 Background:

The IRC restarted operations in Sudan in November 2019 after operating from 1982 until 2009, successfully obtaining re-registration in Khartoum with the transitional government, and launching initial programs to support displaced populations in urban settings around Khartoum.
Sudan is experiencing multiple challenges generating including macroeconomic crises, armed conflicts and displacement, protracted refugee situations and natural disasters, as well as COVID-19. The result of this crisis is large-scale humanitarian needs across the country leaving an estimated 9.3 million people in need. On top of this, In November 2020, fighting in the Tigray region of Ethiopia led to the flight of around 60,000 refugees to eastern Sudan.
In response to growing needs, the IRC has scaled up capacity through the emergency response team and expanded humanitarian activities in the east of the country in response to the Tigrayan refugee crisis. The IRC currently has (6) field bases in Gedaref, Bue Nile, White Nile, South Kordofan, River Nile, and Khartoum in addition to the head office in Port Sudan, and is looking to expand in program scale, scope, and geographic support over the coming months.


Scope of work:


Reporting to and technically supported by the MEAL Officer, the MEAL Assistant carries out well defined tasks that will contribute to strengthened monitoring efforts of IRC programs with the aim of optimizing monitoring, evaluation, accountability, and learning capacities of the IRC mission in Sudan to ensure high-quality programming for our clients and support the global ambitions of IRC Strategy 100.



 
 Duties and responsibilities:

Collaborate with the program to ensure routine data collection as per the M&E/MEAL project work plan.
• Work with project staff and MEAL Officer to update the project indicator tracking table (IPTTs) and Project Indicators Dashboard (PID) .
• Support the field organization of data collection surveys, client satisfaction surveys, and client feedback collection systems.
• Perform initial data review for the projects implemented in the Operational Area in River Nile State.
• Work with national partner staff to ensure data from implemented activities is collected and shared in a timely.

When appropriate/applicable, facilitate and participate in information-sharing opportunities among IRC offices under the supervision of the MEAL Officer and MEAL Manager.
• Ensure feedback is collected from clients during monitoring visits and shared with relevant project staff for action.
• Input and maintain up-to-date monitoring and client databases.
• Conduct field monitoring visits and share simple reports with actions for improvement.
• Conduct Regular Client Responsiveness & Feedback mechanism awareness sessions at IRC Operational Areas and Before Various Distribution Activities, jointly with the Client Responsiveness Assistant \ Officer
•Assist in updating the area action plan trackers and share with the MEAL Officer.
•Attend and participate in semi-annual meetings with other MEAL Officers, and the MEAL Manager on project monitoring and learning updates, achievements, and challenges.
•Other related duties as assigned.


 
 Minimum Qualification, Skills and Experience Required:

Apply knowledge of procedures and systems to perform the requirements of the job; skills and knowledge typically acquired through a combination of job-related training, some on-the-job experience and some formal education including:
• Bachelor's degree in the relevant field is required.
• Ability to undertake M&E/MEAL activities based on guidance from the supervisor.
• Possess a basic understanding of Monitoring and client feedback mechanisms and functions.
• Experience and/or coursework in monitoring & evaluation research methods, and quantitative and qualitative analysis is a plus.
• Experience working with communities, youth, and adults of diverse backgrounds.
• Good written and verbal communication skills.
• Fluent in Microsoft Office applications, especially Excel and Word.
• A female with a Protection (Women & Child) Background is adds value
•Willingness to travel to various regional and field-level offices - (60%)
•Language [Arabic and English].
