 Background:

The Cash and Markets Assistant Coordinator will work with the Country FSL Coordinator to manage implementation of Cash and Voucher Assistance (CVA), and to expand GOAL’s work in market-based programming. The person will be responsible for implementation, relationship-building, developing guidance, building capacity, and promoting strategic leadership on CVA and markets-based programming, whether delivered by GOAL or partner organisations.

The Cash and Markets Adviser has a direct reporting line to GOAL Sudan’s Country FSL Coordinator, with technical guidance from GOAL’s Global Cash Adviser. The Cash and Markets Assistant Coordinator will work closely with the GOAL Sudan state-based programme staff, Area Programme Coordinators, MEAL, Finance and Logistics.



 
 Duties and responsibilities:

CVA implementation, adaptions, and preparedness

  • Manage implementation of MPCA and other assigned GOAL cash-based programming, responsible for timely implementation and problem-solving together with state-based staff, Country FSL Coordinator, PD and other staff
  • Identify opportunities and ways forwards for programme strategy adaption and capacity support to integrate CVA into other GOAL Sudan sectors beyond Basic Needs (such as health or nutrition) and expanded use in emergency programming 
  • Provide technical support to the Sudan team on diversifying the market-based approaches to include other types of markets support interventions beyond CVA based on market functionality/access gaps
  • Serve as main focal point between GOAL and cash transfer services providers and stakeholders who are working with GOAL to implement cash programming 
  • Identifying and rolling out electronic cash and voucher delivery mechanisms, and documentation/sharing of its learning, working with technical and state-based colleauges
  • Technically lead the process along with procurement to secure and manage / monitor multi-year financial service provider framework agreements.
  • Work closely with the Emergency Response Coordinator, PD, Global CVA Advisor, and HQ Emergency Unit on the integration of CVA in GOAL Sudan preparedness planning and the implementation of subsequent CVA related actions.
  • Develop/update CVA SoP’s and work with colleagues to support understanding and compliance to them.

 

CVA programme development and grant management support:

  • Support on project proposals development, needs and markets assessment in relation to CVA/modality selection
  • In collaboration with relevant stakeholders, undertake detailed needs and market assessment and analysis, and design appropriate project interventions to meet needs
  • Participate in the recruitment of CVA technical team members (development of organizational charts, ToR, development and revision of tests, interviews, etc.) as requested.

 

Research and evidence:

  • Document and share CVA evidence/learning to support programme quality, positioning GOAL as a strong CVA actor and inform CVA advocacy to policymakers. 
  • Lead on evidence generation/advocacy for the shift in strategy and approaches such as modality reviews.
  • Keep GOAL Sudan senior management and key internal CVA stakeholders informed of emerging CVA policy trends and learning.

 

External and internal representation:

  • Represent GOAL in CWG and with any consortia or external partners on cash-based programming 
  • Strategic engagement with relevant cash partners for partnership expansion in line of sight of GOAL’s strategic objectives
  • Engage in GOAL’s global CVA network and actively contribute knowledge, tools etc to the network, as well as lead on the roll out GOAL global CVA tools, policies, training etc within GOAL Sudan.
  • Represent GOAL with donors as requested 

 

 

 

Capacity building and CVA risk management

  • Supporting GOAL’s existing partners in their cash strategy, oversight, capacity building and tools 
  • Lead capacity strengthening initiatives in cash and markets programming for staff and partners through developing and facilitating training sessions and capacity building on CVA and markets-based programming to deepen understanding of roles/responsibilities and assist with career development.
  • Support the GOAL Sudan Program Director in developing, reviewing, updating, and implementing a CVA risk, mitigation, and contingency matrix on an annual basis.

 

CVA MEAL:

  • Collect and analyse program data, capture, and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the cash and markets learning agenda.

Work with MEAL to review and revise as needed the CVA and markets related aspects of MEAL tools including rapid needs assessments, post-distribution monitoring, market assessment tools, with an emphasis on mainstreaming gender, age, and disability


 
 Minimum Qualification, Skills and Experience Required:

Essential prior experience/qualifications

  • University degree in a relevant field, such as economics, business, international development, humanitarian studies or another related field
  • Demonstrated progressively responsible, management-level experience related to humanitarian assistance with strong background/experience with cash and market-based programming
  • Demonstrated experience with needs and market assessments, as well as response analysis frameworks. Desirable: Familiarity with PCMA, EMMA, MAG, MARKit, RAM, MISMA and/or other relevant assessment and analytical tools.
  • Understanding of types of cash transactions and financial services being used in Sudan, including both formal and informal financial service providers
  • Familiarity with digital data collection systems, digital payment systems, and/or digital beneficiary management systems 
  • Preference for knowledge of the humanitarian program cycle, humanitarian coordination frameworks, general humanitarian funding landscape, and food assistance
  • Good communication skills in English and Arabic, including technical writing, presentation, and training skills
  • Experience in designing policies, tools, templates, SoPs and guidelines to support programme operations and compliance
  • Experience delivering CVA field responses, either through direct implementation or with local/national partners
  • Experience in coaching, mentoring, and training staff in relation to CVA or broader markets-based approaches.
  • Proficient in MS Office packages and tools, notably Excel, Word, Teams, and Sharepoint
