Background:
University degree in Hydraulic/Water resources Engineering, Civil, Environmental health, Geology, Environmental/Public health or equivalent.
Duties and responsibilities:
Implementing CARE-MIHR WASH activities (35%)
Provide technical input for MIHR WASH strategies, work plans, guidelines, training curricula, and other implementation tools and documentation for WASH at request of WASH Technical Advisor/SMP
Produce appropriate technical & engineering sketches and ensure the production of relevant engineering drawings and present such designs for approval.
With the guidance from the WASH Technical Advisor, develop Standard Operating Procedures (SOPs) , TORs , Prepare Bills of Quantities for the relevant designs and training materials for circuit riders and present it for approval.
Support and prepare detail specification for items to be procured and ensure its procurements are as per set specifications
Source and monitor labor required for the implementation of WASH activities and ensure proper implementation as per set norms and standards
Works in collaboration with the hygiene promoters in promotion of safe hygiene practices in which includes health promotion activities.
Prepare simple training or instruction manuals for WASH structures or activities for training/skills transfer purpose, provided such documents to be approved by the SPM/WASH advisor.
Ensure environmental sanitation and vector control activities comply with appropriate national and international standards.
Support and supervise installation and start-up operations of WASH infrastructure (water system, Solar system, public latrines, waste disposal, environmental and hygiene promotion campaigns) in the program intervention areas.
Support and supervise activities related to the collection and disposal of medical wastes at health facilities.
Monitor the Disbursement of the project items such as hygiene promotion items, dignity kits as per WASH cluster standards.
Guide and support the team to review Purchase Requests for goods and services as per approved projects and within set ceilings, guiding technical officers on proper and timely procurements.
Guide and support the team to draft monthly cash projections in line with standard CARE procedures and guidelines and assist in the writing of reports to USAID and other reports.
Initiate procurement of the WASH supplies.
Ensure that beneficiaries are involved in the entire project cycle (Needs identification, design, Implementation and MEAL)
Monitor the performance of Local Partners involved in the implementation in the WASH activities and report to the WASH TA
Coordination (10%)
Effectively lead the integration of WASH activities with other MIHR program activities as well as other ongoing CARE’s projects in the targeted areas.
Coordinate with other technical project team, partners and communities to integrate WASH program at health facilities and in, maternal, newborn, and child health (MNCH) services--into the project’s broader activities.
attend cluster meetings and other technical forum, representing MIHR.
Coordinate with other WASH implementing partners in the project areas and ensure there is no duplication and similar standards are maintained
Coordinate with local authorities and technical departments (MOH, WES, SWC and HAC) and local partners towards efficient and effective implementation of the response.
Provide active and ongoing technical oversight and guidance to hygiene promotion officers, WASH officer and WASH technicians.
Supervise the local WASH partners working in the targeted areas
Assessment (10%)
Working with the MIHR team, assess health facility readiness in WASH through the application WASH Fit tools approach and strengthen WASH activities through application of institution WASH for Health Facility.
Collaboration with the WASH Technical Advisor, MNCH Advisor, and MERL team, carry out the required program assessments and mapping exercises to understand WASH and MNCH services in MIHR-supported areas.
Conduct in-depth technical engineering assessment and collect necessary information for the design of WASH facilities and/or schemes.
Maintain up to date location maps and route plans of the scheme/project area.
Contribute in carry out feasibility studies, baseline surveys or rapid assessments to establish existing gaps, capacity and justification for intended/proposed project.
In collaboration with other team members, consultants undertake detail WASH facilities assessments, prepares design & detail bills of quantities, TORs and budget estimates for all WASH related assessments.
Collect data and maintain records related to WASH program.

Training/Capacity building (10%)
Contribute to the design and development of appropriate training materials.
Trains or organizes training for CRs groups on the operation and maintenance of infrastructure rehabilitated by MIHR project and link them with technical departments and local spare part supplies.
Train of WASH fit team at health facilities levels on WASH fit methodology.
Train WASH committees on basic management skills, monitoring of WASH activities.
With guidance from WASH TA, conduct partner capacity assessment and Train partners and community health promotion volunteers on curriculum and teaching methods.
M&E and reporting (10%)
Conduct regular field visits to inspect project activities, providing appropriate technical guidance to field teams and provide feedback to the SPM and WASH technical advisor.
Monitor weekly and monthly progress of activities against the activity plan and other agreed sector M&E Plans and report to the WASH TA.
Document and prepare project progress reports and other updates as may be required by the WASH TA/Program Manager, these includes, Monthly, weekly updates, quarterly reports, etc.
Ensure that beneficiaries are involved in the entire project cycle (Needs identification, design, Implementation and M&E)
Participate in overall WASH sector planning, review and development & report areas of concern to the Program Manager immediately
Document and share lessons learned success stories with the Program Manager, local community members, and local stakeholders
Contribute to the Success of MIHR Partnership Approach (5%)
Coordinate with Partners, NGOs, CBOs and support partners in monitoring and reporting of WASH activities
Produce and share weekly and Monthly project progress report and any situational report requested by the management team on timely manner.
Uphold CARE´s values and contribute to the CO shared priorities (5%)

Minimum Qualification, Skills and Experience Required:
Minimum of 4 years’ experience with NGO in planning and implementing project supervision health and WASH program/s, in emergency and / or development contexts.
Experience implementing WASH programming in Sudan, preferably in eastern Sudan Gadaref or Kassala States.
Experience with implementing Standard Operating Procedures and training materials for WASH-related activities and trainings
Ability to effectively plan, organize and manage project implementation
Good knowledge in monitoring, has ability to compile, analyze data and prepare report
Good team player with flexibility: Has demonstrated proactive roles in teamwork. Able to work in team context.
Good interpersonal and facilitation skills: Ability to conduct and facilitate trainings.
Knowledge and skills in networking: Has ability to effectively deal with GO/NGO and other counterparts / partners
Good communication skills (verbal and written) in both Arabic and English; Ability to write reports in both English and Arabic.
Competent in using Engineering software: AutoCAD, Water CAD, and GPS.
Willing to work with the disadvantaged / vulnerable people under stress and in difficult situation
Fluent in both Arabic and English languages in order to write reports and translate documents
Previous experience with the circuit riders’ program and WASH FIT tools preferred
Previous experience working to integrate WASH services into MNCH activities preferred
Previous experience working at health facilities preferred
