 Background:

The IRC restarted operations in Sudan in November 2019 after successfully obtaining re-registration in Khartoum with the transitional government and launching initial programs to support displaced populations in urban settings around Khartoum. 

Sudan is currently experiencing multiple challenges that include macroeconomic crises, armed conflicts and displacement, protracted refugee situations, natural disasters, as well as the COVID-19 pandemic. The result of this crisis is large-scale humanitarian needs across the country leaving an estimated 9.3 million people in need. In November 2020, fighting in the Tigray region of Ethiopia led to the flight of around 60,000 refugees to eastern Sudan, further worsening the humanitarian need. 

In response to growing needs in recent months, the IRC has established a fully functional country program following the work initially done through the emergency response team and expanded humanitarian activities in the east of the country in response to the Tigrayan refugee crisis. The IRC currently has Seven field bases in Gedaref, Kosti, North Omdurman, Atbara, Shendi Port Sudan, and Damazine in addition to the head office in Khartoum, and is looking to expand in program scale, scope, and geographic support over the coming months.

 

Job Overview:  

 

The Warehouse Officer as an integral member of the Supply Chain Department holds primary responsibility for inventory and warehouse management. The role holder will be responsible for implementing the IRC inventory policies about all project items including cycle count, reporting discrepancies, pharmaceutical quality assurance as well as cold chain policies where applicable.



 
 Duties and responsibilities:

  1. Materials Receiving and Dispatch
  • Receive and document materials from suppliers and other sources
  • Inspect materials during receiving and update required documentation
  • Liaise with the Senior SC manager and Supply Chain Coordinator to advise Programs of potential inventory shortages and to provide updates on stock levels
  • Organize a cold chain system and ensure “keep-cool” items are handled appropriately
  • Inspect materials dispatched from the stores and update appropriate dispatch documents
  • Implement GSC SOPs on assets and inventory management.
  • Handle all Contribution In Kind (CIK) and Closed Grant Inventory
  • Organize the replenishment of stock items as the need arises based on an approved purchase requisition

2. Warehouse Documentation

  • Update stock cards, bin cards, and inventory system regularly
  • Implement standard warehouse documentation processes such as delivery Reports, Waybills, Store Releases, Bin Cards, and Stock Cards.
  • Maintain the Warehouse activity book recording (i.e. Warehouse Register) for all outgoing and incoming receipts and activities.
  • Ensure the Warehouse Authorization Schedule is up to date and display

3. Warehouse Controls

  • Participate in, and provide accurate reports for Year-end counts exercise
  • Fully participate in 20% inventory cycle count for all stock
  • Conduct internal inventory checks and keep records of all records 
  • Implement (FIFO, FEFO, LIFO) procedures for goods in the warehouse.
  • Ensure good arrangement of storage facilities with appropriate layouts, and signs display in strategic locations
  • Assign tasks and supervise the working of casual laborers

4. Warehouse Safety and Security

  • Ensure physical security of the Warehouse by restricting visitors and any other unauthorized persons 
  • Implement and ensure clear safety procedures.
  • Ensure the maintenance of warehouse building(s), fittings, and equipment.
  • Ensure the warehouse is regularly fumigated against pests, rats, rodents, etc.,
  • Maintain and periodically service fire extinguishers

5. Reporting 

 

The position holder will:

  • Prepare and submit accurate inventory and Asset reports to the supervisor on time as per donor regulations for Assets.
  • Support with developing and updating warehouse material distribution plans as required.

 

Key Working Relationships: 

 

Position directly supervises Warehouse Assistant for Pharma and Non. Pharma

Other Internal and/or external contacts:

Internal: Regular relationships with program staff, Operations, and country Supply Chain staff at all levels, 

External: Vendors.


 
 Minimum Qualification, Skills and Experience Required:

Requirements:

 

Education: College degree or equivalent in Supply Chain Management, Logistics, and Bachelor of Pharmacy or related field. 

Work Experience: 3-4 years of work experience in supply chain operations (Warehouse/Asset).

Prior experience working in Logistics, Inventory, Pharmacy or Pharmaceuticals management experience or Warehouse Officer Position in a multi-cultural environment.

 

Demonstrated Skills and Competencies:

  •  Fluent in English written and spoken. Knowledge of Arabic is an added advantage.
  • Competent with using computers, especially Microsoft Office Word and Excel spreadsheets, INTEGRA or Enterprise Resource system, and Outlook.
  • General knowledge of supply chain procedures and tools
  • Good mathematical skills
  • Pharmaceutical management skill is required
  • Physically mobile, able to lift 10kg without strain.
  • Strong sense of personal integrity
  • Attention to detail and ability to multi-task
  • Team spirit and problem-solving abilities
  • Excellent interpersonal and communication skills 
  • Remains productive when under pressure
  • Demonstrates a systematic and efficient approach to work
  • Relates and works well with people of different cultures, genders, and backgrounds.
