 Background:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



 
 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY:

  • Actively monitor and follow up on implementation of the HR-related actions and recommendations contained within the relevant reports and tracker, as well as any relevant audit recommendations.
  • Focal point for all deployed staff supporting with the response. Ensure staffing and deployment during emergency situations.
  • Actively lead with recruitment of emergency staff by ensuring that all due processes are approved in line with the local HR manual and labour law and documentation is maintained and filed. 
  • Support the development of an in-country emergency roster / surge system to support the timely human resources scale-up in emergencies.
  • Follow up and ensure emergency roles are posted on internal and external platforms at the earliest possible time, support with screening of CV’s, setting up of interviews, participating in the interview selections process and compiling interview documents with panel recommendations.
  • Actively support in ensuring effective contract management for all emergency related roles. (New hires contracts, employment expiration dates, notifications to line managers on contract end dates, performance documents.)
  • Conduct legal vetting and reference checks for successful candidates in accordance with SCI standard procedures and local HR manual
  • Provide operational HR support with onboarding of new emergency recruits and ensuring that all mandatory trainings are completed within target timeframes.
  • Ensure a proper and standardized exit management process is in place for exiting temporary or project staff 
  • Support in strengthening HR systems, policy and practice in key HR areas such as recruitment (surge capacity), induction, training, performance management and staff care
  • Make use of all available policy, practice, checklists and guidelines (HR minimum standards, emergencies HR toolkits) and ensure Save the Children good practice is in place
  • Monitor, evaluate and report on the effectiveness of core and targeted HR initiatives, programs, policies, standards and practices once implemented.
  • Promote and monitor compliance with HR-related policies, processes, and standards throughout the field offices recommending and tracking remedial action when necessary
  • Assist with the analysis of HR needs of a programme and look for sustainable solutions.  Provide a generalist HR service to managers across a full range of HR issues
  • Support in advising on complex people management issues, discipline and grievance issues
  • Assist in monitoring and reviewing the impact and effectiveness of HR management interventions
  • Technical capacity building of HR team within the Country Office 
  • Monitor, evaluate and report on the effectiveness of core and targeted HR initiatives, programs, policies, standards and practices once implemented.
  • Understand SCI’s strategy, direction of travel and employee needs in order to deliver people solutions, which help to achieve SCI’s objectives and enable employee happiness and growth

 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE

 

Essential

  • A bachelor’s degree Business Administration, Human Resource Management or related Social studies from a credible institution. 
  • Minimum of 5 years as HR professional with at least 3 years of experience in I/NGO at managerial/Senior level within a complex country programme in emergency response/humanitarian environments
  • Experience of working in remote field bases with limited infrastructure
  • Proven operational HR track-record – experience of providing a senior generalist HR service to managers across a full range of HR issues
  • Excellent skills in handling and advising on complex people management issues
  • Experience of and well-developed skills in recruitment and selection
  • Good attention to detail
  • Ability to work in a complex and fast changing environment. 
  • Ability to uphold high confidentiality and professionalism
  • Understanding staff care for humanitarian staff, in particular approaches to welfare, stress, R&R and debriefing
  • Good facilitation skills and ability to deliver induction briefing/training
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural
