Background: The Shelter, NFIs & Protection/GBV sector Manager will oversee the implementation and coordination of Shelter, NFIs, and Protection/GBV programs across all operational sites in the country. This position is responsible for developing high-quality proposals and concept notes to secure funding, supervising field teams, and ensuring effective program implementation. The sector manager will provide technical support to sector staff, ensure timely reporting, and represent the organization in sector meetings, including 5Ws coordination.

Duties and responsibilities:
- Lead the development of technically sound proposals and concept notes based on identified needs and technical standards to secure funding from donors.
- Collaborate with relevant stakeholders, including donors, Shelter/NFIs and Protection/GBV clusters and working groups, to identify and leverage funding opportunities.
- Support in donor liaison, providing updates and feedback on program activities and outcomes as needed.
- Provide day-to-day supervision of Shelter, NFIs, and Protection/GBV field teams to ensure effective program delivery.
- Supervise sector staff, providing guidance, technical oversight, and performance evaluation.
- Ensure that all activities align with organizational priorities, donor requirements, and sectoral standards (Sphere Standards, GBV Guiding Principles, etc.).
- Oversee beneficiary identification and registration processes, ensuring that the most vulnerable groups are prioritized.
- Work closely with the MEAL team to develop and implement monitoring and evaluation plans for Shelter and Protection programs.
- Ensure timely preparation and submission of monthly reports, sector updates, and donor progress reports in alignment with requirements.
- Participate in and represent the organization at coordination meetings, including Shelter & protection Cluster, GBV Technical Working Groups, and other relevant sector meetings.
- Ensure the submission of accurate and updated 5Ws reporting for Shelter, NFIs, and Protection/GBV activities.
- Document lessons learned, best practices, and case studies for internal and external use.
- Develop and maintain technical standards, including quality benchmarks for Shelter, NFIs, and Protection/GBV interventions.
- Conduct regular field visits to monitor program implementation and ensure adherence to technical standards and donor guidelines.
- Provide technical guidance to field staff on shelter design, NFI distribution, GBV response, and community-based protection strategies.
- Coordinate with WASH and construction specialists to ensure integrated approaches where relevant.
- Identify training needs of Shelter, NFIs, and Protection/GBV staff and develop capacity-building plans, including formal training, mentorship, and on-the-job coaching.
- Oversee the development of training materials for Shelter, NFIs, and Protection programming.
- Build the knowledge and skills of staff on Sphere standards, GBV guiding principles, and other relevant guidelines.
- Represent the organization in relevant internal and external forums, including donor meetings and coordination platforms.
- Identify and advocate for solutions to gaps in Shelter and Protection programming, ensuring the inclusion of the specific needs of women, children, and other vulnerable groups.

Minimum Qualification, Skills and Experience Required:
• Bachelor’s degree in Social Work, Civil Engineering, International Development, or a related field. A Master’s degree is preferred. • Minimum 5 years of experience managing Shelter, NFIs, and Protection/GBV programs in humanitarian settings. • Strong experience in proposal writing, fundraising, and donor liaison. • Knowledge of Shelter and Protection technical standards, including Sphere Standards and GBV Guiding Principles. • Proven ability to lead and mentor field teams and conduct capacity-building activities. • Strong reporting skills, including experience with 5Ws and donor reporting formats. • Excellent coordination and representation skills, with experience participating in cluster and sector meetings. • Willingness to travel to field sites, including remote and challenging environments.
