 Background:

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

 

Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions.  Duties and responsibilities:

MISSION

The WASH program manager is responsible for implementing and achieving the objectives defined in the operation proposals. 

(S)he is responsible for overseeing operational teams assigned to the program. 

(S)he guarantees the good performance and the quality of the program(s)…activities… implemented, and, where appropriate, proposes adjustments or developments to ensure relevance.

 

FUNCTION

List of main activities:

 

Project relevance, quality and design

  • Participate in the preparation and implementation of diagnostics/assessment.
  • Participate in the design and the financial dimension of the human and logistical programs to implement 
  • Prepare the appendixes and technical chapters (of logical framework) of operation proposals.
  • Implement activities in compliance with the annual business strategy, Solidarity International technical requirements, and donor criteria.

 

Implementation and operational monitoring 

  • Plan and oversee the implementation of program that (s)he is responsible for, both on-time and within the set technical specifications 
  • Plan the activity or activities of WASH with the support Departments (administrative, logistics), according to objectives 
  • Propose and develop indicators for monitoring program activities of WASH and context 
  • Use management, activity, results, and context monitoring tools that include donor indicators specific to each project
  • Respect SI procedures 
  • Provide support and advice to the logistics base for the purchase of materials specific to activities.
  • Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations 
  • Propose adjustments to programs if necessary 
  • Ensure the achievement of results of the programs (s)he is responsible for 
  • Supervise and support responsible of WASH activity, monitor and evaluate implemented WASH activities.
  • Anticipate the difficulties associated with conducting WASH activities and help solve problems related to programs WASH
  • Propose program changes WASH, according to the changing environment and indicators 
  • In collaboration with the administrative service, contribute to the development of program budgets and track spending and budget forecasts 
  • Develop the state of needs and the Treasury requests with activity managers.

 

Capitalization 

 

  • Compose capitalization documents respecting SI tools 
  •  Capitalize on intervention methods and techniques and on the experiences acquired by Solidarités and other participants in the WASH activities ·
  • Write procurement and handover reports before the end of his/her contract and send it to the appropriate persons on the mission and at headquarters
  • Guarantee the dissemination of technical documentation 

 

 

 Human resource Management (HRM)

 

  • Participate in validating recruitment for the national technical staff, 
  • Define, in conjunction with the administrative service, the requirements for posts for WASH open for application, adapting Job Descriptions to professional guidelines if necessary 
  • Welcome and brief new employees or volunteers working underneath him/her 
  • Implement training related to operational requirements of the WASH activities and the identified training needs 
  • Manage/support the team working for him/her 
  • Conduct workshops and regular or ad hoc meetings 
  • Evaluate and assess the performances of his/her team members
  • Identify potential changes in members of his/her team(s) and provide feedback to the Program Manager / HR Desk Reference
  • Ensure his/her team’s compliance with safety regulations. 

 

Reporting / communications / representation 

  • Make known all information on the security situation or any event with a possible consequence on SI activities or team security 
  • Write reports or appendixes relating to his/her reporting and or funding amendment activities 
  • Ensure compliance with reporting deadlines and formats 
  • Maintain a local operational communications network and good relationships with local and governmental authorities, donor representatives, UN agencies, and other international agencies 
  • Assure Solidarités International’s representation in the meetings or forums concerning the program in his/her place of employment
  • Represent SI on request and/or delegation at state level.
  • Respond to the requirements of Headquarters concerning specific needs 
  • Prepare administrative paperwork to sign (MOU, hand over, etc ) in conjunction with governmental authorities, communities, or partners.

 
 Minimum Qualification, Skills and Experience Required:

PROFILE FORSAKEN:

 

  • Studies: Degree/Diploma in engineering background in water /sanitation, hydraulic, civil, geology hydrogeology or similar studies in area of water supply, sanitation and hygiene education background. 

 

EXPERIMENT IN THE HUMANITARIAN SECTOR:  minimum 3 Years

EXPERIMENT ON SIMILAR POSITION: minimum 2 Years. 

TECHNICAL SKILLS: 

  • Strong experience / expertise in Emergency WASH response, design and supervision experience in WASH infrastructure, sustainability of WASH interventions. Sanitation and Hygiene promotion experience in Khartoum state /Sudan.
  • Good experience in planning, implementing, and monitoring WASH projects.
  • Ability to develop new activities and propose a technical approach and solutions. 
  • High-quality reporting in English
  • Experience in working in WASH project in consortium.
 
 

TRANSVERSAL SKILLS:

 

  • Strong ability to take initiative, coordinate and collaborate with other WASH actors and local partners 
  • Team leadership and ability to enforce respect of humanitarian principles and SI policies
  •  Rigor, reactive, autonomous
  •  Humanitarian mindset
  •  Strong Communication and Reporting skills.
  • Fluent in Arabic language and Strong English (speaking & writing)
