 Background:

The IRC restarted operations in Sudan in November 2019 after operating from 1982 until 2009, successfully obtaining re-registration in Khartoum with the transitional government, and launching initial programs to support displaced populations in urban settings around Khartoum. Sudan is experiencing multiple challenges generating including macroeconomic crises, armed conflicts and displacement, protracted refugee situations, and natural disasters. The result of this crisis is large-scale humanitarian needs across the country leaving an estimated 9.3 million people in need. In response to growing needs in recent months, the IRC has scaled up capacity through the emergency response team and expanded humanitarian activities in the east of the country in response to the Tigrayan refugee crisis. The IRC currently has five field offices in Gadaref, South Kordofan, White Nile, River Nile, and Blue Nile in addition to the head office in Port Sudan, and is looking to expand in program scale, scope, and geographic support over the coming months.

 

Job Overview:

  

Under the supervision of the Head of the P&C department and with the support of field office P&C officers. Recruitment Officers, one Recruitment Officer. The position holder will be in charge of the Recruitment function and Internal Staff Mobility for the Sudan Country Program. He/she will be the focal point for any queries on all recruitment and mobility matters. He/she will also take an active role in supporting the Head of HR with workforce planning.



 
 Duties and responsibilities:

Recruitment

  • Responsible for leading all the steps of the recruitment cycle in line with IRC Recruitment Guidelines and P&C Best Practices.
  • Responsible for exploring and recommending new sourcing methods to attract more active, passive, and diversified candidates.
  • Support the hiring manager with identifying the position requirements, elaborating the job description, and positioning in the salary scale.
  • Responsible for advertising and sourcing the candidates via appropriate channels.
  • Working with the hiring managers, screening candidates' applications according to the pre-agreed criteria.
  • Carry out the interview and recommend the way forward with each candidate. 
  • Draft and revise all supporting documents related to employment contract approval as stated in the checklist form keeping it in order.
  • Guide the hiring manager with the selection of the best candidate. 
  • Prepare employment offer letter and follow up with unsuccessful candidates.
  • Close the recruitment and transfer the file to the HR Officer for contract and staff onboarding. 
  • Documentation is responsible for maintaining recruitment and selection panelists’ agreement interview notes and administrative records for each filled post.
  • Job applicant/candidate inquiries: listening to grievances of candidates, facilitating and follow-up of applicant/candidate requests, and implementing timely feedback and communication protocols.

Internal Mobility

  • Responsible for handling internal mobility for the Sudan Country Program in compliance with IRC Mobility Guidelines and organizational Best Practices.
  • Identify and contact internal candidates for vacant or new positions and be the focal point for internal candidates’ expression of interest.
  • Screen and interview candidates according to criteria established by the manager
  • Prepare employment offer letter.
  • Close the mobility and transfer the file to the HR Officer for contract and staff transfer.

Workforce planning:

  • Under the lead of the Head of P&C, take an active role in workforce planning for the Sudan Country program and support with:
  • Determining workforce demand and supply.
  • Identifying resource and proficiency gaps, analyzing the gap, and Developing/Modifying Workforce Plans to address the gaps.
  • Initiating Activities Required Per Workforce Plan.
  • Auditing Procedure

Organizational development:

  • Under the lead of the Head of P&C, support with the elaboration of the recruitment strategy.
  • Under the lead of the Head of Department update the Recruitment and Mobility Guidelines.
  • Coordinate regular training for hiring managers: screening and interview techniques.

Monitoring and Reporting:

  • Regularly assess the legal environment to ensure the recruitment and mobility are aligned with national legal requirements and advise when changes in policies or practices are required.
  • Provide weekly, monthly, and quarterly Recruitment metrics as required.
  • This job description is not comprehensive and additional responsibilities in the remit of the role may be added according to the function.
  • Update all HR systems PROMISE, Employee Directory, People Directory, Monthly Management Report, and Security role Mapping.
  • Updating recruitment tracker every week in coordination with P&C officers for the sub-offices.

Key Working Relationships

  • Position Reports to Head of P&C Department, Sudan Country Program Position supervises: One Direct report  Recruitment and Mobility Officer and indirectly working with P&C Officers
  • Other Internal contacts: All staff and departments within the Sudan CountryProgram

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s /Post Graduate degree in Business, Human Resources or related

      Preferred experience & skills: 

  • 4 years of experience with recruitment or experience in recruitment within an HR generalist role is required. 
  • Experience working with an ApplicantTracking System is a plus.
  • Experience with handling internal mobility is a plus.
  • Experience working for an INGO. 
  • Ability and willingness to travel to field sites. 
  • Strong management, coaching, and mentoring skills are required.
  • Strong organizational skills as well as interpersonal skills.
  • Ability to work in a fast-paced/changing, deadline-oriented environment.
  • Solid presentation and interpersonal skills and ability to convey information effectively
  • Real interest in capacity building and providing technical support and guidance to hiring managers and colleagues on all recruitment and mobility matters.
  • Experience providing training and staff development is a plus
  • Proven sense of professional discretion, integrity, and ability to run situations diplomatically and to effective resolution.

 

Language Skills: 

  • Fluency in English and Arabic is essential.
