Movement Cooperation Officer

 Background:

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

THE PURPOSE

Movement Cooperation Officer 2 contributes to developing and implementing the delegation's objectives for cooperation with the International Red Cross and Red Crescent Movement (the Movement) in line with the ICRC’s Movement policies and in consultation with the Sudanese Red Crescent (SRCS). S/he contributes to building positive relationships between the ICRC and other Movement components, particularly the SRCS, in the scope of his/her geographical assignment.



 
 Duties and responsibilities:

  • Contributes to implementing the operational partnerships between the ICRC and the SRCS by working closely with colleagues and the SRCS to develop joint procedures and partnership agreements; develops the partnership skills of the ICRC and SRCS Branches in the AoR under Khartoum center (River Nile state, Khartoum state, Northern state) 
  • Undertakes field missions, if possible, jointly with SRCS, to prepare and attend assessments that contribute to SRCS capacity-strengthening, and monitor/ensure implementation of ICRC-SRCS partnership/Cooperation ambitions.
  • Maintains an open line of communication with SRCS Branches’ staff on capacity-strengthening needs and support.
  • Contributes to maintaining a constant overview of the Movement’s activities, capacity, and affairs; contributes to organizing various Movement meetings; supports the Head of Sub-Delegation on issues related to coordination within the Movement.
  • Assumes main responsibilities for the implementation and running of medium-sized projects relating to the Cooperation activities of the ICRC.
  • Analyses the social, economic, political, and cultural situation relevant to the SRCS in the covered area and its humanitarian consequences for the population. Makes written reports/proposals on the analysis and follows up as may be required.
  • Keeps updates on the work of other international organizations present in the area of coverage that includes SRCS, Participating National Societies and International Federation, as well as non-movement organizations partnering with the SRCS, promoting strong collaboration as guided by the Sub-Delegation hierarchy. 
  • Provides written reporting on the field missions and links with other departments within the ICRC and SRCS for action points and recommendations.
  • Manages capacity strengthening and Emergency preparedness and response projects in consultation with the Head of Sub-Delegation, the PSU Cooperation team and oversees the implementation of the Plan of Action (PoA), respective to his/her areas of responsibilities. 
  • Plans, monitors, supervises and review activities and support foreseen in the PoAs together with the SRCS, and ensures the timely release of the periodic PoA`s.
  • Takes pro-active initiative to organize ICRC-SRCS cooperation coordination meetings on regular basis at field level for the areas covered by Khartoum center Sub-delegation.  Keeps agendas and minutes of those meetings and follows up.
  • Supports the Head of Sub-Delegation to maintain regular contact with Movement partners in area of responsibility, collects information regarding their activities/projects/programs and regularly update Movement Partnership programs mapping.   
  • Participates, together with Head of Sub-Delegation, in the Movement Coordination meetings in area of responsibility, records the agenda, minutes of the meeting and follow-up.
  • Briefs newcomers in the sub-delegation on Cooperation issues, in-depth analysis of the SRCS and humanitarian space in are of responsibility.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s Degree or equivalent higher education degree in a humanitarian area, socio-economic development, humanitarian law, human rights, or equivalent field. Postgraduate or master’s Degree is an asset.
  • Minimum 3-5 years’ work experience in a field relevant to Movement Cooperation (inside or outside the ICRC).
  • Minimum 2–3 years' experience as Movement Cooperation Officer 1- or 1-2-years’ international humanitarian work experience with the ICRC or any other Movement Component (NS and/or International Federation of Red Cross and Red Crescent Societies). Excellent command (spoken and written) of English and Arabic.
  • Computer proficiency/expert level in computer skills.
  • Skilled in the following competencies: Project/Program management; Networking & Communication; Adapting & Learning; Responsibility & Autonomy; Communication (ability to express views and ideas); Analysis & Synthesis; Security Management.
  • Very good knowledge of the humanitarian and socio-political environment of the country. 
  • Readiness to spend 50-75% of the time in the field.
  • Driving licence.
