Functional Responsibilities & Tasks:
1. Coordinate WASH project implementation in line with technical specifications, project objectives, and approved plans.
2. Ensure the technical quality of WASH interventions, including water supply, sanitation infrastructure, and hygiene promotion activities, in compliance with national and international standards.
3. Conduct technical assessments to identify community needs, and assess water sources, latrines, hygiene practices, and sanitation infrastructure conditions.
4. Facilitate community mobilization and participation in WASH activities, ensuring community-led management of water and sanitation facilities.
5. Develop and manage technical work plans for WASH interventions, ensuring timely and cost-effective implementation of activities.
6. Monitor and assess the quality of WASH services through field visits, ensuring they meet technical standards and addressing challenges as they arise.
7. Provide technical support to project teams, including field staff, engineers, and community mobilizers, to ensure accurate implementation of WASH activities.
8. Work closely with the MEAL (Monitoring, Evaluation, Accountability, and Learning) team to track project performance, ensuring data collection is aligned with project objectives and monitoring requirements.
9. Report on technical progress and outcomes, submitting timely and accurate field reports documenting technical activities, achievements, challenges, and lessons learned.
10. Develop concept notes, proposals, and budgets for WASH intervention.
11. Build networks and relationships with UN agencies and donors to explore funding opportunities.
12. Supervise and support field staff, including WASH officers, engineers, and community mobilizers, ensuring adherence to technical guidelines and best practices.
13. Provide technical guidance on capacity-building activities for staff and community members, strengthening local skills in water management, sanitation facility maintenance, and hygiene practices.
14. Represent IR at technical meetings with local authorities, clusters, partner organizations, and stakeholders, ensuring effective communication and collaboration on WASH matters.
15. Coordinate with external partners, including government agencies, NGOs, and private contractors, to facilitate technical implementation and ensure synergy of WASH activities.
16. Oversee the management of WASH-related budgets, ensuring financial resources are used efficiently and within approved project limits.
17. Ensure proper documentation and filing of technical records, including technical assessments, designs, implementation reports, and monitoring data for auditing and future reference.
18. Assess security conditions in project areas and work with the Head of Program and Security Coordinator to address any potential risks to the WASH team's safety.
19. Adhere to safety and security protocols and ensure that all staff follow proper safety measures during field operations.
20. Frequent travel to field sites is required, with extended stays based on project needs, to monitor ongoing WASH interventions and assess community needs.
21. Work in challenging field conditions, including limited resources and basic living accommodations, while maintaining high standards of technical delivery.
Working Conditions:
1. The post-duty station is based in Port Sudan.
2. The position requires frequent field-based work, up to 50% of the time, with extended stays depending on project requirements.
3. Movement is primarily conducted using IRW vehicles or rented vehicles to facilitate project activities in remote or underserved areas.
