 Background:

Assistant Human Resource Coordinator will support the Human resource coordinator in supervising and monitoring all aspect of human resource at country level . He/she will assist the HR coordinator in supervising HR team in different GOAL offices in Port Sudan, north Darfur , SK and other locations regards delivering day to day task, running of all country programmes and manage the human resources issues at the country level in accordance with the GOAL HR manual. Assistant HR Coordinator will collaborate and work closely with senior management, programme managers and line managers to ensure that they are aware of the key human resource guidelines and assist in all aspects of their human resource needs.



 
 Duties and responsibilities:

Supervisory Responsibilities:
•
Ensure a full understanding of Sudanese Labour Law and GOAL HR Policies and to keep abreast of any changes to these.
•
Provide support to all team at port Sudan office on all HR related issues and all HR team in ND , SK offices .
•
Oversee the HR functions in Port Sudan GOAL office .
•
Attend and comment as appropriate on all meetings.
•
Act as the HR focal point for port Sudan office .
•
Conduct regular salary surveys and produce a report as required. ( if needed)
Recruitment of staff:
•
Collaborate and work with the area coordinator, field coordinator and Sector managers to ensure that they have appropriate staffing.
•
Responsible All aspects of recruitment of new staff, from the development of person specifications, job descriptions, advising on remuneration levels and terms & conditions, to liaising with HAC, advertising, short-listing, interviewing, and making appointments.
Periodic staff performance appraisals.
•
In cooperation with line managers conduct, analyse, Organise, and manage the process of annual and periodic staff appraisals for state level.
•
Ensure that all issues arising from these appraisals are followed up and resolved.
Staff Remuneration
Advise on and supervise the HR team on the following:
•
A comprehensive terms & conditions of employment manual for all Port Sudan staff
•
Calculating end of service benefits, death, and all other severance payments.
•
Administer payments and reconciliation of social insurance, tax and Zakat.
•
To coordinate with the Finance department and provide support with financial issues when necessary – especially in relation to salary payments.
Administrative Duties:
•
Make sure that the head count staff records for port Sudan office Nationals and Seconded staff are correct and update.
•
Follow up with HR team in Port Sudan , ND, SK (as assigned by HR Coordinator ) to ensure all staff members sign, understand, and abide by GOAL rules of conduct.
•
Monitor and follow up with HR team in Port Sudan to ensure that there is an up-to-date record of all staff details including their all staff including valid contracts, letters of appointment, amendments, signed job descriptions, current salary, holiday entitlements, training, sick days, days absent, disciplinary record, appraisal forms and trainings attended.
Staff contract issue, renewal, amendment, and termination:
Advise on and supervise the HR team on the following:
•
Monitor and follow up with HR team in Port Sudan , ND, SK ensuring that all staff members have a signed contract and job description.
•
Maintain an efficient and effective database of all contracts and key information relating to staff.
•
Maintain all staff contracts and make any necessary amendments in good time.
•
Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
Staff Training and Career Development:
•
Oversee staff inductions at State level
•
Liaise with area coordinator, field coordinators and line managers to identify training needs, designed the necessary training program plan and ensure agreed training needs are met where possible.
•
Train staff at state level such as programme staff and other support departments in all HR matters relating to their roles: staff appraisals, conflict management, field staff recruitment etc.
•
Maintain a training tracking sheet to monitor trainings identified during appraisals and record all trainings completed
•
Act as a focal point for national staff on external trainings.
Employee Relations:
•
Advise on and supervise the HR team at state level in handling all employee relations issues .
•
Ensure the rights of the employees and the organization are in accordance with the Human Resources policies,
governmental laws and regulations.
•
Recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
•
Develop and maintain employee relations policies.
•
Support or oversee discipline and grievance procedures as needed
•
Provide basic interpretation of HR policies and procedures when required.
•
Keep up to date with the legal requirements.
•
Represent the organization at different court hearings at state level.
•
To ensure that HR issues are dealt with in a timely, confidential, and efficient manner.
Reporting:
•
Submit a monthly report to HR coordinator detailing all HR activities.
•
Prepares reports and recommends procedures to reduce absenteeism, tardiness, and turnover at state level.
•
Work closely with HR team and line managers to ensure Timesheets are filled and signed for all staff in a timely manner
•
With HR Coordinator, maintain HR filing system and ensure all HR files are uploaded to GOAL SharePoint, with effective organization
•
Support HR Coordinator and Finance team to respond to Audit requests as needed
ATSC Duties :
•
Add the new hires to the ATSc system .
•
Screen and add the assigned cases to initial reviewer in the system and assigned it to Review 1.
Other Duties
•
Will act as the first focal person for HR department on behalf of HR coordinator if it needed.( will oversee HR department & follow up with the teams ).
•
Ensure GOAL Sudan at state level is compliancy with in country laws and bylaws.
•
Build and maintain good relation with the fiscal authorities.
•
Provide statistics needed and other HR related returns.
•
Ensure compliance with all statutory requirements and brief key programme in new requirements; at state level To be up to date on donor compliance issues in relation to HR and to implement the necessary systems to manage this
•
Lease with other NGO’s at state level regarding current HR issues and concerns;
•
Collaborate with ND Safety and Security Coordinator and Manager in assisting the security status and
•
Attempt always to maintain GOAL’s reputation.
•
Any other duties as required by the HR Coordinator and Area Coordinator


 
 Minimum Qualification, Skills and Experience Required:

Behaviours :
The Assistant HR coordinator is expected to act as a representative of GOAL and demonstrate the highest standards of behaviour towards children and vulnerable adults both in your private and professional lives. The successful candidate must be able to successfully multitask, work to changing priorities, led by example and be a proactive communicator in this dynamic work environment. They should have the communication and presentation skills required to translate complex rules and regulations to non-technical staff.
Technical Competencies :
•
Master’s/Diploma/bachelor’s degree in human resources, business administration, or related field is preferable
•
Minimum of 6 years of senior-level experience in Human Resource Management, out of which 3 years should be supervisory/managerial experience.
•
Proven working experience with NGOs.
•
Comprehensive knowledge of Sudan Labour Law.
•
Fluent in English both writing and speaking.
•
Microsoft office literate, with good report writing skills;
•
Outgoing personality with excellent communication and training skills
•
Excellent administration skills and a strong attention to detail.
•
Good team player,
•
Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions.
