 Background:

As part of our commitment to localization and the delivery of effective and efficient humanitarian assistance, Save the Children is seeking a qualified and experienced individual for the position of Group Cash Transfer Coordinator to support the rollout of a group cash transfer in Khartoum and other locations in Sudan. 



 
 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY:

General

  • Line management of volunteers and coordination with local partners.
  • Responsible for all HF Group cash transfer kick-off meetings at field level, targeting, selection and registration as well as verification of beneficiaries in close collaboration with MEAL team, direct implementation of activities, monitoring, review and closure meetings.
  • Contribute to the development of Group cash transfer sector strategy, technical SOPs, and guidelines by conducting need assessments and discussions with the community.
  • Ensure that humanitarian international standards and approaches are adhered to (such as, but not limited to, Humanitarian Accountability Partnership International (HAP-I) Benchmarks, SPHERE, DAC Accountability Framework) and Save the Children’s Child Rights Programming tools and approaches.
  • Ensure compliance of projects implementation to Donor and SC regulations.
  • Support the management of Group cash transfer activities, ensuring that operational aspects of projects and reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget.
  • Responsible for preparation and timely delivery of detailed projects implementation, 
  • Develop tools and templates to monitor the progress and implementation of group cash transfer activities
  • Responsible for technical capacity support on implementation modalities, plans and strategies., including cash and social support programs. 
  • Identify learning and training opportunities for staff and volunteers and work as a mentor and role model for less experienced staff. 
  • Provide necessary technical training and develop appropriate technical guidelines and materials to SC’s and partner’s staff. 
  • Conduct monthly project progress reviews including progress against objective, budget vs actual and report on the project progress.
  • Responsible for Group cash transfer projects monitoring, taking corrective measures and ensure that resources are used effectively.
  • Liaise with all relevant units and stakeholders to ensure coordinated planning and implementation of GCT’s.

Programme Development and Quality:

  • Support the planning, implementing, and evaluating the group cash transfer pilot in line with Save the Children's policies and guidelines.
  • Collaborate with relevant stakeholders, informal local groups, and community leaders, to ensure effective coordination and complementarity of group cash transfer interventions.
  • Work closely with the MEAL team, to support continuous monitoring of project implementation, quality, measuring of all indicators as well as ensuring that accountability mechanisms in place are reviewed, known to and utilized by beneficiaries. Review all complaints and work with responsible field technical teams or stakeholders to resolve them.
  • Provide guidance on group cash transfer programming, in line with best practices and standards.
  • Work closely with the MEAL (Monitoring, Evaluation, Accountability, and Learning) team and CVA TA to design and implement robust monitoring and evaluation systems for group cash transfer programmes.
  • Support proposal development and drafting of donor reporting for group cash transfers 
  • Actively manages risk and takes action to reduce risk. 

 

Reporting and Documentation:

  • Prepare timely and accurate reports highlighting achievements, challenges, and lessons learned.
  • Maintain detailed records of group cash transfer activities, ensuring all documentation meets requirements.
  • Ensure forecasting and expenditure tracking.[LA1] 

 

Key deliverables:

  • Rolling out group cash transfers in Khartoum State, and other states. 
  • Review and support updating of implementation guidance and tools for group cash transfer programming.
  • Identify informal groups to invite for submission of their group cash transfer proposals and budgets.
  • Identify third-party monitoring volunteers and support training them for real-time monitoring and support cash transfer groups.
  • Identify key capacity gaps and develop a training and mentoring plan for each group.   
  • Support the rolling out training and capacity building of groups based on the training and mentoring plan.
  • Work with the MEAL team to monitor complaints and feedback mechanisms 
  • Lead on drafting lessons learnt. 

 
 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE:

  • Education: Bachelor’s degree in social sciences, International Development, Economics, or a related field. 
  • Experience: At least 2 years of relevant experience in cash transfer programming, with a focus on group cash transfer in both emergency and development contexts.
  • Technical Skills:
    • Strong understanding of cash group transfer programming principles and best practices.
    • Experience in designing, implementing, and monitoring cash group transfer programs.
    • Proficiency in using monitoring and evaluation tools and methodologies.
  • Communication Skills: Excellent verbal and written communication skills in English. Knowledge of Arabic is an advantage.
  • Coordination Skills: Proven ability to work effectively with a wide range of stakeholders, including government authorities, NGOs, and community leaders.
  • Analytical Skills: Strong analytical and problem-solving skills, with the ability to make sound decisions in complex situations.
  • IT Skills: Proficiency in MS Office Suite (Word, Excel, PowerPoint) and familiarity with data analysis software.
  • Personal Attributes:
    • Highly organized and able to manage multiple tasks simultaneously.
    • Ability to work independently and as part of a team.
