 Background:

PURPOSE OF DIVISION:
Through capacity building and through technical and program support, the International Programme Division keeps the organization focused on the socio-economic and humanitarian needs of vulnerable people. The division reinforces IR’s implementing structure to enable these people and their communities to develop themselves sustainably, and ensures that the organization is prepared to respond promptly and effectively to humanitarian crises. 
The division increases the organization’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organization’s donors. 


JOB PURPOSE:
Field Coordinator: Thematic Area - To coordinate and implement emergency project activities in the area of specialism and supervise Field Officers and Community Mobilizers in area of specialism related to the implementation of Emergency response projects in Red Sea state. The proposed sectors MPC, WASH, Health, NFIs and protection interventions in Red Sea state as well as budget monitoring for related projects. The Field Coordinator will represent IRS in the different forums related to emergency projects implementation in the state. 
 



 
 Duties and responsibilities:

KEY WORKING RELATIONSHIPS

• The Project Coordinator is reporting to Program Manager in Port Sudan Office and line Manager to all emergency projects staff in Red Sea Office.

 

SCOPE AND AUTHORITY

Scope of the Role:
The job holder is accountable for fulfilling his/ her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff. The Field Coordinator role models the program and finance policies for program staff. The field Coordinator has a key role in upholding compliance standards.

 


KEY ACCOUNTABILITIES

Key Accountability 1: Project coordination including supervise staff in project
• Coordinate implementation of Project in thematic area in line with IR and Donor requirements and guidelines and agreed timescales, working closely with the field Officers and community mobilizers and other projects staff.  
• Adhere to project donor compliance as per signed agreements
• Develop and update project implementation plan on monthly basis
• Monitor emergency projects implementation progress and submit weekly progress reports and updates. 
• Submit project  reports and per project reporting schedule  
• Assist in developing proposals and concepts notes
• Oversee projects budget expenditures to avoid over and under budget expenditure
• Provide unlimited technical support and capacity building to the project staff including field Officers and community mobilizers. 
• Ensure beneficiary participation in all emergency projects implementation phases
• Hold regular projects review meetings to assess the projects progress.
• Ensure staff management and wellbeing.
• Conduct performance reviews in line with IR policy.
• Support partners to build their programme capacity where needed. 
• Coordination with other stakeholders including project beneficiaries.
• Ensure humanitarian principles and minimum humanitarian standards are met through project implementation 
• Create and maintain comprehensive project documentation, plans and filing system
• Assist in proposal writing, concept notes 
• Analyze risks and opportunities in the project area
• Oversee project procurement management
• Participate in Red Sea cluster meetings and sharing of meetings minutes
Key Accountability 2: Budget Monitoring 
• Monitor projects budgets on a monthly basis through BVA extracted from AX, escalating any concerns to Programme Manager and Finance team in field office.
Key Accountability 3: Monitoring and Reporting
• Preparing final and monthly update reports as well as cluster reports (5Ws, 4Ws, and 3Ws).
• Monitoring and reporting of project activities. 
• Write timely activity reports. 
• Report on projects activities regularly in line with requirements.
• Conduct regular monitoring visits in close coordination with the MEAL Officer and Project Officers to ensure progress of Project is documented.
• Escalating issues as they arise to Programme manager on monitoring and progress.
• Coordinate day to day operations of the field office.
Key Accountability 4:  Representation and Communication
• In coordination with the Programme Manager develop and maintain relationships and effective communications with relevant stakeholders, including HAC, line ministries d other agencies working in the area.  
• Represent IR at state level as required, this includes proactive participation in the state and local Cluster Sectors and forums meetings. 
• Ensure regular and effective flow of communication between base field location with the Country Office (Port Sudan Office) and other locations as appropriate to ensure smooth flow of information. 
• In coordination with Humanitarian Manager maintain an overview on logistics and asset movements in and out of the office and field location under responsibility. 
Key Accountability 5: Security Management
• Coordinate security for the office in close communication with security coordinator and Security focal point. 
• Monitor developments in field to ensure sufficient knowledge of the changing context. 
• Ensure all staff understand the IR Security procedures and that new staff receive an induction on security. 
• Monitor staff movement in the field to ensure their safety and secured movement.
• Coordinate communication in field with program manager during emergency situations or during security incidents.
 


 
 Minimum Qualification, Skills and Experience Required:

ESSENTIAL
Qualifications
• Post graduate or its equivalent in one of the programme sectors preferably in WASH or Public Health sciences, Project Management, social science, international development, public administration, or other related fields as appropriate.
Experience
• Experience of working with International NGOs in Sudan (not less than three years), particularly in multi-sectoral projects. 
• Demonstrable experience of Programme implementation and administration. 
• Has experience of managing and monitoring projects/staff (at least two years).
•  Familiarity with the Millennium Development Goals, Sphere Standards, Do no harm policy, Red-Cross/Red-crescent Code of Conduct, Humanitarian Accountability Programme etc. 


Skills
• Good knowledge about emergency response interventions
• Knowledge in programme area of multi-sectoral projects interventions and implementation especially in Sudan emergency context
• Good analytical skills.
• Able to build the capacity of others. 
• Able to organise and deliver workshops for communities. 
• Ability to represent the organization at provincial and local level.
• An ability to work under pressure with limited support. 
• Good written and spoken English; able to write reports and proposals.
• Working knowledge of Microsoft Word and Excel.
• Committed to Islamic Relief Worldwide values and code of conduct.
• The duty station is Medani Outreach Office with occasional travel to other country office operational areas in the country
• Sensitivity to cultural differences. 
• Language skills in Arabic.
