Introduction to the Country Office:

Norwegian church Aid is in Sudan since 1972 and works in the fields of relief, rehabilitation, and development, and works through national partners.
NCA’s Country Office is currently in Port Sudan. It has a Field Office in Al-Gadarif, Al-Gadarif State, where its projects activities encompass GBV, Climate Resilient WASH, Climate Smart Economic Empowerment, and Health. As well, its projects activities in Kosti, White Nile State are implemented by the national partners

 Background:

Norwegian Church Aid (NCA) is a member of the ACT Alliance, collaborating with people and local actors, particularly faith-based organizations, to combat poverty and injustice across various countries. NCA provides humanitarian assistance during disasters and supports long-term development in local communities. To address the root causes of poverty, NCA advocates for fair decisions by public authorities, businesses, and religious leaders.

NCA is active in Sudan, responding to humanitarian crises. The organization's core competencies include Gender-Based Violence (GBV), Climate-Resilient Water Sanitation and Hygiene (WASH), and Economic Development and Food Security (EDFS). By working with and investing in local partners from the outset, NCA builds its capacities for long-term intervention, including recovery and development.

 

JOB PURPOSE

 

The purpose of the GBV Officer role is to implement GBV programs activities through preparing necessary documentation, overseeing activities, follow-up direct field activities, and ensuring compliance with international, national, and NCA standards. The officer will collaborate with the GBV Coordinator and other GBV, other sector staff to deliver timely and quality GBV services, promote survivor-centered approaches, and ensure workplan, procurement plans are followed. Key responsibilities include developing and executing work plans, conducting assessments, and enhancing quality service provision. The GBV Officer will lead field level activities including planning, data collection, activity level reporting. Additionally, the role involves coordinating with other GBV actors on project sites, participating in relevant forums at the field level, and building relationships with stakeholders to ensure integrated service delivery. 



 
 Duties and responsibilities:

MAIN DUTIES

 

Program Management and Implementation

  • Manage assigned field level activities by preparing field level program documents, overseeing activities, supervising and mentoring staff, ensuring compliance, and providing weekly updates while collaborating with the GBV Coordinator on both humanitarian and long-term GBV interventions.
  • Ensure the timely and quality implementation and delivery of GBV services, aligning with program goals and objectives.
  • Ensure NCA’s GBV prevention, response, and risk mitigation activities are implemented in adherence with the minimum international, National, and NCA standards including survivor-centred GBV programming
  • Support the GBV Coordinator in tracking budget, activity implementation plan, and procurement plan on a timely basis.
  • Develop and implement detailed weekly, monthly, and annual work plans for specific projects.
  • Participate in GBV and humanitarian assessments including safety audits to identify needs and gaps in service delivery.
  • Promote the dignity and rights of survivors in all program activities adhering to the survivor-centered approach.

Team Leadership, Staff Supervision, and capacity building

  • Manage outreach staff and volunteers in assigned locations.
  • Supervise activities implemented by volunteers and outreach staff 
  • Provide field level basic trainings for volunteers, community leaders and groups.
  • Conduct weekly field level meetings to review progress, address challenges, and plan weekly activities.
  • Provide leadership and guidance on field level GBV activities including community engagement, psychosocial support and outreach activities to ensure best practice standards.
  • Coordinate and oversee GBV outreach activities including developing and coordinating outreach calendars events.
  • Ensure adequate dissemination of IEC (Information, Education, and Communication) materials based on guidance.
  • Participate in the planning of outreach activities through the TWG and clusters at both the camp and Gedaref levels and attend protection meetings at these levels.

Coordination and Collaboration

  • Coordinate closely with other GBV/Protection actors/ partners at the field to ensure integrated and comprehensive service delivery.
  • Participate and represent NCA in site/field level coordination meetings. 
  • Build and maintain strong relationships with community leaders, local authorities, and other stakeholders.

Monitoring, Evaluation, and Reporting

  • Participate in developing and implementing monitoring and evaluation activities as requested.
  • Collect and submit weekly activity data for analysis.
  • Prepare and submit detailed reports on program activities, achievements, and challenges in a timely manner.

 
 Minimum Qualification, Skills and Experience Required:

Required knowledge, skills, experience, and qualifications.

  • Proven experience in a similar function/role desirable.
  • Experience in GBVIMS and case management
  • Degree or diploma in psychology, social sciences, public health, and nursing required. 
  • At 2 years' experience in GBV/protection/child protection programming.
  • An excellent team player.
  • Flexible and willing to work in rural communities especially field-based/camps.
  • Attended related trainings on GBV and protection (GBV case management, GBVIMS/data management, GBV basic concepts, protection, and community conversations. 
  • Aware of GBV protection issues.
  • Supervisory and team management experience an added advantage.
  • Fluency in English and Arabic, additional fluency, and ability to speak local languages in the assigned location an advantage.
  • Good interpersonal skills to establish effective working relationships with all staff and key stakeholders externally. 
  • Able to communicate effectively at all levels within the organization, including relevant staff working for the NCA, Government, beneficiaries and other coordination bodies.
  • Computer literate especially micro soft work, excel database and power point. Knowledge of other software an advantage.
