 Background:

Founded in 1933, the International Rescue Committee is a prominent international organization that provides relief, rehabilitation, protection, post-conflict development, resettlement services, and advocacy for those uprooted or affected by violent conflict and oppression. 

 

The International Rescue Committee is providing emergency response intervention in River Nile, Gedaref, Blue Nile, White Nile, Jazeera and Khartoum states following the conflict in Sudan that has resulted in an influx of IDPs and refugees to these locations. The IRC is programming in the camp to focus on Water, Sanitation, Hygiene and Risk Communication and Community Engagement within the state and further grow the response to include broader water supply interventions to have a comprehensive response package in the medium and longer-term, depending on the crisis. Given the current situation, staff and beneficiary safety is an absolute priority and strict adherence to risk mitigation measures will be undertaken to protect staff and the target beneficiaries. 

 

SCOPE OF WORK

 

Under the direct supervision of the Environmental Health Senior Coordinator, the Environmental Health Data Management Senior Officer will oversee the collection, validation, and entry of Environmental Health data. They will also maintain and enhance data management systems, analyze trends, generate reports, and collaborate with various stakeholders. Additionally, they play a crucial role in ensuring accurate and secure data for informed decision-making and effective program implementation.

The role will involve working closely with EH managers and officers in the field to collect, compile, analyze and share data. The Environmental Health Data Management Senior Officer will also collaborate with the Monitoring and Evaluation team to support program indicator tracking and improve data quality. The Environmental Health Data Management Senior Officer will maintain the WASH partner database and provide technical assistance to partner WASH teams to ensure data quality. The Environmental Health Data Management Senior Officer will report to the head of the Environmental Health department.



 
 Duties and responsibilities:

  • Assist in developing, planning, and managing systems related to EH data.
  • In collaboration with the MEAL team, responsible for designing and providing regular staff training, technical support, and oversight of data management processes.
  • Archive and back up database systems; ensure database security; perform database administrator functions.
  • Collaborating closely with the MEAL team to compile and analyze Environmental Health (EH) annual statistics, focusing on improving data and information management. This includes enhancing information sharing between sectors, strengthening access to data from other organizations and clusters, and contributing to developing intersectoral dashboards and reports.
  • Any other related tasks may be required or assigned by the supervisor.
  • Manage the EH data officer/assistant responsible for collecting and entering weekly and monthly reports of EH activities by working closely with EH officers and assistants in the field.
  • Ensure the quality of all environmental health data reports coming from all field offices by reviewing databases and reports, checking original data, and continuously building the capacity of the data management officers.
  • Work closely with the MEAL team and complete and share reports to EH management and other applicable staff on time as per the agreed timetable. Reports include Weekly Update Reports, Monthly Reports, ITTs, Clusters Reports, and any other reports as required.
  • Update the WASH Cluster 5W through the activity info system.
  • Update the master database for all activities weekly with incoming data.
  • Build maps to show EH different interventions with exact locations and any related information.
  • Provide orientation and training to EH staff on data entry, expectations, data quality, and new data collection tools as needed.
  • Ensure that data/reports are well-maintained and available for use uploaded on one drive and BOX.
  • Identify and remediate data quality issues.
  • Recommend modifications and enhancements to meet departmental standards.
  • Graph and supervise water-borne disease trends and report these to the management team in the Environmental Health program.
  • Provide timely feedback to the staff through their supervisors related to data quality issues such as accuracy and completeness so it will be corrected on time.
  • Provide weekly information as requested during outbreak situations such as cholera.
  • Attend IRC and external partners meetings as necessary.
  • Attend IRC training/workshops when required and/or arranged by the program.
  • Conduct regular visits to field sites to check data quality, verify data sources, and provide on-the-job training and on-the-spot feedback.
  • Keep the database up to date and help Partner WASH staff prepare periodic high-quality reports.
  • Support Partner WASH staff to adhere to the data quality standards.
  • Provide orientation and training to the partner WASH team on data entry, expectations, data quality.
  • Contribute to reporting EH implementation in donor reports.

 
 Minimum Qualification, Skills and Experience Required:

EDUCATION:

 

Bachelor’s degree in economics, Sociology, Statistics, Computer Science, Information Management, or a related area.

A master’s degree will be considered as an advantage.

 

EXPERIENCE:

  • Proven experience managing the WASH data program.
  • Good proposal and report writing skills.
  • Experience working in an international organization will be an advantage.
  • Proficiency in English and Arabic.

 SKILLS AND ABILITIES:

  • Excellent drafting, formulation and reporting skills.
  • Solid computer literacy, including proficiency in various MS Office applications (Excel, Power BI, Word, PowerPoint); familiarity with database management; and office technology equipment.
  • Excellent written and verbal communication skills in both Arabic and English
