 Duties and responsibilities:

Brief Background:

UPO have received funding from multiple donors and is currently implementing many projects across many states. The rapid growth in UPO program has necessitated the organization to carry out a significant restructuring of its workforce including recruitment of new staff in numerous positions created to improve service delivery to the beneficiaries. 

 

Key Tasks:

  1. Lead the HR day-to-day operation across the organization including for the field offices.
  2. Organigram restructuring: The consultant to review the current UPO organization chart and structure, including clear reporting line and deputization process.  Restructuring of the current chart is needed to absorb the ongoing recruitment 
  3. Recruitment: The contractor will put in place a screening process that is objective and more importantly, will be able to filter out the best applicants to be considered for further round of selection at field level. The contractor will clearly outline the entire step by step process required for selection; will lay out the pre-tests to be conducted and the interview system. The contractor will propose a method by which final decision on the selected candidate be taken and system by which the selected candidate will be informed. 
  4. Provide staff induction on UPO policies including HR, and other policies 
  5. Develop Capacity building Plan and implement. Develop a capacity building plan including mandatory trainings, hire relevant consultant/trainers to provide the training to the selected team.     
  6. Performance and appraisal management:      develop appropriate tools for performance management and appraisal approach.
  7. Proper filling system: establish filling system and files for the whole staff of UPO both field and National
  8. Compensation package, grade incentives and reward to employee: The consultant has to suggest remunerations structure for various positions based on national laws and regulations and professional qualification of the candidate being considered for a position with UPO.   

 
 Minimum Qualification, Skills and Experience Required:

. Deliverables:

The below listed deliverables are expected from the consultant:

  1. Recruitment and on boarding (new staff) and address any other recruitment needs for the organization 
  2. Provide orientation and induction for all policies of the organization for the staff
  3. Comprehensive salary packages, incentive and reward policy developed 
  4. Automated HR system installed and functional 
  5. Up-to date staff data and files recorded. 
  6. Final revised structure is made to absorb the recruitment.
  7. Capacity building support provided to the team.
  8. Clear handbook is prepared and available for the all the staff. 
  9. Daily needs and issues are addressed, supports and advice is provided to the relevant department. ( staff attendance, policy compliance, salaries, dues, leaves
