 Background:

The Project Manager will provide overall leadership to the USAID/BHA funded “Humanitarian response for conflict affected populations in West and South Kordofan States and building their resilience to future shocks and stresses

  ”project team and be responsible for the overall management of the project including the quality of programmatic implementation and administrative elements of the project to serve the targeted affected population in South and West Kordofan. 

The Project Manager will oversee development of work plans, budget forecasts, provide technical support to quality and effective program implementation (including supervising activities, oversight of each sector, M&E, reporting), coordinate with key actors, set up and monitor accountability mechanisms, facilitate learning within the project and build on best practices. 



 
 Duties and responsibilities:

Management and Program Oversight:

  • Overall responsibility for the technical quality and standards of the USAID/BHA integrated Health, Nutrition, FSL  and WASH project in line with budgets and work-plans, focusing on producing required deliverables.
  • Overall responsibility for supervising and supporting timely and effective implementation of the USAID/BHA project and activities, including achieving set indicator targets and objectives, and grant management.
  •  Ensure that the USAID/BHA project implementation aligns with all donor contractual obligations.
  • Develop procurement and spending plans and manage the budget for the implementation of the program, ensuring no over or underspending, in collaboration with Area Coordinator and relevant Area managers at the field locations
  • Prepare      Detailed implementation plan, quarter plan, monthly  and weekly plan   as per the agreed time table with the donor
  • Ensure timely implementation of planned activities as per the DIP, quarterly and monthly plan.
  • Review activities progress and target achieved against the project plan and take corrective action if there is any variation or delay in activities implementation.   
  • Identify challenges that is affecting the project, propose possible solution, and bring to the attention of the management.
  • Prepare budget forecast timely and ensure the proper spending as per the forecast and ensure no over and underspending of the grant.
  • Write and submit internal and external reports as required to the Area Coordinator and Area Manager 

Coordination and Technical Support

  • Coordinate with the Area coordinator, Area Managers and work closely with the Health and Nutrition Advisor, FSL advisor to train all Concern and Ministry of Health staff on national health and nutrition protocols, referral mechanism, data collection and documentation and behavioral change communications within the programme operation areas.
  • Contribute to the development of a clear mechanism to provide support to the HEALTH, Nutrition WASH and FSL teams in the field and ensure effective implementation of the programs with technical inputs from Health  and Nutrition  Advisor, FSL advisor  and WASH advisor.
  • Support the Area Coordinator, Health and Nutrition Advisor in the development of project and donor reports as appropriate. 
  • In coordination with the Logistic department at field level, develop a clear mechanism for supplying needed health and nutrition program supplies to health facilities in a transparent and accountable manner.
  • Support the process of sector integration in the South Kordofan programme
  • Take a lead role in identifying potential local health and nutrition implementing partner and support them in capacity building and program implementation. 

 

Representation

  • Do active networking with health nutrition, WASH and FSL stakeholders such as Minister of agriculture, SMoH, WHO, WFP and UNICEF.
  • Participate in the health and nutrition coordination meetings at state level and represent Concern in technical meetings as needed.
  • Represent Concern in technical health and nutrition missions conducted by stakeholders and UN agencies.

Training

  • Take lead in the planning and execution of training programs for Concern and local partner staffs.
  •  Provide support supervision and on job training of the health, nutrition teams FSL and WASH team
  • Contribute to the development of training tools/guidelines/standards to improve program quality and outcome.
  • Capacity building of the field staff through technical updates, training opportunities, exchange visits, literature sharing, etc. 

Monitoring, Evaluation and Learning

  • Take a lead role in the regular monitoring of the BHA project in South and West Kordofan and provide support supervision as needed.
  • Responsible for collection, collation and dissemination of data from the Concern supported health facilities.
  • Facilitate learning, documentation and sharing of experience/learning of PHC, CMAM, IYCF, FSL  and WASH within the operation areas.
  • Contribute to the development of programme database and maintain statistical database of programme figures for all the program sites. 
  • Prepare weekly and monthly reports highlighting programme achievement, challenges and plans and submit them to the his/her line managers on regular and timely manner.
  • Compile information collected from various programme areas to produce monthly narrative reports.
  • Be responsible for collation and submission of monthly report to UN agencies and line ministry 

Management

  • Participate in recruitment for BHA staff in the programme areas. 
  • Conduct  performance development reviews (PDR) for staff line managed(if any)
  • Cover the International Health and Nutrition Advisor’s role on his/her absence.
  • Help collate yearly leave plan for health and nutrition staff and arrange coverage where necessary.

 

Other Duties:

  • Engage in emergency response as and when required by the organisation
  • Support implementation of other activities of the project as soon as the manager and team identify the gap.
  • Any other tasks assigned by   the Line Manager which are reasonable and important for the project and the organisation

Accountability

The BHA Project is accountable to Area Coordinator for functional and technical performances respectively. Completion of timely and accurate written reports, proper budget management and spending, feedback from area manager and International FSL Advisor and Health and Nutrition Advisor, Colleagues in programme area and the Region and Partners are the main means of assessing performance. 


 
 Minimum Qualification, Skills and Experience Required:

  1. Education
    • University degree in the field of health sciences or agriculture with at least three years of professional experience with NGOs is necessary.
  2. Job related Experience required
  • Experience as project manager in  one of the sector health, nutrition, WASH  or FSL 
  • Experience in community based health/nutrition programme, FSL and WASH 
  • Experience in needs assessments, surveillance, surveys, and information management
  • Experience in training, supervision and management of staff
  • Excellent computer skills especially word, excel, and power point. 
  • Ability to communicate and write reports in English is required.
  • Knowledge and experience of humanitarian work is an added advantage
  • Knowledge of policies and guidelines pertaining to the health and nutrition sectors in Sudan is required. 
  • Ability to travel to field locations with rough roads and extreme weather conditions.

The above duties will be prioritised by the manager in consultation with the post-holder. The post-holder may be asked to re-organise their work to help Concern respond to changes in type or extent of need.
