Responding to humanitarian emergencies is an essential part of ADD work to fight poverty and injustice and we recognize that emergencies are a cause and effect of both. ADD helps people cope with crises through emergency relief intervention with more focus on women and girls. 

 

Job Summary: 

 

The Procurement Coordinator responsible for ensuring that all logistic, procurement, administration policies and procedures are correctly interpreted, understood and implemented by the ADD staff members & holds itself accountable to accepted international humanitarian principles, standards and codes of conduct, including the Red Cross/Crescent & NGO code of conduct, the Sphere standards, and the HAP principles and standards. The Procurement coordinator oversees all internal office logistic and coordination as stated in the below specific tasks. This includes resources management coordination and provision of Logistic support to Sudan, project team and partners staff. The Procurement Coordinator will report to operation Manager with administrative line relationship with finance /program unit 



 
 Duties and responsibilities:

Procurement Managemet

  • Ensure that the procurement policy is in place, and accessible for others in sub-Offices and updated whenever needed.
  • Ensure all procurement activities are compliant with donor and ADD policies and regulations.
  • Ensure all procurement documents and processes are properly approved as per the authorization level.
  • Working with the procurement committee to ensure that the Vender List is properly documented and all the supporting documents are available and updated when required.
  • Ensure that all procurement requests are timely processed and materials are procured as per description requested and procurement policy, and distributed in an appropriate and timely manner.
  • Prepare PO as per the office needs.
  • Ensure procurement documents are appropriately approved as per the authorization level.
  • Monitor the venders’ performance and maintain reporting tools on venders’ performance on quarterly basis.
  • Maintain proper filing of all procurement related documents.
  • Prepare and share a weekly/monthly procurement status report as required by the procurement policy.

Donors’ conditions and policy implementation 

  • Construable and ensure policies improvement, procedures and forms are in place, and accessible for all staffs.
  • To implement and monitor procurement systems, in accordance with ADD & donors policies and procedures.
  • Build capacity of the field staff on procurement procedures 
  • Quarterly review of quality assurance of procurement support document 
  • With finance team lead donor financial reports  

 


 
 Minimum Qualification, Skills and Experience Required:

Degree in a relevant business field or professional procurement qualification is desired. 
Minimum 3  to 5 years of experience in procurement management at NGOs field.
Strong organizational skills; ability to interact effectively with international and national personnel. 
Excellent oral and written English skills. 
High level of computer skills on MS Office programs. 
A demonstrated ability to multi-task and process information into action as to not delay program activities. 
A clear understanding of procurement ethics and donor compliance is essential.
