Background:
The Monitoring, Evaluation Accountability and Learning (MEAL) Officer is responsible for supporting Concern Sudan team in the area of monitoring, evaluation, accountability and learning activities in accordance to Concern MEAL system. This position is responsible for data management (data collation, entry, analysis, interpretation and reporting), developing different reporting formats and checklists, updating and maintaining databases and proper project documentation for accountability and learning. Responsible for making sure that appropriate FCompliance Response Mechanism (FCRM) is put in place.
The jobholder will be responsible for documentation and sharing of key learning for the improvement Concern’s programmes in Sudan. She/he will also be the focal person for mainstreaming and accountability issues, both internally and as part of programme activities. She/he will also ensure that appropriate programme documentation, reporting and filing processes are in place
Duties and responsibilities:
Monitoring and Evaluation
Support programme team in the management and implementation of field-level M&E data collection activities
Support staff in the collection of activity- and output-level monitoring data during activity implementation
Carry out data collection where it is an M&E responsibility in M&E plans
Ensure that M&E systems are being implemented to plan at the field level and communicate any issues or inefficiencies that arise to the Area Manager and MEAL coordinator in a timely and proactive manner
Support training for external enumerators or partner staff that conduct baseline, midterm, and end line surveys (including ethics and safety, sampling and respondent selection, device use, as well as survey contents)
Field manage external enumerators or partner staff in conducting baseline, midterm, and end line surveys
Support programme staff in accessing and utilizing data
Develop and use standard monitoring tools
Support joint monitoring efforts with stakeholders
Take part in data collection using the Digital Data Gathering (DDG) system and other tools as may be requested;
Compile monthly and quarterly reports as may be required for internal use by Concern;
Accountability and Learning
Support the team on the implementation, dissemination and reporting system of safeguarding policies with in the wider communities and stakeholders.
Support Progress Review and Results-Based Review for projects
Support MEAL Advisor to support external evaluators and consultants
Support MEAL Advisor to promote documentation and sharing of programme impact and learning
Actively promote sharing of learnings from baselines, end-lines, reviews and evaluations internally and externally.
Support project learning reviews and donor reports, as required.
Promote accountability and ensure compliance with Concern’s Programme Participants Protection Policy, Anti- Fraud Policy and Humanitarian Accountability Partnership (HAP) standards, including the feedback complaint and response mechanism (FCRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
Promote equality within the organization and across project, in line with Concern’s Equality Policy and, ensure targeting and project implementation is informed by how Concern Understands Extreme Poverty (HCUEP)
Where necessary, ensure crosscutting issues such as gender, HIV&AIDS, accountability are mainstreamed into programme activities
Capacity Building
Provide technical support during capacity building trainings, workshops and other evens as per the request (e.g. collecting information for presentation, data collection, presenting stories of success from the field);
Support national partner staff in compliance with Concern’s and donors’ requirements, monitoring and report writing as may be requested
Representation
Represent Concern in cluster/sector coordination meetings at the State level where MEAL support is required
Represent Concern in technical missions conducted by stakeholders and UN agencies e.g. joint monitoring mission, evaluation exercise
Network, liaise and build constructive relationships with other MEAL Officers in other agencies in Red Sea.
Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well-communicated and consistently presented, and that we are looked upon as a professional organization, guided by organizational policies and Concern’s Code of Conduct
Others
Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated policies, finance, logistics, HR, security management etc.).
Contribute to ongoing security management and planning as necessary.
Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
Undertake other related duties as may reasonably be assigned by the Area Manager/Area Coordinator.

Minimum Qualification, Skills and Experience Required:
Essential
Commitment to Concern’s humanitarian work.
BA/BSc Degree in a related field (Development Management, International Development, Rural Development, Community Development, Engineering, Agriculture, Health, Education, etc)
Minimum of 5 years professional experience as a MEAL Officer, of which at least 2 years is in an international co-operation agency or private sector
Strong skills in, and ability to work on MEAL aspects in programming and proposal development
Strong planning, monitoring and learning skills
Experience in designing and conducting assessments, post-distribution monitoring (PDM), surveys and evaluations based on set quality methods, international humanitarian quality standards, and donor’s compliance mechanisms
Strong skills in monitoring program performance (both activities and finances) and able to support and adjust to reach set goals, objectives and strategic aims
Good knowledge of project cycle management, Equality, HIV and AIDS, and Mainstreaming approaches, preferably in protracted humanitarian context
Knowledge and experience in a range of participatory and gender-sensitive approaches and their application of MEAL processes
Strong skills and knowledge in data analysis, processes and interpretation linking to technical adjustments to improve program performance and quality.
Knowledge and experience with Microsoft Word, Microsoft Excel and statistical software packages (STATA, R, etc)
Experience in development of MEAL tools and technical methods and excellent report writing skills, with close attention to detail
Excellent communication, networking and persuasion skills, very good mentoring and capacity building experience
Ability to travel to field locations within Red Sea
Experience with using digital data gathering devices / tablets during surveys.
Excellent knowledge of spoken & written English and Arabic
Desirable
Post graduate qualification in project design and management or relevant discipline
Familiarity with donor requirements (EU, OFDA, SHF etc.)
Knowledge of different humanitarian standards
Knowledge of and experience in working in Red Sea.
Experience in working in partnerships

The above duties will be prioritised by the manager in consultation with the post-holder.
