 Background:

WHO WE ARE

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

THE PURPOSE

 

The Armed Forces and Security (FAS) Program Assistant supports the implementation of the FAS program in Sudan in order to promote the respect of International Humanitarian Law amongst weapons bearers and improve the understanding and acceptance of humanitarian action.



 
 Duties and responsibilities:

  • Organizes IHL training sessions, meetings, and conferences under the guidance of the Head of sub-delegation (HoSD) and of the FAS Delegate (and/or in some cases the FAS Program Adviser), and in coordination with the Protection Team leader (PTL),
  • Applies relevant administrative and logistics procedures and acts as a translator if necessary.
  • Contributes to the analysis of the Protection and field teams.
  • Contributes to the development and production of communication tools and training materials.
  • Independently creates, maintains, develops, and feeds a database containing various levels of military and police authority contacts or other relevant external interlocutors (military or police attachés, NGOs, UN system, etc.). 
  • Feeds the arms carriers mapping project.
  • Represents the ICRC during meetings or dialogue with interlocutors.
  • Initiates and prepares analytical documents on developments within the military and armed groups and how they relate to the ICRC work, and reports on security issues relevant to the ICRC.
  • Contributes to the scanning and analysis of the socio-political, economic, and humanitarian environment.
  • Provides written reports on training sessions, monitoring trips, and other activities as required, and compiles monthly consolidated statistical reports for the HoSD, the FAS Delegate and the PTL
  • Contributes to the Planning for Result (PfR) and Monitoring for Result (MfR) process, measuring the effectiveness of FAS activity.
  • Follows financial management rules and operates within budget.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree and/or Military or Police Academy with proven studies of IHRL-IHL are equally accepted.
  • At least 3 years of relevant experience.
  • Previous experience in Law Enforcement in a command position is a strong asset.
  • Legal and security studies an asset.
  • Military and police experience an asset.
  • Fluent in written and spoken English.
  • Excellent communication skills.
  • Excellent capacity to analyse the political and social environment.
  • Teamwork skills and availability to work in difficult environmental conditions.
  • Availability to travel frequently for field missions.
  • Computer literacy.
  • Proficiency in Planning and Organizing, Events management, and Capacity building.
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
