 Background:

  • BA or Degree in the field of Social Sciences/Business or other related faculty


 
 Duties and responsibilities:

Response analysis 

  1. Use available information to select the appropriate CBT and GFA delivery mechanisms for different CBT components of the response prioritizing speed and scale in relief along with cost-effectiveness related aspects such as beneficiary preference, safety and security, and context-specific considerations for different target groups.

 

 

Operational setup 

  1. Support and provide technical support and inputs in the ongoing operation. Be responsible for setting up the CBT and GFA component including development of the plan of action and budget. Ensure program delivery follows the Plan of Action 
  2. Use available data generated by external CBT actors in the country to determine the transfer value which best meets the project objectives and decide on the frequency of the transfer

Implementation 

  1. Supervise day-to-day the implementation of all CBT and GFD.
  2. Follow up project-relevant activities implemented by community groups /individuals and line Ministries
  3. Supervise community volunteers and project casual laborers to support organize and conduct distribution at the community level. 
  4. Assist in implementing CBT AND GFD with the relevant local partners
  5.    Participate in the review of seconded narrative reports, and document challenges and lessons learned at community levels
  6. Organize and deliver training sessions and community meetings at the targeted locations. Provide technical support, resources, and inputs to implement the CBT and GFA components and ensure a viable implementation plan 
  7. Submit regular reports on project activities.
  8. participate in the preparation of the project's detailed implementation plan (DIP) and review it on a monthly basis.
  9. Ensure the implementation of the project log frame and M&E plan.
  10. Monitor the project activities and keep track of its implementation.
  11. Suggest, share, test, and implement tools to track changes and impact on the project beneficiaries.
  12. Observe and assess the implementation methods of the project used in achieving its objectives.
  13. Develop a detailed individual weekly activity plan and track progress.
  14. Identify and plan for addressing weak areas in the project implementation at the field level
  15. Oversee and support the delivery of the plan of action, including the MEAL framework ensuring achievement of the set objectives and milestones 
  16. Identify and advise on HR needs to ensure a smooth implementation of the program. 
  17. Ensure Cash Based Transfer (CBT) and General Food Assistant (GFA) are done effectively and efficiently and ensure that its gender sensitive 
  18. Documentation through reporting on achievements, challenges good practices, and successful stories of the project.

 

Monitoring and MEAL Links 

  1. Together with MEAL, outline the MEAL plan and adapt the existing necessary M&E tools. This includes tools for baseline and verification visits, exit surveys (at distribution/encashment)

Coordination and communication 

  1. Coordinate with donor (WFP) and CARE program partners. Together with the CARE project program, participate in the cash coordination structure when/if established and any other coordination meetings.

 

Capacity building and cash preparedness 

 

  1. Help to identify areas in need of Capacity Building and assist the team with mentoring and coaching including on-the-job learning to CARE staff and partner volunteers on CBT and GFA.

 


 
 Minimum Qualification, Skills and Experience Required:

  • At least 2 years’ experience in Cash Based Transfer (CBT) and General Food Assistant GFA with NNGO or INGO. 
  • Practical knowledge in terms of financial reporting, community mobilization, targeting, beneficiary registration, and report writing 
  • Knowledge of preparation of emergency response 
  • Good knowledge of supervision techniques and monitoring and evaluation 
  • Working ability with tight deadlines and in a fast-growing program environment 
  • Previous experience working effectively as part of an emergency project team 
  • Commitment to working through systems of community participation and accountability 
  • Community mobilization skills 
  • Knowledge and experience working on Ms. Excel and Word, and PowerPoint, and Strong organizational skills and Excellent communication skills. Strong influencing skills 
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances 

Ability to work simultaneously with multiple tasks, willingness, and ability to work efficiently with a wide diverse group of people
