Duties and responsibilities:
- Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
- Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
- Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
- Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
- Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.
- Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
General - In collaboration with the MTL, MAM manages medical interventions, epidemic prone diseases of Cholera Measles, malaria, Acute Jaundice Syndrome Meningitis in the treatment centres during outbreak interventions
- The MAM provides guidance to the medical activities team, health promoters or community health workers during interventions; MSF and MoH to ensure appropriate diagnosis, prescription and dispensing according to the MSF/WHO and MoH guidelines and protocols
- together with MTL To translate/ implement the medical objectives of the SERU proposal into a work plan
- Ensures referral cases are coordinated following procedures and standards for secondary health care during emergencies and follow-up of the outcome of the patients
- Ensures data collection is done in appropriate way timly, and is shared and circulated to the project and data coordination based data and epidemiology manager.
- Collaborate with MTL and MoH in organizing and facilitating vaccination campaigns.
- Assessment
- Participates in exploratory missions, and outbreak investigations and report findings using the outbreak toolkit.
- The MAM is expected to assess the capacity of response from the MoH in case of medical emergencies
- Identify events of recent clashes (If possible determining the origin/reasons of the conflict) ; and determine which events will require further investigations.
- To be responsible for the staff health of the emergency team during active deployment on missions.
- Reporting and Administrative
- Ensures follow-up of proper documentation of staff payment and perdiem sheets during interventions for team under their responsibility.
- MAM in collaboration with the MTL should ensure the scheduling duty rosters and shifts for the medical team under direct management lines, done and routinely followed up line with HR-Admin policies.
- Actively participate in field trip planning and pre-departure organization.
- Stock and Drug Management
- During deployments, manage the medical supplies at the reception and to end users and the beneficiaries of the donations.
- Seeks the help of other members of the SERU team in stock count if needed for pre-positioned stock
- Ensures proper consumption tracking of medical items and sharing this information with the MTL as may be required.
- Attends relevant medical-logistic meetings in the project if needed.
- Human Resource Management
- To supervise, coach and support the medical teams and facilitate training during interventions
- Participate in the planning and implementation of Emergency preparedness training for emergency pool staff & MoH staff.
- Alert the MTL on pertinent matter related to medical human resources requirements.
- Collaborates with MTL in transferring information necessary for updating emergency pool staff profile after EPP trainings or post-intervention
- To contribute if necessary to the updating of job descriptions of the medical team
- Networking & Representation
- Maintain good relations with the local authorities & actively and aim to understand the context we work in and patients we serve.
- To participate in building network with relevant partners and authorities in visited state in order to be informed on time about onsets of outbreaks or other emergencies in the state.
- Contribute in identifying and updating the list of other actors on ground, their probable field of intervention and assess their response capacity. The MAM is the owner of the local actor maps.
- To represent MSF and safeguard the identity, principles and policy of MSF.

- Thank you for your interest in the position of Medical Activity Manager for the Sudan Emergency Response Unit (SERU), MSF-Holland. SERU is a functional, mobile team that was created to allow quick response to emergencies in different states in Sudan and also to provide surge capacity for our existing projects. The responses will revolve around 4 major scenarios - Outbreaks (cholera, measles, meningitis, dengue, Kala Azar), mass displacement, nutritional crises and mass casualty incidents. We are looking for candidates with background in public health or disaster management, strong networking skills and demonstrated experience of working in emergencies.
