 Background:

The IRC restarted operations in Sudan in November 2019 after operating from 1982 until 2009, successfully obtaining re-registration in Khartoum with the transitional government, and launching initial programs to support displaced populations in urban settings around Khartoum. Sudan is experiencing multiple challenges generating including macroeconomic crises, armed conflicts and displacement, protracted refugee situations and natural disasters. The result of this crisis is large-scale humanitarian needs across the country leaving an estimated 9.3 million people in need. In response to growing needs in recent months, the IRC has scaled up capacity through the emergency response team and expanded humanitarian activities in the east of the country in response to the Tigrayan refugee crisis. The IRC currently has five field offices in Gadaref, South Kordofan, White Nile, River Nile, and Blue Nile in addition to the head office in Port Sudan, and is looking to expand in program scale, scope, and geographic support over the coming months.

 

SCOPE OF WORK: 

 

The Senior Compliance Officer - Roving is responsible for ensuring that day-to-day HR functions are performed to a high standard in accordance with IRC policies, procedures, and best practices in P&C. This includes ensuring that compensation and benefits are aligned with organizational policies, roles, and regulations. Monitoring and optimizing compensation and benefits packages to attract and retain staff is also a key part of the role.



 
 Duties and responsibilities:

  • Research compensation and benefits policies and plans in parallel with the labor market evaluate our position and share suitable recommendations in line with business orientation and budget.
  • Ensuring compensation and benefits plans are cost-effective and competitive in comparison with sister INGOS in cooperation with regional and HQ department-related in addition coordinate with Birches company and fill the necessary form related timely.
  • Monitoring and researching compensation and benefits trends in the organization for different staff categories and making sure we have related policies and MEMO for each with full approval from the CD.
  • Comparing benefits and compensation plans, job classifications, and salaries through data and cost analyses.
  • Assist in implementing and administering benefits programs, including disability, life insurance, workers’ compensation, employee assistance, retirement, and other plans.
  • Designing reports and recommendations based on research and market analysis.
  • Design compensation packages and bonus programs for management/staff that align with the company’s strategic plan.
  • Ensure salaries and benefits comply with the current legislation and pay equity.
  • Identify trends and implement new practices to engage, motivate employees, and attract talents
  • Evaluate and report on the effectiveness of employee benefit programs.
  • Create a consistent compensation guideline that matches our work and organizational culture
  • Design, implement, and manage salary classification and compensation programs.
  • Prepare occupational classifications, and salary scale plus grading structure
  • Oversee competitive analysis, merit increases, and salary structure following the performance end-year check-in feedback.
  • Determine appropriate base pay for various positions in line with the approved salary scale.
  • Forecast budget for salary increases.
  • Manage Medical insurance program for national staff in coordination with contracted medical insurance, register new employees and their dependence in the medical insurance system, remove staff who left the organization from the system, claim any medical reimbursement for staff as well claim any funds should be paid back to the organization because of staff termination more over coordinate with supply chain before end of the contract of service agreement and tendering process.  
  • Administer different types of leaves for all national staff and international staff.
  • Update all related folders in soft and hard copies and keep them ready and hands-on for any expected audit or revision by any of the external supervisors.
  • Prepare final payment based of on the supporting documents related to final dues to the staff.
  • Ensure all the payroll data is injected into the payroll systems correctly.
  • Monitoring all the salary changes for all reasons like compa ratio, internal mobility, Merit increase, and salary adjustment because of salary survey feedback or hyperinflation exceeding 15% in three consecutive months.

Related Report:

 

  • Generate reports for payroll payments through the PROMISE system every month.
  • Monitor staff time sheets for different types of payrolls, National, international, and incentive workers.
  • Monitoring tools for Final payments.
  • Update leave reports.
  • Update the Social Insurance tracking sheet for national staff and make sure the receipts for Social Security are kept in a box folder related.
  • Monitor the contracts for medical insurance, legal advisor, and Sudan job and bids.
  • Update trackers for Zakat, Personal income tax, and stamp duty tax.
  • Update the payroll reconciliation sheet on a monthly basis in the Excel sheet and Promise ERP System.

 

HR Skills Development

 

  • Monitor and ensure that HR duties of all Field HR focal points are performed satisfactorily.
  • Liaise and provide HR technical support and guidance to the HR Field Focal Points. 
  • Ensure timely and accurate reporting from the field offices.

 

Terminations/Separation

 

  • In collaboration with Field HR teams, ensure all termination documentation is completed before being forwarded to HR Coordinator for review.
  • In coordination with field HR teams, develop and maintain quarterly reports to ascertain the period it takes to finalize terminal benefits.
  • Perform other relevant duties as assigned (of a similar nature or related and in the interest of the organization) 

 
 Minimum Qualification, Skills and Experience Required:

Education

  • Bachelor’s degree in human resources management or industrial and organizational psychology or equivalent, HRMIS, master’s degree 
  • Professional HR certification or training in relevant fields is highly desirable. 

Experience

  • A least 5 years of compensation and benefits specialist of advisor in a similar role.
  • Substantive experience working in HR Compliance with a strong analytical and operational background.
  • Previous experience working with an international NGO or Multinational companies in a cross-cultural setting, in the HR sector.
  • Previous team leader experience and knowledge of team dynamics are desirable.

  • Required to be discreet and maintain confidentiality
  • Willingness to travel frequently to field offices all filed locations.
