 Background:

To lead and manage financial operations, reporting, and budgeting processes, ensuring effective financial planning, compliance with organizational and donor requirements, and accurate, timely financial reporting to support program implementation and decision-making



 
 Duties and responsibilities:

Support programme teams in budget preparation, review, and revisions in line with project requirements. 

Assist in the preparation of donor financial reports in accordance with grant agreements and compliance standards. 

Provide financial guidance to project managers and budget holders to ensure effective and compliant budget utilization. 

Ensure all financial operations and activities comply with organizational and donor policies, procedures, and requirements. 

Monitor organizational cash flow and prepare Fund Transfer Requests (FTRs) in alignment with project cash flow projections. 

Review and verify all outgoing payments and transfers prior to approval and disbursement. 

Monitor project budgets regularly to prevent over- or under-expenditure. 

Maintain up-to-date knowledge of local financial regulations and ensure compliance with tax and legal requirements. 

Oversee accurate and timely payments to suppliers, contractors, and service providers. 

Reconcile field office control accounts with country office records on a regular basis. 

Liaise with banking institutions and prepare monthly bank reconciliation statements. 

Support and ensure transparent procurement processes in compliance with policies and procedures. 

Facilitate cross-charging of shared costs across projects where applicable. 

Review payroll processing and ensure accurate salary disbursement on a monthly basis. 

Maintain effective controls and tracking systems for staff advances. 

Ensure adherence to internal controls and financial policies in all transactions. 

Manage finance department workflows to meet reporting deadlines for the Regional Office, HQ, and donors. 

Lead and coordinate both internal and external audit processes. 

Develop and improve financial reporting tools and formats to support effective management of grants and operations. 


 
 Minimum Qualification, Skills and Experience Required:

 

It is essential that the post holder shows a good understanding and sympathy with Humanitarian principles as well as commitment to Human Appeal UK vision, mission and safeguarding as well as PSEA. 

Essential: 

Knowledge, Skills and Qualifications (Bullet Points) 

Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field (master’s degree or professional certification such as ACCA, CPA, or equivalent is an added advantage). 

Experience (Bullet Points) 

5-7years experience in finance, accounting, or equivalent section, preferably with experience in INGOs, UN, or donors. 

Key Personal Qualities (Bullet Points) 

Strong familiarity with project cycle financial management and donor reporting requirements.  

Proven experience in designing and implementing financial best practices and internal controls.  

Demonstrated ability to build staff capacity through coaching, training, and mentoring.  

Proactive, dynamic, and highly motivated, with a collaborative approach to problem-solving.  

Strong commitment to delivering timely and high-quality financial outputs.  

Ability to work effectively under pressure, manage competing priorities, and meet tight deadlines.
