The Child Protection Manager with the support of the CP Coordinator plays a key role in developing CP strategy, and partnerships and providing oversight on day-to-day project implementation with the support of the Senior CP Manager, and Field Coordinator with regular contact with the IP Coordinator.
The Child Protection Manager will manage the implementation of programming, contribute to program development and design, implementation, and monitoring and evaluation of CP-related activities in River Nile and Khartoum. The CP Manager will also provide technical assistance to child protection staff to ensure international best practices are followed in meeting the needs of targeted clients.
Duties and responsibilities:
New business development
Coordinate the expansion of child protection programming in close collaboration with the child protection team, Field Coordinator/managers, and the Child Protection Coordinator.
Actively contribute to the identification of new funding opportunities, proposal writing, and strategy development.
Program oversight and implementation
Ensure that all interventions follow the IRC’s strategy, international CP standards, and national policies.
Oversee implementation of CP, especially UASC programs, management of budgets (budget forecasting, development of spending plans, and budget follow-up), and reporting in accordance with IRC and donor regulations.
Promptly identify and recommend solutions to technical issues with support from the CP Co.
Collaborate closely with other program departments and support departments.
Communicate routinely with other program and support sectors to ensure timely and coordinated programming.
Supervise the implementation of the Child Protection Information Management System and ensure the respect of data security standards.
Supervise and direct the routine data collection for the project to monitor and use the data to improve the programming.
Supervise and provide technical support to the team in the implementation of child protection in emergency activities, particularly regarding the implementation of case management activities and PSS activities in accordance with international child protection standards.
Grants Management and Reporting
Review progress in achieving program objectives and targets in collaboration with the Senior CP Officers.
Contribute and participate in project Opening, implementation, review, and Closing meetings.
Review technical aspects of internal and external reports prepared by the senior CP Officers in accordance with agreed deadlines using IRC and donor formats, as required.
Support the preparation and implementation of detailed program spending, procurement, and work plans for CP projects.
In collaboration with Senior CP Officers, review Budget vs. Actual expenditure on a monthly basis ensuring no over or underspending.
Bring any over/under expenditure issues to the attention of the CP Coordinator and the Senior CP Officers in a timely manner and jointly develop corrective plans in collaboration with finance and the Grants team.
Oversee the management of donor grants ensuring the program is implemented in conformity with IRC 2022-2024 strategy.
Ensure internal reports to donors are produced and delivered in a timely and quality manner.
Ensure that monitoring and evaluation systems are developed (including indicator tracking sheets) and implemented in all CP programs, that activity, output, and effect data are captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality.
With the support of the M&E unit, select and implement appropriate monitoring and evaluation systems; analyze results to ensure and enhance program effectiveness and quality.
Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions, and implement modifications as required.
Representation and coordination
Develop, maintain, and/or initiate partnerships with community-based organizations, international and local NGOs, UN Agencies, and relevant Government Ministries to support IRC programming
Represent the IRC at CP-related coordination meetings, ensuring proper dissemination of information among relevant partners, and relevant government institutions.
Develop and maintain effective coordination and long-term relationships with external parties, representing IRC positions, promoting long-term strategy, and resolving problems/conflicts.
Work closely and coordinate with IRC Operations, Finance, and Grant’s staff to ensure timely and compliant program activities and expenditures, including active participation in grant opening/closing and review meetings.
Coordinate with the Women’s Protection and Empowerment Managers to strengthen the holistic nature of IRC’s protection programs and liaises with the other sectors to ensure that protection principles are included in the overall IRC response.
Support organizing and facilitating field visits for partners, and others interested in IRC’s programming in Yemen.
Human Resource Management
Assist in the selection and recruitment of qualified staff in the CP programs.
Discuss job expectations, set objectives, and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.
Work with the Field Coordinator/Managers to ensure technical aspects of the Performance Management System documentation for the Officers, and officers are in place and followed up regularly.
Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
Support the Field Coordinator to ensure that CP Officers put capacity development plans in place for CP teams based on documented capacity needs assessments.
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
Lead with commitment, integrity, and accountability to the “IRC Way” – Global Standards for Professional Conduct.
Adhere to and act in accordance with the IRC Global HR Policies and Procedures.
Training/Capacity building
Provide technical support, training, and supervision to the CP team as required.
Promote in-service training for all staff in the CP team.
Actively seek out formal and informal training opportunities for CP staff.
Minimum Qualification, Skills and Experience Required:
Excellent professional track record with at least three years of experience within an NGO, working in child protection and/or education in emergency / humanitarian program implementation in conflict environments.
Bachelor’s degree in social work, education, community work, or a related field.
Demonstrated experience in capacity assessment, capacity building, and planning and facilitating training.
Experience in effectively dealing with international and national partner agencies, government officials, and other NGOs; ability to work with a broad spectrum of people.
Good knowledge and understanding of international child protection, youth, and education policy and practice issues.
Strong proficiency in budget management, grants management, and reporting.
Strong coordination and project management skills.
Proven experience supervising and providing case management services and support.
Strong writing and analytical skills, including the ability to communicate technical matters to a range of audiences.
Competent in Windows, MS Office programs, emails, and relevant databases.
Interpersonal qualities: Works well in and promotes teamwork, is comfortable in a multi-cultural environment, flexible, and able to handle pressure well.
Understanding of how to support the transition from direct service delivery to working in partnership with local actors (government ministries, civil society organizations, etc.)
Planning, monitoring, and evaluation skills.
At least 1-2 years of staff management experience, including staff capacity development and team building experience.
Good coping strategies in stressful and emergency situations, calmness is a requirement.
Fluent in spoken and written English.
Working Environment:
The position is based in River Nile with frequent travel to Khartoum. Travel to sites across the localities may be required. Competitive salary and benefits are offered.
