Duties and responsibilities:
Key Responsibilities: 1. Logistics & Financial Management: - Ensure the implementation and maintenance of standard RI systems and best
- practices in logistics, administration, budgets, and HR functions.
- Collaborate with the North Darfur Area Manager and the country office in Port
- Sudan to ensure efficient systems support necessary for program
- implementation.
- Develop accurate transport and administration budgets for donor proposals
- and annual budget processes.
- Manage allocated transport and administration expenditures and budgets.
- Coordinate with finance team and Program Managers to ensure timely
- submission of cash forecasts and cash requests for base implementation.
- Oversee fleet management, ensuring adherence to transport procedures,
- movement planning, and vehicle servicing.
- Ensure proper management of RI assets, warehouse, and store facilities,
- following standard operating procedures for donations-in-kind (DIK) in
- coordination with the North Darfur Area Manager and country office.
- Maintain and update the Fixed Asset Register and Inventory List in
- collaboration with the ICT and supply chain team.
- Oversee the maintenance and operation of RI premises in Almalha, ensuring
- that office, residence, and storage facilities are adequately supplied and
- supported.
- Ensure the Submission of timely logistics reports to the North Darfur Area
- Manager and relevant country office departments.
- Participate in interagency coordination meetings and report back to the North
- Darfur Area Manager and country leadership.
2. Procurement Management: - Collaborate with the North Darfur Area Manager to implement and maintain
- procurement policies and procedures as per RIs procurement manual.
- Work with program teams to develop and maintain realistic work plans.
- In coordination with the Supply chain team and country supply manager
- support supplier pre-qualification processes and maintain supply framework
- agreements with identified suppliers.
- Support the Develop and maintenance of a database of suppliers and prices,
- aiming to reduce operational costs.
- Ensure all staff are trained in order-planning and are aware of procurement
- procedures.
3. Human Resources & Administration Management: - Provide management oversight to supply chain, finance, admin/HR and
- Program staff at the base.
- Build staff capacity in logistics, finance, and administration to ensure
- transparency and accountability.
- Adhere to and promote RIs code of conduct and PSEA policies.
- Ensure that performance reviews of base staff are conducted in a timely
- manner.
- Advise on and monitor the implementation of RIs HR policies and procedures
- for both international and national staff.
- Support recruitment, training, and development of national systems staff.
- Maintain up-to-date records of staff in Almalha and provide regular staffing
- updates to the North Darfur Area Manager.
4. Communications and IT Systems Support: - Ensure IT and communication needs of the staff are met and that operating
- protocols are adhered to.
- Ensure the operational readiness of communication equipment and provide
- necessary training to staff.
- Assist in the development of communication guidelines and maintenance of
- communications equipment.
- Manage the safety, issuance, and recovery of RI assets and inventory.
5. Safeguarding: - Uphold and promote RIs Safeguarding policies, including the Protection from
- Sexual Exploitation and Abuse (PSEA) standards, ensuring all staff, contractors,
- and partners in Al-malha are trained, understand their responsibilities, and
- strictly adhere to these guidelines.
- Ensure that program participants, including women, children, and vulnerable
- groups, are protected from harm by integrating safeguarding measures into all
- aspects of operations and ensuring staff follow RIs Code of Conduct.
- Establish clear reporting channels for safeguarding concerns and ensure that
- all allegations or suspicions are documented and reported promptly in line
- with RI procedures. Collaborate closely with HR, the North Darfur Area
- Manager, and designated safeguarding focal points to ensure investigations
- and follow-ups are conducted sensitively, confidentially, and effectively.
- 6. Security Management:
- Assist in the implementation of security management tasks as delegated by
- the North Darfur Area Manager.
- Ensure that Standard Operating Procedures (SOPs) are up-to-date and adhered
- to.
- Brief all staff and visitors on security protocols and ensure their understanding
- of responsibilities.
- Participate in security coordination meetings and report security incidents.
7. MEAL: - Work closely with Program Managers and MEAL staff to ensure robust
- monitoring systems are in place at the base level, verifying that data collection
- tools, processes, and guidelines are clearly understood and consistently
- applied.
- Oversee the timely and accurate submission of program data, collaborating
- with program teams to review and validate reported outcomes and addressing
- any data quality issues promptly.
- Encourage a learning culture by ensuring MEAL findings and community
- feedback are used to inform decision-making, improve program effectiveness,
- and enhance the quality of service delivery.
- In conjunction with the accountability focal points, regularly review feedback
- and complaints from the CRM (Complaints and Response Mechanism) and
- ensure that action is taken to address community concerns. Share key lessons
- learned with the North Darfur Area Manager and relevant colleagues to refine
- strategies and interventions.

Minimum Qualification, Skills and Experience Required:
Essential: - Degree in Logistics, Business Administration, Management, or a related field.
- Training in logistics systems, supply chain management, or business
- administration.
- Minimum 5 years in logistics and administration experience with an
- International NGO, including at least 3 years at Base Manager level.
- Experience in emergency response programming and setting up logistics
- operations in challenging environments.
- Experience in coordinating humanitarian program activities and ensuring
- integration with support function.
- Good contextual understanding and experience in engaging local authorities
Desirable: - Training in HR management.
- Experience working in insecure environments with knowledge of security
- management systems.
- Skills in capacity building, staff training, and developing administrative and
- logistical systems.
- Familiarity with IT, communications systems, and procurement processes.
Competencies: - Proven experience in managing logistics and administration in complex
- environments.
- Strong leadership and team management skills.
- Ability to work under pressure and handle multiple tasks.
- Strong communication skills, both written and oral, in English
