Emergency Response Program Coordinator

 Background:

SOS Children’s Villages (SOS CV) in Sudan is in search of a seasoned and highly capable Emergency Response Program Coordinator to lead and manage our program portfolio within Sudan. The role encompasses oversight of emergency-focused initiatives in sectors such as Economic Recovery, Protection, emergency shelter, distribution of non-food items, WASH (Water, Sanitation, and Hygiene) activities, Food Security and Livelihoods, and Multipurpose Cash Assistance. The Emergency Response Program Coordinator will be accountable to the coordinator and will contribute to the development of sector strategies and represent SOS CV in key coordination platforms.

The incumbent will ensure that SOS CV’s programming adheres to the organization’s quality benchmarks and complies with donor requirements, implementing a program-based approach across projects while maintaining a focus on protection. Moreover, the Emergency Response Program Coordinator will be pivotal in identifying and securing funding opportunities for emergency projects through both internal and external donors, initiating the proposal development process.

Based at the National Office, currently located in Kassala, this role necessitates extensive travel to other SOS CV operational sites. The position holder will consistently engage with the Head of Function and Technical Coordinators.

SOS CV Sudan remains dedicated to the ongoing capacity building of its workforce. Those in leadership positions are expected to continuously evaluate the training and development needs of their teams and, in collaboration with HR, design and implement capacity-building initiatives through structured training, personalised mentoring, and coaching.



 
 Duties and responsibilities:

Key Responsibilities:

Project Management and Implementation: 

  • Coordinate and harmonise SOS CV’s emergency Programs. 
  • Directly oversee the implementation of Humanitarian Assistance projects under a portfolio of donors, ensuring program quality and budget management across all field sites. 
  • Conduct regular on-site visits to monitor ER program implementation quality at the community level and provide technical advice to field staff as necessary. 
  • Ensure with the ER project managers the relevance and implementation of technically sound beneficiary selection criteria and approaches. 
  • Strengthen SOS CV’s information management, including standardized databases for Humanitarian Assistance for planning purposes. 
  • Support donor reporting by ensuring the timely and quality of the report submitted, ensuring compliance with the donor tools and requirements.
  • Develop protocols and guidelines for Humanitarian Assistance activities and train/coach staff to understand and implement them, ensuring strong integration and cooperation with other relevant sectors. 
  • Participate in ER staff recruitment, onboarding, capacity building, and performance appraisal processes. 
  • Enhance ER team capacities through planned and implemented training, on-the-job mentoring, guidance, and technical support.

 Program Development and Quality: 

  • Assist in developing the ER strategic framework for SOS CV.
  • Identify gaps and opportunities for further programming, support needs assessments and gap analyses, and contribute to proposals and other program development initiatives. 
  • Proactively identify potential funding opportunities for emergency projects with internal and external donors, and initiate the proposal development process. 
  • Develop risk analysis for the area of responsibility and ensure constant updates.
  • Ensuring personal development and capacity building of team members in the ERP, when necessary, as well as documenting evaluations of co-workers;

 Monitoring, Evaluation & Learning: 

  • Support the M&E team in gathering appropriate and accurate data on outputs and outcomes. 
  • Develop internal learning systems and adjust programs as needed based on new opportunities or challenges. 
  • Collaborate with the Finance Manager and MEAL coordinator to develop assessment tools and planning. 
  • Support the development of accountability, ensuring compliance with the Core Humanitarian Standard (CHS). 

Finance, Procurement, and Administration: 

  • Oversee the overall ER program budgets, with support from the Finance Manager and ER project managers. 
  • Ensure the ER procurements procedures are in line with SOS CV standards. 
  • Ensure HR policies are followed, including regular Performance assessment with all staff under supervision. 
  • Proactively seek training on operational policies and processes for teams if gaps in understanding are identified. 

Coordination & Representation: 

  • Support the Head of functions and programs in identifying partnership opportunities and liaising with local partners for activities and implementation relevant to SOS CV action. 
  • In consultation with NMT, coordinate with national, local, and international actors, and participate in working groups and sector meetings relevant to SOS CV action at the national level.
  • Stay informed on developments in the humanitarian environment in Sudan and provide timely analysis of key issues.

 
 Minimum Qualification, Skills and Experience Required:

Experience and Technical Competencies:

  • At least 5 years of proven international experience working for an INGO, with at least 2 years in a similar position.
  • Demonstrated experience in project cycle management. 
  • Proven knowledge and application of gender, age, and disability mainstreaming strategies.
  • Strong leadership skills and competence in people management, including managing multicultural teams. 
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills. 
  • Demonstrated experience in professionally representing the organization and negotiating and defending SOS CV’s interests with government officials, local organizations, and other groups. 
  • Excellent writing and editing skills for external audiences, including governments and donors.
  • Experience in producing high-quality technical material, such as training material, program tools, proposals, and strategic documents. 
  • Proven ability to live in areas affected by conflict with basic living conditions for prolonged periods.
