ADD helps people cope with crises through emergency relief intervention mainly working through line ministries and local community with more focus on women and girls. Job Summary The HR coordinator under the supervision of Operation manager, is responsible to perform Human resources tasks as mentioned below, and administrative daily tasks office helpers to maintain office cleanliness, manage photocopier use, back-up the reception, and assist the Operation Manager in general support.& Holds itself accountable to accepted international humanitarian principles, standards and codes of conduct, including the Red Cross/Crescent & NGO code of conduct, the Sphere standards, and the HAP principles and standards

Duties and responsibilities:
HR Policy Implementation and Compliance: - Ensure HR policies are uniformly implemented across all ADD offices, adapting as necessary to meet local laws in the Sudan, while maintaining SAPA's standards.
- Act as the point of contact for labor law and compliance matters, working with local legal counsel as needed to ensure adherence to employment laws in each operating region.
- Regularly review and update HR policies, employee handbooks, and procedures to ensure consistency and compliance.
- Maintains the work structure by updating job requirements and job descriptions for all positions.
Recruitment and Staffing - Develop and oversee the recruitment process for all ADD offices, ensuring alignment with ADD’s mission, diversity objectives, and compliance with local regulations.
- Coordinate with department heads to identify staffing needs, create job descriptions, and facilitate selection, including job postings, shortlisting, interviews, and onboarding.
- Maintain an applicant tracking system and provide regular reports on recruitment progress, metrics, and pipeline quality.
Performance Management and Staff Development - Support the implementation of ADD’s performance management framework, including goal setting, performance reviews, and professional development plans for staff across offices.
- Coordinate training programs and workshops focused on leadership, technical skills, and compliance with ADD”s mission and policies.
- Provide feedback to staff and managers on performance-related issues, promoting an environment of continuous growth and accountability
Employee Relations and Well-being - Serve as a primary point of contact for employee concerns, grievances, and conflict resolution, providing impartial and confidential guidance to ADD staff.
- Promote a safe and inclusive workplace culture by conducting regular staff satisfaction assessments and developing wellness initiatives in collaboration with local managers.
- Support the implementation of mental health and well-being programs, with special attention to field-based staff operating in high-stress environments
HR Operations and Systems Management - Oversee HRIS and other HR management systems, ensuring data accuracy, security, and efficiency.
- Monitor and track HR metrics, including turnover rates, absenteeism, and time-to-hire, providing regular updates to the Executive Director.
- Maintain personnel records in compliance with ADD's data protection policies and local regulations, ensuring confidentiality and secure handling of all HR data.
- In collaboration with the sector, department and field office managers lead the set-up staff annual leave plan and achievement monitoring.
- Maintains employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs.
Travel and Safety Coordination - Coordinate travel logistics and arrangements for HR-related trips to ADD offices, particularly for extended stays in field.
- Oversee the development of safety protocols for field missions in collaboration with ADD’s Security Focal Points.
- Act as the point person for ADD’s HR team regarding safety briefings, travel authorizations, and emergency preparedness during field visits.
Reporting and Documentation - Processing monthly payroll in HQ and cross check all sub offices, which includes ensuring vacation and sick time are tracked in the system
- Provide monthly HR reports, including staffing updates, performance metrics, and policy compliance status, to the operation manager and CEO.
- Document all HR-related processes, meetings, and decisions to ensure accountability and transparency.
- Participate in HR audits and provide all necessary documentation to support external reviews by donors or regulatory bodies
Supervision - Technical supervise to all HR officers Assistant in all program CO and field offices
- Conducts performance appraisal for supervisees and provides necessary feedback for performance improvement and development.

Minimum Qualification, Skills and Experience Required:
- University graduate from social Science college or business, administration, Human Resource field is preferable
- Minimum 3-5 years’ experience in Human Resources and administration including.
- Experience working in international NGOs or National NGOs.
- Strong computer knowledge (Excel, Win Word ad Power Point
- Knowledge of country laws such as Labor law and Social insurance and tax laws
- Good English and Arabic language both written and spoken.
