 Background:

The Food Security and Cash Technical Coordinator will provide leadership and management support to the Emergency Food and Cash and Voucher Assistance Team so as to ensure that all food and cash programs are implemented in line with the set standards and objectives. Emphasis will focus on quality food and cash programming, within the framework of emergency, resilience and recovery efforts. The Coordinator will ensure the program is aligned with CARE's strategic objectives and donor requirements while promoting accountability, compliance, efficiency, effectiveness and high-quality implementation. The role demands close collaboration with internal teams, national partners, external stakeholders and beneficiaries to maximize the impact of food/cash-based interventions.



 
 Duties and responsibilities:

1. Beneficiary Targeting, Selection & Registration 

. Implement Community Based Targeting, under the Cash/Emergency food Assistance projects among the communities in a clear understandable manner according to the guidelines provided. 

2. Mobilize the Emergency Response Rooms (ERRs) and other emerging community structures.
3. Guide the process of committees/groups selection for GCTs.
4. With MEAL team, identify and roll out robust software for beneficiary registration, database management, visualization, etc.
5. Facilitate beneficiary selection and validation process using the KOBO and other online systems. 
6. Assist community to solve problems related to the food/cash distribution process.
2. Commodity, Cash & NFIs Management 

1. Lead in all food commodities, cash and NFIs management processes.
2. Ensure that all commodities delivered at the FDP are properly accounted for based on the approved distribution plan, inform the relief/distribution committees on the quantities of food expected, ration scales and the expected date of arrival of commodities. 
3. Monitor commodity movements, including delivery of commodities and NFIs at the FDP. Supervise receipt/offloading by the relief committees to ensure accuracy of quantities, content and quality as per the waybills. Ascertain signatures on the waybill documents as well as losses, damages and excesses. In case of damage arrange for reconstitution.
4. Schedule NFIs, commodity/cash distribution dates with relief committees and communicate to the beneficiaries as per protocol.
5. Oversee the distribution process using Commcare/SCOPE e.t.c in collaboration with the relief committees and ensure correct rations are distributed.
6. Counterchecking the beneficiary mobile numbers and configured system names and share with the CARE finance team for the transfers.
7.  Collaborate with sector leads within CARE to ensure integrated program delivery and maximization of impact.
3. Project Monitoring, Documentation, and Reporting 

1. Overall, facilitate the process of project monitoring with targeted community members ensuring that project schedules are adhered to. 
2. Oversee market monitoring activities and produce periodic updates/reports.
3. Based on assessments, guide on modality selection (cash, voucher, in kind or combination).
4. Document monitoring sessions and integrate learnings, feedback
5. Monitor community project implementation and measure/collect work norms on monthly basis. 
6. Lead the preparation of project detailed implementation plan (DIP) and monthly progress review exercises. Ensure that the DIP and spending plans are adhered to. Develop detailed weekly activity plans for teams and track progress.
7. Ensure the implementation of the project log frame and M&E plan. Work with the MEAL team to update the indicator tracking tables, confirm project reach for MEAL validation.
8. Suggest, share, test, and implement tools to track changes and impact on the project beneficiaries. 
9. Identify and plan for addressing weak areas in the project implementation at field level
10. Prepare documentation on commodity movements and distributions properly using Commcare/SCOPE e.t.c. 
11. Review the monitoring plan with the local level partners to reaffirm commitments.
12. Collect monitoring data with community members in a collaborative and systematic fashion.
13. Provide proper documentation of losses and reconstituted commodities.
14. Report on any incidences touching on security at the distribution centres.
15. Prepare and submit high-quality reports on program progress, challenges, and outcomes to CARE’s senior management and donors.
16. Participating in monthly, quarterly, and end project reports and success stories in the project.
4. Stakeholder Engagement

. Liaise with Community, Government authorities, national partners, other stakeholders; provide project information regarding beneficiary registration, commodity/cash distribution, distribution plans, and project progress.
2. Represent CARE in high-level coordination meetings with peer organizations, donors, CWG, partners and other stakeholders, advocating for effective cash and emergency food assistance strategies.
3. Identify and report on other needs such as health care, additional food needs, development activities, or any other rehabilitation and/or development activity.
4. Train communities on beneficiary and committee members selection, do not harm principals.
5. Support ETL in roll out of new initiatives in Cash/FFA within the community
6. Implement accountability mechanisms, including feedback and complaints systems, to ensure the program's responsiveness to beneficiaries' needs.
5. Compliance, Risk Management, and Accountability  

1.  Oversee the implementation of compliance frameworks to ensure that all cash assistance activities adhere to CARE’s policies, donor requirements, and local laws. 
2. Monitor and manage risks associated with cash programming, including fraud, security, and operational risks.
3. Ensure that all protection issues, including safeguarding concerns, are promptly reported and addressed in line with CARE’s protocols.


 
 Minimum Qualification, Skills and Experience Required:

- Bachelor’s degree in a field related to project management, Agriculture, humanitarian leadership, international development, business administration, economics, rural development or similar.
- 5+ years proven experience with International NGOs in emergency relief, rehabilitation and transition programming especially in fragile contexts.
- Extensive experience in food and cash programme management and implementation of multi-sectoral emergency response projects.
- Excellent proven track record of donor relations with multiple donors.
- Strong contextual knowledge of Sudan ‐ social, cultural, and economic context, priorities, and constraints
- Knowledge of the humanitarian program cycle, humanitarian coordination frameworks, and the general humanitarian funding landscape.

Languages:

• Fluency in English and Arabic is required (spoken and written).
