BA or Degree in the field of Social Sciences/Business or related faculty

Response analysis 

1. Use available information to select the appropriate CBT and GFA delivery mechanisms for different CBT components of the response prioritizing speed and scale in relief along with cost-effectiveness-related aspects such as beneficiary preference, safety and security, and context-specific considerations for different target groups.

Operational setup 

1. Support and provide technical support and inputs in the ongoing operation. Be responsible for setting up the CBT and GFA component including development of the plan of action and budget. Ensure program  delivery follows the Plan of Action 
2. Use available data generated by external CBT actors in the country to determine the transfer value which best meets the project objectives and decide on the frequency of the transfer

Core Functions / Responsibilities: 

• Provide inputs to the supervisor and Project Officers on integrating CBI into operational plans and strategies to efficiently meet program objectives and liaise with technical sectors. 
• Establish and maintain effective working relationships with Government agencies and WFP
• Represent CARE in the national Cash Working Group or other CBI-related forums and in Meetings with donors, partners, and other stakeholders on cash and voucher assistance
• Provide overall day-to-day oversight and management of all cash transfers planned under WFP operations. 
• Liaise closely with different CARE Units in Kassala & the Country Office have direct responsibilities for elements of the operational management of CBI delivery, including Finance, Supply Chain, and Information and Communications Technology, to ensure proper implementation of activities. 
• Provide inputs to the supervisor of any bottlenecks that may impede the timely delivery of CBI to beneficiaries and take the required action to resolve problems. 
• Conduct feasibility studies and market assessments to select the most adequate CBI modality and support the Procurement Unit in selecting the most efficient and effective delivery mechanism. 
• Periodically review the appropriateness of the use of CBI to deliver assistance to respond to the evolving needs in the country, including in rural and urban settings. 
• Draw up plans for timely delivery of CBI in coordination with partners, donors and financial service providers, and monitor their implementation. 
• Coordinate with Monitoring and Evaluation colleagues to ensure that relevant output and Outcome indicators for CBI are systematically being collected and analyzed in a manner that will help to determine the efficiency and effectiveness of CBI delivery as well as the appropriateness of the choice of modality and delivery mechanism. 
• Advise CARE Sub-Office on Risk Management for CBI implementation. 
• Coordinate and conduct capacity-building initiatives for other Program staff involved in the planning and management of CBI and provide technical guidance in their work. 
• Ensure that cross-cutting issues, such as Gender-Based Violence, Disability Inclusion, Child Protection and Accountability to Affected Populations, are streamlined and considered across all the CBI activities. 
• Undertake and oversee visits to view project sites and meet beneficiaries to ensure progress is made in the achievement of project objectives. 
• Perform such other duties as may be assigned.  

Monitoring and MEAL Links 

1. Together with MEAL, outline the MEAL plan and adapt the existing necessary M&E tools. This includes tools for baseline and verification visits, exit surveys (at distribution/encashment)
2. participate in the preparation of the project's detailed implementation plan (DIP) and review it every month.
3. Ensure the implementation of the project log frame and M&E plan.
4. Monitor the project activities and keep track of its implementation.
5. Suggest, share, test, and implement tools to track changes and impact on the project beneficiaries.
6. Observe and assess the implementation methods of the project used in achieving its objectives.
7. Develop a detailed individual weekly activity plan and track progress.
8. Identify and plan for addressing weak areas in the project implementation at the field level

Coordination and communication 

1. Coordinate with donor (WFP) and CARE program partners. Together with the CARE project program, participate in the cash coordination structure when/if established and any other coordination meetings.

Capacity building and cash preparedness 

Help to identify areas in need of Capacity Building and assist the team with mentoring and coaching including on-job learning to CARE staff and partners volunteers on CBT and GFA.

• At least 3 years’ experience in Cash Based Transfer (CBT) and General Food Assistant GFA with NNGO or INGO. 
• Practical knowledge in terms of financial reporting, community mobilization, targeting, beneficiary registration, and report writing 
• Knowledge of preparation of emergency response 
• Good knowledge of supervision techniques and monitoring and evaluation 
• Working ability with tight deadlines and in a fast-growing program environment 
• Previous experience of working effectively as part of an emergency project team 
• Commitment to working through systems of community participation and accountability 
• Community mobilization skills 
• Knowledge and experience of working on Ms. Excel, word, Power point and Strong organizational skills          Excellent communication skills. Strong influencing skills 
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances 

Ability to work simultaneously with multiple tasks, willingness and ability to work efficiently with a wide diverse group of people
