taxes.
2.3 Month End Closing Process
The Finance Coordinator will support the Country Finance Manager in coordinating the monthly financial books closing and ensuring complete, accurate, reliable and timely recording of financial information to facilitate the month end closing. S/he plays a leadership role in the period closing process using the month end closing checklist or other appropriate tools to ensure all required activities are completed accurately and timely.
Prepare the monthly amortization schedule for all prepaid expenses and ensure amortization is done before month end closing.
Monitor accruals on a monthly basis and ensure accruals are cleared within a reasonable time-
Monitor unposted vouchers and journals and follow up with budget holders or approvers to ensure all transactions are processed before closing the period.
Perform account quality controls prior to period closing, to include: accounts reconciliations (e.g. payroll recon, sub-office reports review, sub-ledger recon, etc.); review of accounts fluctuation to identify and address any unusual movements; generate and review reports to ensure accounting entries are properly created (e.g. asset depreciation, prepayment amortization,) etc.;Â
Support the Country Finance Manager in the preparation and submission of cost allocation (SPC and other pool allocation as appropriate).
Prepare all required payroll related accrual schedules including reconciliations and journal entries, for data entry in the financial system.
Ensure Staff terminal benefits are accurate and recorded in the system on time before project closure and month end close
2.4 Banking and Treasury Management
Assist the CFM in managing the CO cash needs forecasting, ensure cash requests and settlements are properly recorded in the system;
Oversees routine banking services including collecting bank statements, making bank transfers depositing and withdrawing cash.
Coordinate banking operations and maintain liaison with CO bankers as delegated by the Country Finance Manager;Â
Initiate negotiation with the bank on FX when it’s needed,
Ensure all CO bank statements and bank fees template are submitted to SSC by the 3rd of every month
Review bank and cash accounts reconciliations completed by SSC and initiate necessary corrective actions before month end closeÂ
Resolve all reconciling items on the bank reconciliation with SSC before month end close.
2.5 Financial Analysis
Bi-weekly review of outstanding advances and communicate to staff in the CO on the need to fully liquidate advances,Â
Review the monthly Financial Analysis And Reporting (FAAR) tool report sent by SSC and ensure action is taken on al red flags – The CO should aim at having no TB accounts  with red flags,
Perform account reconciliations ensure all old outstanding items are cleared within a reasonable time,
2.6 Team Management and Capacity BuildingÂ
Supervise, direct and review the work of the Finance Teams and finance assistants, and ensure appropriate segregation of duties and role clarityÂ
Provide training to new and existing finance staff as requested- onboarding support
Manage direct reports’ performance. Establish annual goals and objectives and monitor and advise on the progress to enhance the professional development of staff.
