 Background:

PURPOSE OF DIVISION:
Through capacity building and through technical and programme support, the International Programme Division keeps the organization focused on the socio-economic and humanitarian needs of vulnerable people.
The division reinforces IR’s implementing structure to enable these people and their communities to develop themselves sustainably and ensures that the organization is prepared to respond promptly and effectively to humanitarian crises. 
The division increases the organization’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organization’s donors. 


JOB PURPOSE:

Ensures effective implementation of IR’s Procurement and Supply Chain Management process in line with IR policies and procedures. Working closely with Programme staff and the finance team to ensure understanding and compliance in the above areas. Promote a culture of integrity and transparency in the procurement process in line with IR's values.

 



 
 Duties and responsibilities:

KEY ACCOUNTABILITIES

The following duties are generic and may differ depending on the requirements of the mission. Under the supervision of the Operations Manager based in Khartoum.


The following duties are generic and may differ depending on the requirements of the mission. Under the supervision of the Operations Manager based in Khartoum. The Procurement Coordinator is responsible for the following duties:

• Coordinate with Operations Manager for execution of procurement and deliveries when directed by supervisor
• Assist Operations Manager in ensuring procurement guidelines and limits are being followed by Country office and all area / field offices
• Assist Operations Manager in bringing improvement in procurement process and guidelines based on procurements Manual 
• Prepare and update agreement formats which can be utilized by Country office, Area and Field Offices
• Prepare all the procurements related contracts 
• Conduct weekly meetings with Finance and Programme Departments to resolve issues and ensure process is running smoothly
• Ensure Procurement staff are following the project timelines for  posting in AX system 
• Work with AX team to bring improvement in the ERP AX as per IRW Sudan requirement
• Responsible for Provide updated Procurement Plan to Operations Manager
• Immediately get deployed in case of emergency as per the directions of P&L Manager
• Prepare reports, charts, summaries etc. for Operations Manager
• Ensure preparedness for emergency response
• Arrange suppliers facility visit
• Provide technical and operational support to the field office, as well as advice on application of procurement management best practice, systems and procedures. Take initiative in management improvement for the procurement function.
• Assess existing procurement operations systems and advise on corrective measures to be undertaken.
• Represent Islamic Relief World wide’s interests within inter-agency procurement activities.
• Ensure the correct implementation of Islamic Relief World wide’s procurement procedures.
• Ensure the usage of required Islamic Relief Worldwide procurement documentation and donor requires and enable the auditing line.
• Manage a local emergency stockpile and goods consolidation point in order to permit the rapid movement of humanitarian supplies. 
• Assist P&L Manager to Design and implement procurement tracking system.
• Review the procurement component of field office budget proposals for consideration during budget review.
• Develop key performance indicators by which localized procurement contracts can be managed.
• Provides advice and guidance to vendors on procurement matters, and coaches suppliers on relevant processes (i.e. Requests for Proposals (RFP), Requests for Quotations (RFQ), bid evaluation criteria other competitive procurement tools) to ensure donor needs are met, the IRW obtains best value, and to ensure
• plans, organizes and leads the bid solicitation process including drafting and floating RFQ, RFP, developing bid evaluation criteria 
• participate on the bid evaluation committees, ensures the integrity of the competitive process, facilitates bidder debriefings, and exercises appropriate judgment and tact while ensuring to protect confidential information
• Prepare request and purchase orders to order materials, goods and supplies, send them to the suppliers.
• Interact with the suppliers on a day to day basis, review deliveries against the orders.
• Ensure timely delivery of goods and all other bindings of legal contracts
• Any Other duties or responsibilities assigned by the Supervisor

 

KEY WORKING RELATIONSHIPS

• Has regular contact with all staff in the Field Office. Close contact with the programme staff and finance team.

SCOPE AND AUTHORITY
Scope of the Role:
The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff. The Procurement Officer promotes the effective use of Procurement, Supply Chain and wider Logistics policies.
Responsibility for Resources: None directly but custodian of ensuring tenders are followed using the policy thresholds
 


 
 Minimum Qualification, Skills and Experience Required:

Essential Qualifications
Education:
A university degree in Business Administration, Economics and/ or Supply Chain higher education (MBA) is an asset 
Work Experience:
• At least 3 years with NGOs of progressively responsible experience in Supply chain / Procurement. Varied warehousing/ 
• logistics functional background is an asset, from procurement to warehousing, transport management and distribution to beneficiaries. 
Experience in international humanitarian response or military operations is an asset
• 3 years experience working in similar Managerial role in an NGO

Skills
• Knowledge and understanding of Procurement and Supply Chain Management particularly in NGOs
• Demonstrates integrity. 
• High level of attention to detail
• Understanding of common challenges faced in supply chain management and procurement procedures. 
• Familiarity with the Millennium Development Goals, Sphere Standards, Do no harm policy, Red-Cross/Red-crescent Code of Conduct, Humanitarian Accountability Programme etc.
• Intermediate IT skills, particularly in Excel and online software
• Able to build the capacity of others 
• An ability to work under pressure with limited support.  
• Intermediate written and spoken English; able to contribute to write high quality news stories. 
• Committed to Islamic Relief Worldwide values and code of conduct  
• Willing and able to travel for up to 20% of role
• Sensitivity to cultural differences 
• Language skills in Arabic

DESIRABLE
• Experience working in an operational NGO with complex procurement requirements.
