Purpose of the Role

The Emergency and Preparedness Officer will develop, implement, and manage strategies to enhance SAPA’s emergency preparedness and response capabilities. This role requires expertise in risk assessment, coordination, capacity building, and real-time emergency response, with a deep understanding of Sudan's socio-political and environmental context.



 
 Duties and responsibilities:

Key Responsibilities

1. Emergency Preparedness

  • Design and implement comprehensive emergency preparedness strategies tailored to Sudan’s unique challenges.
  • Conduct risk assessments and vulnerability analyses to identify potential hazards and scenarios.
  • Collaborate with local authorities, NGOs, and international organizations to ensure alignment and synergy in emergency planning.
  • Organize and facilitate training workshops and simulations for SAPA staff and partners on emergency response procedures.

2. Emergency Response

  • Lead SAPA’s emergency response efforts during crises, ensuring timely and effective interventions.
  • Mobilize and coordinate resources, including personnel, equipment, and supplies, in response to emergencies.
  • Act as the focal point for emergency response coordination with government agencies, partners, and stakeholders.
  • Continuously monitor unfolding emergencies and adapt strategies as required.

3. Capacity Building

  • Strengthen SAPA’s organizational capacity for emergency response through training materials, tools, and guidelines.
  • Deliver regular capacity-building sessions for staff and partners to enhance preparedness and response skills.
  • Evaluate training effectiveness and refine programs to ensure optimal outcomes.

4. Coordination and Collaboration

  • Work closely with local communities, government bodies, and humanitarian organizations to foster a coordinated emergency response.
  • Represent SAPA in coordination meetings and emergency preparedness forums in Sudan.
  • Establish and maintain partnerships with key stakeholders to improve response effectiveness.

5. Monitoring, Evaluation, and Reporting (M&E)

  • Develop and oversee M&E frameworks to assess the effectiveness of preparedness and response activities.
  • Track key performance indicators such as response time, resource allocation, and impact.
  • Provide detailed reports to senior management, highlighting progress, challenges, and lessons learned.

6. Communication and Reporting

  • Ensure clear, consistent, and timely communication with internal and external stakeholders during emergencies.
  • Draft situation reports, updates, and other communication materials for relevant audiences.
  • Work with the communications team to deliver accurate and cohesive messaging during crises.

7. Logistics Management

  • Oversee logistical operations, including the procurement, maintenance, and deployment of emergency supplies and equipment.
  • Ensure all emergency resources are readily available and in good condition for immediate use.

8. Compliance and Documentation

  • Ensure all activities comply with relevant laws, standards, and best practices.
  • Maintain accurate and up-to-date records of preparedness and response activities for audits and evaluations.

 
 Minimum Qualification, Skills and Experience Required:

Educational Background:

  • Bachelor’s degree in Disaster Management, Emergency Management, Public Health, or a related field.

Experience:

  • 3-5 years of experience in emergency preparedness and response, preferably with NGOs or international organizations.
  • Proven expertise in risk assessments and emergency preparedness planning.
  • Experience in high-risk and complex environments, with a focus on Sudan or similar contexts.

Skills and Knowledge:

  • In-depth understanding of Sudan’s socio-political and environmental context.
  • Strong skills in coordination, communication, and stakeholder engagement.
  • Proficiency in monitoring and evaluating emergency response activities.
  • Ability to manage multiple priorities under pressure.
  • Fluency in English and Arabic (written and spoken) is highly desirable.
