 Background:

The Federal Ministry of Health (FMoH) was has been managing the Global Fund’s Malaria and Resilient and Sustainable Systems for Health grant (Malaria-RSSH) for the previous two funding cycles 2018-2023 and 2021-2023, with excellent programmatic and financial performance. FMOH continuous to play a crucial role in the implementation of the current Malaria-RSSH grant (2024-2026) through the FMOH Global Fund Program Management Unit (PMU). 

The grant prioritizes universal access to vector control, quality-assured case management, and malaria prevention during pregnancy, while considering the impacts of the ongoing conflict. Core activities include mass ITNs distribution, entomological surveillance, enhanced case management (in the health facilities and in the community), and community advocacy. Beneficiaries include vulnerable populations, particularly in high malaria transmission areas, with a focus on pregnant women, children under five, and displaced communities.

The National Malaria Control Program (NMCP) in Sudan is a government-led program under the Communicable Diseases Control Directorate aimed at reducing the burden of malaria across the country. The NMCP focuses on a multi-pronged approach to malaria control, including Case Management, Surveillance and Data Management, Community Engagement, and Research and Innovation. This position is under the NMCP and is supported by the Global Fund Grant.

 

Job Overview:

 

The Case Management Officer will play a critical role in supporting the Sudan National Malaria Control Program (NMCP) under the Communicable Diseases Control Directorate. The officer will assist in planning, implementing, and ensure adherence to guidelines monitoring malaria case management activities at both national and state levels to ensure the delivery of quality malaria diagnosis and treatment services.



 
 Duties and responsibilities:

Duties & Responsibilities:

  1. Support development processes of annual plans of action of the specific unit according to tasks given by the head of the Departments.
  2. Develop the monthly plan of action of the unit in consultation with head of the Department. 
  3. Support development processes of policies, treatment guidelines, Standard Operating Procedures (SOPs) and training materials related to mandate of the unit according to tasks given by head of the Department. 
  4. Carry out necessary arrangements for implementation of planned activities of the unit at National or state levels under supervision of head of the Department. 
  5. Communicate with states Malaria control Programmes or any other stakeholders to arrange for implementation of activities related to mandate of the unit at National or state levels or for follow up of implementation of previously agreed upon recommendations or action points, 
  6. Develop implementation report of the monthly plan of the unit according to standard Malaria Programme format and share report with head of the Department.
  7. Write technical reports of implemented training activities according to standard Malaria Programme format and maintain an updated database for trained personnel at National and state levels in collaboration with Capacity Development Department. 
  8. Prepare the correct necessary supporting documents for FMOH or donor-supported activities and timely submit to DCD finance unit. 
  9. Provide technical support to target states Malaria Control Programmes including traveling to states for supportive supervision, supporting training activities, advocacy missions or any other supportive missions related to mandate of the unit or case management Department and write mission report according to standard Malaria Programme format and timely share it with head of the Department.
  10. Assist in analyzing periodic programmatic performance state reports related to mandate of the unit in collaboration with Malaria Surveillance, M&E Department and recommend necessary corrective measures to improve performance, including data quality.
  11. Any other tasks related to mandate of the unit or Case Management Department that deemed necessary for achievement of overall objectives of the Department including providing support to other units as appropriate.

 
 Minimum Qualification, Skills and Experience Required:

 

Education and Experience:

  • Experience: Experience in malaria control programs, with a strong focus on case management.
  • Bachelor of Medicine is mandatory
  • Technical Expertise: Demonstrated expertise in malaria diagnosis, treatment guidelines, and surveillance systems.

Skills and Competencies:

  • Technical Skills: 
  • In-depth knowledge of malaria epidemiology, transmission, and control strategies.
  • Proficiency in data analysis and interpretation.
  • Familiarity with relevant software and tools (e.g., DHIS2, Excel).   
  • Ability to develop and implement training programs for healthcare workers.
  • Strong understanding of quality improvement methodologies.
  • Other Skills: 
  • Strong problem-solving and analytical skills.
  • Ability to work independently and as part of a team.
  • Excellent written and oral communication skills.
  • Proficiency in relevant software and tools (e.g., Microsoft Office Suite).
  • Proficiency in English and Arabic
