Purpose of the Role

The Project Manager will lead and oversee the design, implementation, and monitoring of critical projects under SAPA’s portfolio. The role requires a strategic and results-oriented professional with expertise in project management, stakeholder coordination, and team leadership. This position plays a vital role in ensuring the quality and effectiveness of SAPA’s interventions, with a focus on achieving impactful, sustainable outcomes for the communities we serve.



 
 Duties and responsibilities:

Key Responsibilities

1. Project Planning and Implementation

  • Develop comprehensive project work plans, timelines, and budgets, ensuring alignment with donor requirements and organizational policies.
  • Lead project implementation, including overseeing daily activities, ensuring deliverables are met, and addressing challenges proactively.
  • Ensure projects incorporate SAPA’s mission and values, with a focus on community-driven and inclusive approaches.

2. Operational and Budget Management

  • Oversee resource allocation to ensure efficient and timely execution of project activities.
  • Monitor project expenditures to maintain adherence to budgets and donor guidelines.
  • Prepare accurate financial projections and collaborate with SAPA’s finance team for financial oversight and compliance.

3. Monitoring, Evaluation, and Learning (MEL)

  • Establish and implement monitoring frameworks to track project progress and outcomes.
  • Collaborate with the MEL team to ensure data collection, analysis, and reporting processes are accurate and meaningful.
  • Use monitoring results to adapt and improve project strategies, ensuring data-driven decision-making.

4. Stakeholder Coordination

  • Build and sustain relationships with local authorities, community leaders, donors, and implementing partners to foster collaboration and alignment.
  • Represent SAPA in coordination meetings, local forums, and donor briefings, ensuring the organization’s priorities are effectively communicated.
  • Engage with relevant clusters, working groups, and platforms to enhance coordination within the humanitarian ecosystem.

5. Team Leadership and Capacity Building

  • Supervise and guide project teams, ensuring clear roles, responsibilities, and performance expectations.
  • Provide mentorship, capacity-building sessions, and technical support to enhance team effectiveness and project impact.
  • Promote a positive, collaborative working environment and address team challenges constructively.

6. Risk Assessment and Mitigation

  • Identify and assess potential project risks, including operational, financial, and contextual risks.
  • Develop and implement mitigation measures to minimize disruptions to project delivery.
  • Ensure compliance with SAPA’s safeguarding and accountability policies.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications and Experience

Education:

  • Master’s degree in public health, Project Management, International Development, Social Sciences, or a related field. 

Experience:

  • At least 5 years of experience managing humanitarian or development projects, preferably within an INGO or similar organization.
  • Proven experience in donor compliance, budget management, and project implementation.
  • Demonstrated ability to design and execute projects in complex, resource-limited, or conflict-affected settings.

Skills and Competencies:

  • Strong project management, planning, and organizational skills.
  • Exceptional problem-solving, analytical, and decision-making abilities.
  • Outstanding communication, negotiation, and interpersonal skills.
  • Ability to adapt to rapidly changing environments and manage multiple priorities effectively.
  • Proficiency in Microsoft Office Suite and project management software.

Languages:

  • Fluency in Arabic and English (written and spoken) is required.

  1. Project work plans, budgets, and reports delivered on time and to a high standard.
  2. Regular monitoring reports demonstrating progress and impact of projects.
  3. Successful engagement and collaboration with stakeholders, including local authorities and donors.
  4. Team capacity-building plans implemented, resulting in improved team performance.
