Duties and responsibilities:
Program Management and Development: - Oversee the implementation of quality GAVI activities in different locations and cross-border areas and ensure that program goals, objectives, indicators, and targets are met.
- Developing and preparing program work plans for activities in coordination with the Health Manager of the projects.
- Conduct regular monitoring visits to the project sites and cross-border sites, ensuring that projects utilize standardized protocols, policies, and guidelines, as outlined by the Ministry of Health and WHO. Identify technical quality and/or other implementation issues and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established best practices.
- Ensure that the GAVI project activities are implemented in line with the IRC principles: promoting and protecting rights, participation, capacity building, partnership, and holistic programming.
- Work with finance to provide accurate and timely spending plans, cash forecasts, and salary allocations.
- Regular travel to the project site, conduct needs assessments and implementation as needed.
- Develop and implement program strategies, work plans, and budgets in collaboration with key stakeholders.
- Lead the planning and coordination of immunization activities, including vaccination campaigns, outreach programs, and community engagement initiatives. Ensure the timely procurement and distribution of vaccines, cold chain management, and logistics arrangement.
Staff Supervision & Development: - Provide overall leadership and management of the zero-dose immunization program staff in the project era.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

- Ensure training and ongoing capacity-building opportunities for staff in technical and project management skills.
Grant Management and Reporting: - Manage the grants, and work with the Health Manager and Health & Nutrition Coordinator to develop work, spending, and procurement plans for all projects.
- Prepare internal and external reports (such as narrative reports, DHIS data,and reports) within agreed deadlines using IRC and donor formats, as required.
- Review Budget vs. Actual reports monthly, and recommend actions to correct identified problems.
- Work closely and coordinate with IRC Operations, Finance, and Grant departments to ensure compliance with grant requirements.
Coordination & Representation: - • Coordinating with other actors, cross border stakeholders, such as government agencies, health facilities, and community organizations.
- Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, or other relevant actors. • Building and maintaining relationships with key stakeholders, such as government officials, cross-border community leaders, and donors
Monitoring and Evaluation: - Ensure all required donor reports are completed on time and to a high standard.
- Oversee the collection and timely reporting of program data and indicators for the GAVI project in line with IRC's guidelines and according to internal and donor requirements, ensuring timely collection and entry of program data.
- Conduct fortnightly/monthly program data analysis with health staff to discuss progress on grant indicators, and disease trends, define action points for how to stay on track with grant requirements, and follow up with those points.
- Work with the M&E team to produce and analyze all weekly, monthly, or quarterly reports and ensure timely submission of all such reports.

Minimum Qualification, Skills and Experience Required:
Education: - Bachelor’s or master’s degree in public health, Health Management, International Development, or a related field.
- Minimum of [3] years of experience in leading and managing immunization programs, preferably in cross-border or challenging contexts.
- In-depth knowledge of immunization policies, guidelines, and best practices.
- Strong leadership and management skills, with the ability to supervise and motivate a diverse team.
- Experience in cross-border collaboration, partnership development, and stakeholder engagement.
- Excellent organizational and coordination skills, with the ability to manage multiple priorities and meet deadlines.
- Strong analytical and problem-solving skills, with the ability to interpret data, identify trends, and make evidence-based decisions.
- Excellent communication and interpersonal skills, with the ability to engage with diverse stakeholders and facilitate effective collaboration.
- Experience in monitoring and evaluation, including data collection, analysis, and reporting.
Version 1, January 2016 - Familiarity with the cultural, social, and political context of the cross-border area is an asset.
