Duties and responsibilities:
1. PATIENT CARE: - Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MoH/WHO protocols.
- Keep the patient and/or their family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
- Follow up the evolution of the hospitalized/IPD patients, through daily visits, consultations and examinations, prescribing the necessary treatment following MoH protocols, deciding whether they can be discharged or transferred to other departments or secondary/tertiary healthcare facilities – in collaboration with other doctors- and informing their family about the patient’s evolution.
- Check and control the rational distribution of medicines and equipment under their responsibility and take care the quality, disinfection and sterilization of the medical material.
- Assure general compliance with outstanding hygiene standards.
- Participate in the collection and analysis of epidemiological data, checking its validity and informing their line manager or field coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.
- Support training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
- Carrying on-job training to paramedical staffs under his supervision in order to ensure their capacity building
- Knows and ensures all MoH/WHO medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
- Ensure an oral hand over at every team change over, draw attention to any notable events during the shift.
2. MANAGE THE HEALTH FACILITY PHARMACY, MEDICAL SUPPLIES AND EQUIPMENT: - Make regular monthly drugs consumption report, order and inform about needs before shortage of drugs;
- Participate in the preparation of the necessary equipment for the daily consultations;
- Contribute and monitor the HF pharmacy: availability of the relevant drugs and medical supplies;
- Contribute and monitor the quality of the disinfection and sterilization process of the material and medical equipment;
- Is in charge of new needs identification, in terms of drugs and medical equipment;
- Collaborate with HF nurse in indicating the HF needs in medical equipment and drugs;
- Participate in the monitoring of the waste management according to PUI waste management procedures
3. ORGANIZE, MANAGE AND TRAIN THE HF HEALTH AND NUTRITION STAFF: - Supervise and motivate HF health team and more particularly staff carrying out medical activities;
- Follow and collaborate with all the staff in following the implemented activities correctly and scientifically; Organize and work in collaboration with HF nurse and other HF staff;
- Participate to the organization of the HF services in collaboration with HF nurse and other HF staff;
- Check the good course of medical activities within the HF (IMCI, vaccination, CMAM, Lab, pharmacy, FP, ANC and PNC);
- Build the technical capacity of HF staff following national medical protocols;
- Help with the training of a multidisciplinary HF team and particularly staff carrying out medical activities (formal and informal training);
- Assist in the management and training of CHVs attached to the health facility level;
- Help to strengthen the link between CHVs and health facilities;
- Participate in collaboration line manager in the elaboration of rosters for paramedical staff
4. SET UP AND MANAGEMENT OF AN EFFICIENT REFERRAL SYSTEM: - Organize the internal referral process of the patient (triage, IMCI, vaccination, CMAM, FP, ANC, PNC, pharmacy);
- Manage the emergency and electives referral cases according to the PUI referral pathway;
- Support the paperwork and authorization follow-up for the referral process from a medical accountability
- Decide the transfer of the patients to the hospital of reference, in collaboration with the HF Supervisor and Deputy PM when necessary
- Refer complicated SAM/malnourished children to SC/TFC after medical evaluations of the child;
- Refer complicated deliveries as well as complicated pregnancies to secondary or tertiary HF;
- Ensure a medical follow-up of quality and if necessary (and possible) refer to other more specialized HF;
5. MEDICAL DATA COLLECTION, MONITORING, ANALYSIS AND REPORTING: - Compile and send the validated reports in due time to the deputy PM;
- Submit weekly and monthly health and nutrition reports of the HF services;
- Manage and report any suspected communicable disease case according to national protocols and national Disease Surveillance guidelines.
- Analyze the files of death cases in collaboration with DPM and line manager to avoid possible mistake
- Monitor the medical activities, and analyze them in the context, of a public health approach;
- Make propositions of possible evolution if necessary;
- Report immediately to the Deputy PM and Deputy Field Coordinator any problem arising in the service, especially the loss/robbery/damage of medical equipment or supplies;
- Be aware of the security rules and social and political situation in the field at any time and provide feedback to Deputy PM and Deputy Field Co when necessary.
- Analyze the level of indicators achievement and report to the line manager any delay

Minimum Qualification, Skills and Experience Required:
- Education degree: Medical Doctor, diploma and license
- Work experience: 2 year experience minimum as a Medical Doctor. Desirable in tropical medicine, or experience in Public Health , obs and gynae, paediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery. Previous experience working with INGO a plus
- Language skills: Arabic and English (speaking and writing);
