Background:
To support the design, implementation, and management of the MEAL system for a specific project or program. You will work closely with project or program teams to ensure that monitoring and evaluation (M&E) plans are in place and being followed. Additionally, the MEAL officer will be responsible for ensuring that program data is collected, analysed, and reported accurately and in a timely manner. The MEAL officer will ensure implementation of the M&E plan for programs including monitoring progress against planned activities, critical milestones, and targets as well as providing support and guidance to program officers and government counterparts to ensure that the data collection, data management, and reporting, are of the highest possible quality.
Duties and responsibilities:
1.COORDINATE DATA COLLECTION, DATA QUALITY MANAGEMENT, ANALYSIS AND STATE LEVEL REPORTING:
Support and participate in the design of program monitoring and evaluation tools (registers, reporting templates, databases, etc.) to track Health, Nutrition and PSS related projects.
In collaboration with implementing partners and relevant PUI staff, ensure timely data collection, compilation, and reporting according to the program M&E plan.
Conduct monthly data analysis and prepare monthly program PMT progress reports.
Ensure the program database is updated regularly.
Support project feedback meetings with communities, facilities, and authorities
Support the MEAL Manager to implement assessments according to the M&E plan.
Support the MEAL Manager in data management for rapid assessments, situational analysis, surveys, evaluations, and research as required.
Plan, forecast, and facilitate the production and supply of MEAL tools and materials to supported sites.
2. SUPPORT PROGRAMME SUPERVISION, MONITORING AND EVALUATION:
Support the MEAL Manager to monitor Health, Nutrition and PSS projects at the intervention states/localities and communicate findings and progress to grogram managers.
Participate in the evaluation of Health, Nutrition and PSS projects, focusing on data management of evaluation datasets.
Support the dissemination and use of evaluation and research reports and propose changes for improvement to the program team.
3. SUPPORT DOCUMENTATION, REPORTING, KNOWLEDGE SHARING, AND EFFECTIVE FEEDBACK MECHANISM:
Support coordination of projects monthly, quarterly, biannual, and annual reviews and reports as required
Participate in the dissemination of program information to communities and other stakeholders through a regular feedback mechanism
Manage the beneficiary feedback and complaint response mechanism database
Work with program teams to collect information on potential case studies and success stories.
Update shared drive with program monitoring documents regularly.
4. Capacity Building
Provide training to field-level project staff on the use of the M&E system including survey sampling and piloting of M&E tools, conducting assessments and the implementation of periodic evaluation activities including baseline surveys, research and evaluations in all sectors

PRIORITIES OF THE DEPARTMENT:
Ensure the implementation of M&E activities of the MEAL Plan in collaboration with the Beneficiaries, Partners and project teams
Providing accurate M&E qualitative and quantitative data collected in the field according to external and internal deadlines
Support the MEAL Department to achieve its goals through the occasional undertaking of additional activities that contribute to the overall ability of the organization to achieve its stated outputs
Ensure a robust M&E system is in place so that the implementation of the projects is of a high quality and accountable to beneficiaries, partners and donors
Mainstream accountability into all stages of the project cycle
Ensure improvements in project design by listening and responding to the views of beneficiaries, stakeholders and partners
Adhere to Humanitarian Accountability Partnership (HAP) standards especially in regard to information sharing, beneficiaries' participation, complaints and feedback mechanisms and accountability in monitoring and evaluation
Minimum Qualification, Skills and Experience Required:
MANDATORY REQUIREMENTS Language skills: Strong command of writing and editing documents in English and Arabic Education degree: - At least a University degree in Statistics, Mathematics, Computer Science, Information Management, Demography, Sociology, or a numeracy discipline from a recognized institution. - Postgraduate or Master's degree is desirable. Work experience: - At least 2 years of work experience in a similar field in an international NGOs/On-site training in social or monitoring work.
